Trước bối cảnh dịch Covid-19 còn diễn biến phức tạp và nhằm triển khai Nghị quyết số 63/NQ-CP ngày 29/6/2021 của Chính phủ, Ngân hàng Nhà nước Việt Nam đã chỉ đạo Công ty Cổ phần Thanh toán Quốc gia Việt Nam (NAPAS) tiếp tục triển khai chính sách giảm phí dịch vụ chuyển mạch tài chính và bù trừ điện tử (CMTC & BTĐT) năm 2021. Theo đó, NAPAS: (i) Giảm 50% phí dịch vụ CMTC & BTĐT cho các giao dịch trên ATM, POS so với mức phí đang áp dụng; (ii) Giảm tối thiểu 75% phí dịch vụ CMTC & BTĐT cho các giao dịch chuyển khoản liên ngân hàng 24/7 so với mức phí đang áp dụng. Thời gian áp dụng từ ngày 01/08/2021 đến 31/12/2021. Vì vậy, Ngân hàng Nhà nước Việt Nam yêu cầu các tổ chức tín dụng, chi nhánh ngân hàng nước ngoài thực hiện một số nội dung như sau:

1. Điều chỉnh giảm phí giao dịch trên ATM, POS xử lý qua NAPAS và phí giao dịch chuyển khoản liên ngân hàng 24/7 cho khách hàng với mức giảm tối thiểu bằng mức giảm phí mà NAPAS điều chỉnh giảm; khuyến khích các tổ chức tín dụng, chi nhánh ngân hàng nước ngoài thực hiện giảm phí lớn hơn mức giảm phí của NAPAS, trong đó đối với các trường hợp đang áp dụng chính sách miễn phí đề nghị tiếp tục thực hiện. Thời gian thực hiện tối thiểu từ ngày 01/8/2021 đến hết ngày 31/12/2021.

2. Chủ tịch Hội đồng quản trị/Hội đồng thành viên, Tổng Giám đốc của tổ chức tín dụng, chi nhánh ngân hàng nước ngoài chịu trách nhiệm về việc xây dựng, triển khai chính sách giảm phí cho khách hàng tại đơn vị mình (loại phí giảm, mức giảm phí, khách hàng giảm phí,..) đảm bảo loại phí, mức giảm phí và thời gian áp dụng đáp ứng yêu cầu nêu tại điểm 1 Công văn này; báo cáo Thống đốc Ngân hàng Nhà nước Việt Nam về các loại phí giảm, mức phí giảm và thời gian áp dụng giảm phí (thông qua Vụ Thanh toán) trước ngày 15/8/2021 để tổng hợp và theo dõi.

To: Credit institutions and foreign bank branches

In the context of complicated developments of the Covid-19 epidemic and in order to implement the Government’s Resolution No. 63/NQ-CP dated June 29, 2021, the State Bank of Vietnam directs the National Payment Corporation of Vietnam (NAPAS) to continue to implement the policy for reducing fees for financial switching and electronic clearing services in 2021. According to this policy, NAPAS: (i) reduces 50% of financial switching and electronic clearing service fees for transactions performed on ATM, POS compared to the applicable fees; (ii) reduces at least 75% of financial switching and electronic clearing service fees for 24/7 interbank transfer transactions compared to the applicable fees. The policy is valid from August 1, 2021 to December 31, 2021. Therefore, the State Bank of Vietnam requests credit institutions and foreign bank branches to perform several following tasks:

1. Reducing fees for ATM, POS transactions processed through NAPAS and 24/7 interbank transfer transaction fees for customers at the minimum rates equal to the rates of reduction in the fees that NAPAS applies; encouraging credit institutions and foreign bank branches to reduce fees at the rates greater than those of NAPAS and to continue to apply the fee exemption policy currently in effect. Validity period is from August 1, 2021 to end of December 31, 2021.

2. Chairmen of Boards of Directors/Members' Councils, General Directors of credit institutions and foreign bank branches shall be responsible for formulating and implementing the fee reduction policy for their customers (e.g. types of fees to be reduced, reduction rates, customers eligible for fee reduction, ..) to ensure that types of fees to be reduced, reduction rates and validity time meet the requirements stated at Point 1 of this Official Dispatch; reporting to the Governor of the State Bank of Vietnam on types of fees to be reduced, reduction rates and validity period (through the Payment Department) before August 15, 2021 for synthesis and monitoring purposes.
