Trong thời gian qua, Tổng cục Hải quan nhận được một số vướng mắc của doanh nghiệp, hải quan địa phương liên quan đến việc khai xuất xứ trên tờ khai nhập khẩu tại chỗ và tái nhập hàng hóa trả lại. Về vấn đề này, Tổng cục Hải quan hướng dẫn Cục Hải quan các tỉnh, thành phố thực hiện như sau:

1. Về việc khai xuất xứ hàng hóa nhập khẩu tại chỗ:

Trường hợp khi làm thủ tục xuất khẩu tại chỗ, người khai hải quan khai xuất xứ trên tờ khai hải quan xuất khẩu tại chỗ theo cấu trúc “#&KXĐ” thì khi làm thủ tục nhập khẩu tại chỗ, tại chỉ tiêu “Mã nước xuất xứ” trên tờ khai hải quan nhập khẩu tại chỗ khai là “ZZ”.

2. Về việc khai xuất xứ đối với hàng hóa tái nhập:

Trường hợp trên tờ khai xuất khẩu ban đầu khai xuất xứ “#&KXĐ” khi làm thủ tục tái nhập, nếu xác định hàng hóa đảm bảo nguyên trạng, không trải qua bất kỳ công đoạn nào khác ngoài việc dỡ hàng và bốc lại hàng hoặc những công đoạn cần thiết để giữ hàng hóa trong điều kiện tốt, tại chỉ tiêu “Mã nước xuất xứ” trên tờ khai hải quan nhập khẩu khai là “ZZ”.

Tổng cục Hải quan hướng dẫn Cục Hải quan các tỉnh, thành phố được biết, thực hiện./.

To: Customs Departments of provinces and cities

Recently, General Department of Customs have received enquiries from local enterprises and customs authorities about origins on in-country import and re-import declarations. General Department of Customs hereby provides the instructions below:

1. Declaration of origins of in-country imports:

While following in-country export procedures, if the declarant specifies the origin on the in-country export declaration following “#&KXĐ” structure, specify "ZZ" at "Code of country of origin" on the in-country import declaration.

2. Declaration of origins of re-imports:

If the origin on the initial export declaration is “#&KXĐ”, the status quo of goods is maintained, and the goods did not undergo any other processes except unloading and loading or necessary processes that are necessary for maintaining good condition of the goods, specify "ZZ" at "Code of country of origin" on the import declaration.
