Thực hiện Nghị quyết số 128/NQ-CP ngày 11 tháng 10 năm 2021 của Chính phủ Quy định tạm thời “Thích ứng an toàn, linh hoạt, kiểm soát hiệu quả dịch COVID-19” gắn với phục hồi, phát triển kinh tế - xã hội, nhằm tháo gỡ khó khăn cho các doanh nghiệp, hộ kinh doanh dịch vụ karaoke, dịch vụ vũ trường, Bộ Văn hóa, Thể thao và Du lịch đề nghị Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương tổ chức thực hiện một số nội dung sau:

1. Căn cứ kết quả đánh giá cấp độ dịch bệnh theo Hướng dẫn của Bộ Y tế tại mỗi địa phương, khu vực để xây dựng và tổ chức triển khai Kế hoạch mở cửa lại các hoạt động kinh doanh dịch vụ karaoke, vũ trường.

2. Hướng dẫn các điều kiện đảm bảo an toàn, phòng, chống dịch trước khi tổ chức hoạt động trở lại dịch vụ karaoke, vũ trường.

3. Yêu cầu các chủ cơ sở kinh doanh tuân thủ nghiêm Hướng dẫn của địa phương về các biện pháp vệ sinh phòng, chống dịch lây nhiễm COVID-19 tại khu vực cung cấp dịch vụ karaoke, vũ trường (khử khuẩn, thông khí...). Đối với người tham gia dịch vụ cần thực hiện nghiêm 5K, tiêm phòng vắc xin đủ liều, không cung cấp dịch vụ cho người đang có triệu chứng mắc COVID-19 (ho, sốt...).

4. Tổ chức triển khai phương án kiểm tra, rà soát các biện pháp vệ sinh, phòng, chống lây nhiễm tại khu vực cung cấp dịch vụ karaoke, vũ trường.

5. Xây dựng Kế hoạch dự phòng với các tình huống dịch bệnh có thể xảy ra trong khu vực cung cấp dịch vụ để khoanh vùng gọn, không để lây lan ra cộng đồng (nếu ghi nhận ổ dịch).

Bộ Văn hóa, Thể thao và Du lịch đề nghị Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương chỉ đạo các cơ quan, ban, ngành tại địa phương chủ động tổ chức thực hiện./.

To: The People’s Committees of provinces/central-affiliated cities

Implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government of Vietnam promulgating interim regulations on “Safety and flexibility and effective control of COVID-19” together with socio-economic recovery and development, in order to resolve difficulties for enterprises, household businesses operating karaoke venues and nightclubs, the Ministry of Culture, Sports and Tourism of Vietnam suggests the People’s Committees of provinces/ central-affiliated cities to complete the following tasks :

1. Based on results after evaluating epidemic levels according to Guidelines of the Ministry of Health in each administrative division or area, develop and implement a Plan for Reopening of karaoke venues and nightclubs.

2. Provide guidance on conditions for ensuring safety, epidemic prevention and control before performing reoperation of karaoke venues and nightclubs.

3. Request business owners to strictly comply with Guidelines of the local authorities on hygiene measures to prevent and control the spread of COVID-19 at karaoke venues and nightclubs (disinfection, ventilation, etc.). For participants in the service, strictly comply with the 5K rule, get full vaccination. Business owners do not provide service for people with symptoms of COVID-19 (cough, fever, etc.).

4. Implement plans for inspection of hygiene measures to prevent and control the spread of COVID-19 at karaoke venues and nightclubs.

5. Develop a Backup Plan providing against possible epidemic cases in the service areas to narrowly zone them and not to spread to the community (if an outbreak is recorded).

The Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and central-affiliated cities to direct agencies and departments in administrative divisions to proactively organize implementation./.
