Trả lời Công văn số 487/BVHTTDL-TCDL ngày 18/02/2022 về việc xin ý kiến đối với dự thảo Phương án mở cửa lại hoạt động du lịch trong điều kiện bình thường mới, Bộ Y tế đề nghị quý Bộ cân nhắc bổ sung, sửa đổi nội dung Dự thảo Phương án (kèm theo Công văn số 487/BVHTTDL-TCDL ngày 18/02/2022) một số nội dung liên quan đến công tác phòng chống dịch COVID-19, cụ thể như sau:

1. Việc mở lại các hoạt động du lịch trong điều kiện bình thường mới cần căn cứ trên kết quả đánh giá cấp độ dịch bệnh tại mỗi địa phương, khu vực dự kiến cung cấp dịch vụ lưu trú, thăm quan, vui chơi, giải trí…cho khách du lịch, đồng thời địa phương cần có kế dự phòng, đáp ứng với các tình huống dịch bệnh COVID-19 có thể xảy ra trong quá trình mở cửa đón khách du lịch nhằm đảm bảo an toàn tuyệt cho du khách và cộng đồng.

2. Nội dung Phương án cần quy định, làm rõ trách nhiệm của địa phương, cơ sở cung cấp dịch vụ du lịch, dịch vụ lưu trú và đặc biệt cá nhân hành khách trong việc giám sát, quản lý, thực hiện các biện pháp phòng chống dịch, lưu ý việc kiểm tra giám sát việc xét nghiệm, khai báo y tế, thực hiện 5K (Khẩu trang - Khử khuẩn - Khoảng cách - Không tập trung - Khai báo y tế) của hành khách trong những ngày đầu nhập cảnh (3 ngày đối với người đã tiêm đủ mũi mắc xin và 7 ngày đối với người chưa tiêm hoặc tiêm chưa đủ mũi vắc xin).

3. Yêu cầu thực hiện phòng chống dịch với khách du lịch nhập cảnh Việt Nam

3.1. Du khách từ 12 tuổi trở lên:

- Phải tiêm đủ liều vắc xin phòng chống COVID-19 liều cuối cùng tiêm trong thời gian ít nhất 14 ngày và không quá 06 tháng tính đến thời điểm nhập cảnh (được xác thực bằng Chứng nhận tiêm chủng/hộ chiếu vắc xin đã được Việt Nam công nhận hoặc các giấy tờ hợp pháp hóa/xác nhận tại cơ quan có thẩm quyền nếu loại Giấy đó chưa được công nhận để sử dụng trực tiếp tại Việt Nam) hoặc đã từng bị nhiễm SARS-CoV-2 (được xác thực bằng Giấy chứng nhận xét nghiệm dương tính với SAR-COV-2 bằng phương pháp RT-PCR mẫu đơn hoặc giấy xác nhận đã khỏi bệnh COVID-19 hoặc các giấy tờ tương đương xác nhận đã khỏi bệnh do cơ quan có thẩm quyền tại quốc gia/vùng lãnh thổ xét nghiệm, điều trị cấp không quá 6 tháng tính đến thời điểm nhập cảnh).

- Người có nguy cơ cao: người từ 65 tuổi trở lên, phụ nữ có thai, người có bệnh lý nền (nhưng không phải theo dõi, điều trị tại cơ sở y tế), hạn chế đi du lịch cho đến khi có khuyến cáo mới. Thực hiện nghiêm ngặt việc tuân thủ tiêm đủ mũi vắc xin phòng chống dịch COVID-19 trước khi nhập cảnh Việt Nam.

- Có kết quả xét nghiệm âm tính với SARS-CoV-2 (bằng phương pháp RT- PCR/RT-LAMP) trong vòng 72 giờ trước khi nhập cảnh và được cơ quan có thẩm quyền của nước thực hiện xét nghiệm cấp chứng nhận.

- Khai báo y tế trước khi nhập cảnh và bắt buộc sử dụng ứng dụng khai báo y tế (PC-COVID) trong suốt thời gian lưu trú tại Việt Nam. Tại cửa khẩu nếu có triệu chứng mắc COVID-19 (ho, sốt, đau họng, sổ mũi đau cơ, mất/giảm vị giác…) thì báo ngay cho cơ quan y tế tại cửa khẩu để thực hiện các biện pháp y tế theo quy định.

- Phải thực hiện nghiêm khuyến cáo 5K trong suốt quá trình di chuyển từ cửa khẩu nhập cảnh về nơi lưu trú, rất hạn chế dừng, đỗ dọc đường, tiếp xúc với cộng đồng. Trường hợp đặc biệt/khẩn cấp phải dừng đỗ dọc đường thì phải thực hiện các biện pháp đảm bảo an toàn phòng, chống dịch COVID-19.

- Trong vòng 24 giờ đầu (kể từ khi nhập cảnh), hành khách ở lại nơi lưu trú (không rời khỏi nơi lưu trú), thực hiện xét nghiệm SARS-CoV-2, nếu âm tính thì tự theo dõi sức khỏe, nếu dương tính thì thực hiện các biện pháp cách ly, xử lý y tế theo quy định.

- Trong vòng 72 giờ đầu kể từ khi nhập cảnh, hành khách không nên rời khỏi nơi lưu trú.

+ Trường hợp sau 24 giờ (kể từ khi nhập cảnh) cần rời khỏi nơi lưu trú, hành khách cần phải làm xét nghiệm SAR-CoV-2 hàng ngày (xét nghiệm kháng nguyên nhanh hoặc PCR) âm tính (trước khi rời nơi lưu trú) cho đến khi kết thúc 72 giờ, đồng thời tiếp tục thực hiện nghiêm việc tự theo dõi sức khỏe cho đến khi đủ 10 ngày và thường xuyên thực hiện khuyến cáo 5K.

+ Trường hợp hành khách không rời nơi lưu trú trong vòng 72 giờ (kể từ khi nhập cảnh): chỉ thực hiện xét nghiệm SARS-CoV-2 02 lần (lần 01 trong ngày đầu nhập cảnh, lần 2: lấy mẫu trong ngày thứ 3 kể từ khi nhập cảnh), nếu kết quả xét nghiệm lần 2 âm tính, hành khách có thể rời nơi lưu trú sau 72 giờ kể từ khi nhập cảnh, nhưng cần tiếp tục thực hiện nghiêm việc tự theo dõi sức khỏe cho đến đủ 10 ngày và thường xuyên thực hiện khuyến cáo 5K.

3.2. Du khách dưới 12 tuổi (gọi tắt là trẻ em):

- Không bắt buộc phải có xác nhận đã tiêm vắc xin (bao gồm cả trẻ chưa được tiêm hoặc tiêm chưa đủ liều vắc xin phòng chống dịch COVID-19) trước khi vào Việt Nam để tham gia du lịch cùng bố mẹ, người thân (người đã đáp ứng yêu cầu tại Mục 3.1). Trẻ đã được tiêm vắc xin hoặc đã từng bị nhiễm SARS- CoV-2 thì thực hiện các biện pháp phòng chống dịch và xét nghiệm SARS-CoV-2 (trừ trẻ dưới 2 tuổi) như đối với du khách từ 12 tuổi trở lên được hướng dẫn tại Mục 3.1.

- Trẻ chưa được tiêm hoặc tiêm chưa đủ liều vắc xin hoặc chưa từng bị nhiễm SARS-CoV-2: không được ra khỏi nơi lưu trú trong vòng 24 giờ đầu (kể từ khi nhập cảnh), sau 24 giờ kể từ khi nhập cảnh nếu cần rời khỏi nơi lưu trú thì thực hiện xét nghiệm liên tục hàng ngày (xét nghiệm kháng nguyên nhanh hoặc PCR) trong vòng 7 ngày (trừ trẻ dưới 2 tuổi) trước khi rời khỏi nơi lưu trú, đồng thời tiếp tục thực hiện nghiêm việc tự theo dõi sức khỏe cho đến khi đủ 10 ngày và thường xuyên thực hiện khuyến cáo 5K.

- Trẻ dưới 2 tuổi không bắt buộc phải xét nghiệm và được tham gia các hoạt động ngoài nơi lưu trú cùng bố mẹ, người thân (người đã đáp ứng yêu cầu tại Mục 2.1) dù chưa được tiêm hoặc chưa từng bị nhiễm SARS-CoV-2, tiếp tục theo dõi sức khỏe và thường xuyên thực hiện các biện pháp phòng chống dịch theo quy định.

To: Ministry of Culture, Sports and Tourism

In response to Official Dispatch No. 487/BVHTTDL-TCDL dated February 18, 2022 on seeking advisory opinions about the draft plan on resumption of tourism activities under new normal conditions, the Ministry of Health requests the Ministry of Culture, Sports and Tourism to consider amending certain provisions of the Draft Plan (attached to Official Dispatch No. 487/BVHTTDL-TCDL dated February 18, 2022) related to the prevention and control of COVID-19 pandemic as follows:

1. The resumption of tourism activities under new normal conditions should be based on the assessed level of the pandemic risk in each local government or area that is planned to provide services in relation to accommodation, sightseeing, entertainment, recreation, etc. for tourists, and the local government needs to have a backup plan that responds to possible COVID-19 pandemic scenarios during the process of re-welcoming tourists to ensure absolute safety for tourists and the community.

2. The Plan should stipulate and clarify the responsibilities of local governments, tourism service providers, accommodation service providers and especially individual tourists in supervising, managing and following the pandemic safety protocols, paying attention to the inspection and supervision of testing, health declaration, implementation of 5K rules (Mask - Disinfection - Distance - No gathering - Health declaration) by tourists in the first days of entry into Vietnam (3 days for those who have had full doses of vaccine and 7 days for those who have not been vaccinated or have not had enough doses of vaccine).

3. Eligibility criteria for tourists entering Vietnam regarding prevention and control of pandemic

3.1. Tourists aged 12 and older:

- Have received full dose(s) of COVID-19 vaccine and the last dose was given within at least 14 days and not more than 6 months by the time of entry (have a vaccination certification/vaccine passport approved by Vietnam or legalized/certified by a competent authority if such certificate has not been approved for direct use in Vietnam); or used to be infected with SARS-CoV-2 (with a certificate of positive test for SAR-COV-2 using RT-PCR method with individual sample or a certificate of recovery from COVID-19 or equivalent documents certifying that they have recovered from the disease, issued by a competent authority in the country/territory where they received the treatment issued not more than 6 months by the time of entry).

- High-risk people: people aged 65 years and older, pregnant women, people with underlying medical conditions (without requirement to be monitored or treated at health facilities), their travel shall be limited until new recommendation.  Strictly comply with requirement pertaining to full vaccination against COVID-19 before entering Vietnam.

- Make health declaration prior to the entry and must use the health declaration application (PC-COVID) during their stay in Vietnam.. At the border checkpoint, if they have symptoms of COVID-19 (cough, fever, sore throat, runny nose, muscle pain, loss of or reduction in taste, etc.), they must immediately notify the health authority at the border checkpoint to take medical measures according to the law.

- Must strictly follow the 5K recommendation during the process of moving from the immigration checkpoint to the place of residence, restrain themselves from stopping, parking along the road or contacting with the community. In case special/emergency cases require stop and parking along the road, safety measures must be taken to prevent and control the COVID-19 pandemic.

- Within the first 24 hours (from the time of entry), the tourist stays at the accommodation (may not leave the place of residence), gets a test for SARS-CoV-2, if negative, self-monitors their health, if positive, isolation and medical treatment will be taken according to regulations.

- Tourists should not leave the place of accommodation within the first 72 hours from entry.

+ In case after 24 hours (from the time of entry) they need to leave the accommodation, they must obtain negative SAR-CoV-2 test (rapid antigen test or PCR) (before leaving the accommodation) on the daily basis until the end of 72 hours, and also strictly self-monitor their health until 10 days have elapsed and regularly implement the 5K rules.

+ In case the tourists do not leave the accommodation within 72 hours (from the time of entry): only test for SARS-CoV-2 two times (the first time on the first day of entry, the second time on the third day since entry), if the second test result is negative, the tourist can leave the accommodation after 72 hours from the time of entry, but they need to self-monitor their health until 10 days have elapsed and regularly implement the 5K rules.

3.2. Tourists aged under 12 (referred to as children):

- They are not required to have a certificate of vaccination (including children who have not been vaccinated or have not received enough doses of vaccine against COVID-19) before entering Vietnam to travel with parents and relatives (who have met the criteria in Section 3.1). Children who have been vaccinated or have been infected with SARS-CoV-2 should take pandemic safety protocols and test for SARS-CoV-2 (except for children under 2 years old) as similarly to the tourists aged 12 and older as guided in Section 3.1.

- Children who have not been vaccinated or vaccinated with insufficient doses of vaccine or have never been infected with SARS-CoV-2: must not leave the accommodation within the first 24 hours (from the time of entry); after 24 hours from the time of entry, if the children need to leave the accommodation, they must obtain negative SAR-CoV-2 test (rapid antigen test or PCR) (before leaving the accommodation) on the daily basis within 7 days, and also strictly self-monitor their health until 10 days have elapsed and regularly implement the 5K rules.
