Thực hiện Nghị quyết số 128/NQ-CP ngày 11 tháng 10 năm 2021 của Chính phủ ban hành Quy định tạm thời “Thích ứng an toàn, linh hoạt, kiểm soát hiệu quả dịch COVID-19”, Bộ Tài nguyên và Môi trường đề nghị Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương khẩn trương rà soát, thống kê, dự báo khối lượng chất thải phát sinh và đánh giá khả năng xử lý để tính toán, xây dựng các kịch bản quản lý phù hợp, đồng bộ để đảm bảo kế hoạch thích ứng an toàn, linh hoạt, kiểm soát hiệu quả dịch COVID-19 tại từng địa phương.

Trên cơ sở các quy định pháp luật, hướng dẫn của Ban chỉ đạo quốc gia phòng chống dịch COVID-19 về quản lý chất thải và vệ sinh trong phòng, chống dịch, Bộ Tài nguyên và Môi trường đã phối hợp với Bộ Y tế xây dựng hướng dẫn tạm thời về việc quản lý chất thải đối với các trường hợp người nhiễm Covid-19 đang thực hiện cách ly tại nhà (chi tiết tại Phụ lục kèm theo). Đề nghị quý Ủy ban chỉ đạo các cơ quan, đơn vị tại địa phương nghiên cứu, thực hiện.

I. Phân loại, thu gom chất thải của người nhiễm COVID-19 tại nhà:

1. Phân loại, thu gom:

Tất cả các loại chất thải rắn phát sinh của người nhiễm COVID-19 đang cách ly tại nhà (sau đây viết tắt là chất thải của F0) phải được quản lý như chất thải lây nhiễm, phân loại riêng biệt với chất thải sinh hoạt của người không nhiễm COVID-19 và thu gom theo hướng dẫn tại Công văn số 922/BYT-MT ngày 27/02/2022 của Bộ Y tế để chuyển tới điểm tập kết chất thải của F0 tại địa phương.

Ủy ban nhân dân các tỉnh, thành phố chỉ đạo, hướng dẫn các cơ quan tại địa phương phối hợp với chính quyền cấp xã, đơn vị quản lý hạ tầng khu vực nhà chung cư, cao tầng, khu đô thị và các tổ dân phố, cụm dân cư, Tổ COVID cộng đồng, các tổ chức đoàn thể tại địa phương,... thực hiện biện pháp thu gom chất thải về điểm tập kết tại địa phương để chuyển giao cho cơ sở xử lý chất thải y tế lây nhiễm.

2. Điểm tập kết chất thải:

Điểm tập kết chất thải của F0 tại địa phương do Ủy ban nhân dân cấp xã quy định, bảo đảm kết nối hiệu quả giữa công tác thu gom, vận chuyển và xử lý. Ủy ban nhân dân cấp xã chủ trì, phối hợp với đơn vị thu gom, vận chuyển chất thải để xác định vị trí, thời gian thu gom và quy mô tiếp nhận để phù hợp tình hình thực tế, bảo đảm an toàn giao thông, hạn chế hoạt động vào giờ cao điểm.

Đơn vị thu gom chất thải phối hợp với chính quyền cấp xã bố trí, trang bị thùng chứa chất thải của F0 có dấu hiệu cảnh báo, nhận biết theo quy định của Bộ Y tế để phân biệt với thùng chứa chất thải rắn sinh hoạt tại các điểm tập kết; đảm bảo cứng, vững, có thành, đáy, nắp kín, kết cấu cứng, chịu va chạm, không bị rơi, rò rỉ chất thải ra ngoài trong quá trình lưu giữ, vận chuyển và đặt tại nơi cao ráo, không ngập nước.

Tùy vào điều kiện cụ thể của địa phương (khối lượng chất thải, trang thiết bị, nhân lực thực hiện), đơn vị thu gom chất thải phối hợp với chính quyền cấp xã để quy định tần suất thu gom phù hợp, đảm bảo vệ sinh môi trường và phòng, chống dịch bệnh.

II. Vận chuyển chất thải của F0:

Ủy ban nhân dân các tỉnh, thành phố chỉ đạo, điều tiết các cơ sở xử lý chất thải y tế lây nhiễm chủ động thực hiện hoặc phối hợp với các đơn vị đang thực hiện thu gom chất thải sinh hoạt và các lực lượng khác tại địa phương (Tổ COVID cộng đồng, các tổ chức đoàn thể tại địa phương,...) để bố trí phương tiện phù hợp để thu gom riêng chất thải y tế lây nhiễm với chất thải sinh hoạt; tổ chức thực hiện kế hoạch thu gom chất thải của F0 tại các điểm tập kết về cơ sở xử lý chất thải y tế lây nhiễm theo quy định về thu gom, vận chuyển và xử lý chất thải y tế của địa phương.

Người tham gia vận chuyển chất thải phải đảm bảo các biện pháp phòng, chống dịch theo quy định của Bộ Y tế, thực hiện theo đúng hành trình vận chuyển, khử khuẩn phương tiện sau mỗi lần vận chuyển và các quy định khác về phòng, chống dịch bệnh.

Chính quyền cấp phường, xã lập Sổ giao nhận chất thải y tế với đơn vị thu gom, xử lý để theo dõi, thống kê khi chuyển giao chất thải y tế lây nhiễm.

III. Xử lý chất thải của F0:

Tùy theo tình hình thực tế tại địa phương, Ủy ban nhân dân các tỉnh, thành phố chỉ đạo, điều tiết việc xử lý chất thải F0 tại các cơ sở xử lý chất thải y tế lây nhiễm. Việc xử lý chất thải F0 phải đảm bảo các yêu cầu bảo vệ môi trường như sau:

- Xử lý chất thải tại các cơ sở xử lý chất thải nguy hại có chức năng xử lý chất thải y tế lây nhiễm: thực hiện theo đúng Giấy phép xử lý CTNH đã được cấp; khí thải từ lò đốt chất thải y tế phải được xử lý đạt QCVN 30:2012/BTNMT - Quy chuẩn kỹ thuật quốc gia về lò đốt chất thải công nghiệp và QCVN 02:2012/BTNMT - Quy chuẩn kỹ thuật quốc gia về lò đốt chất thải rắn y tế; trường hợp chất thải được khử khuẩn bằng thiết bị hấp, nồi hấp thì phải đảm bảo đáp ứng QCVN 55:2013/BTNMT Quy chuẩn kỹ thuật quốc gia về thiết bị hấp chất thải y tế lây nhiễm.

- Xử lý chất thải tại cơ sở y tế hoặc cơ sở xử lý theo mô hình cụm cơ sở y tế còn khả năng tiếp nhận: thực hiện theo Kế hoạch thu gom, vận chuyển và xử lý chất thải y tế nguy hại của Ủy ban nhân dân cấp tỉnh; đảm bảo khí thải từ lò đốt chất thải y tế phải được xử lý đạt QCVN 02:2012/BTNMT; trường hợp chất thải được khử khuẩn bằng thiết bị hấp, nồi hấp thì phải đảm bảo đáp ứng QCVN 55:2013/BTNMT.

IV. Tăng cường tuyên truyền và nâng cao năng lực quản lý chất thải:

Ủy ban nhân dân cấp quận, huyện chỉ đạo các cơ quan chuyên môn tại địa phương tăng cường các biện pháp hướng dẫn, tuyên truyền, phổ biến các quy định về thu gom, khử khuẩn cho người dân; chỉ đạo việc thực hiện thu gom, vận chuyển và tổng hợp thông tin, số lượng chất thải phát sinh, báo cáo Sở Tài nguyên và Môi trường, Sở Y tế và Ủy ban nhân dân cấp tỉnh để xem xét, chủ động điều tiết hoạt động thu gom, vận chuyển tại địa phương.

Sở Tài nguyên và Môi trường chủ trì, phối hợp với Sở Y tế và các cơ quan liên quan khẩn trương xây dựng, điều chỉnh và tổ chức chỉ đạo thực hiện về thu gom, vận chuyển và xử lý chất thải y tế nguy hại của địa phương; Hướng dẫn đơn vị thu gom, vận chuyển, xử lý chất thải trong phòng, chống dịch COVID-19 đảm bảo đúng quy định.

Ủy ban nhân dân các tỉnh, thành phố chỉ đạo các cơ quan tại địa phương chủ động giám sát, điều tiết, lựa chọn phương án phù hợp trong quá trình thu gom, vận chuyển và xử lý chất thải phát sinh đáp ứng theo từng cấp độ dịch COVID-19; đảm bảo kinh phí thực hiện quản lý chất thải; huy động tối đa nguồn lực của các cơ sở được phép xử lý chất thải và sự tham gia hỗ trợ của các tổ chức, cá nhân có liên quan.

To: The People’s Committees of provinces and central-affiliated cities.

Implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on Interim regulations for safe and flexible adaption to and effective control of COVID-19”, the Ministry of Natural Resources and Environment requests the People’s Committees of provinces and central-affiliated cities to review, release statistics, predict the amount of waste to be generated in prompt manner and evaluate the handling capacity to take account of and build management scenarios in a suitable and comprehensive manner for a safe and flexible adaption to and effective control of COVID-19 in each locality.

On the basis of regulations of law, guidelines of the National Steering Committee for COVID-19 Prevention and Control concerning waste management and hygiene in pandemic prevention and control, the Ministry of Natural Resources and Environment cooperates with the Ministry of Health in formulating an interim guidance on management of waste disposal from home-based F0 individuals (see details in the Appendix attached). Request the People’s Committees to direct agencies and units in provinces/cities to implement this document.

INTERIM GUIDANCE FOR MANAGEMENT OF WASTE DISPOSAL FROM HOME-BASED F0 INDIVIDUALS
(Issued together with Official Dispatch No. 1336/BTNMT-TCMT dated March 15, 2022 of the Ministry of Natural Resources and Environment)

I. Sorting and collecting waste disposal from home-based F0 individuals:

1. Sorting and collecting:

All kinds of solid waste generated by home-based F0 individuals (hereinafter referred to as F0’s waste) shall be considered as infectious waste and must be sorted out separately from domestic waste of people not infected with COVID-19 and be collected under guidelines of Official Dispatch No. 922/BYT-MT dated February 27, 2022 of the Ministry of Health to be delivered to the drop-off sites of F0 individual waste in the locality.

The People's Committees of provinces and cities shall direct and guide local agencies to coordinate with commune-level authorities, infrastructure management units of apartment buildings, high-rise buildings, urban areas and neighborhoods, residential areas, community COVID groups, local mass organizations, etc. to take measures to collect waste to local drop-off sites to deliver to facilities that treat infectious medical waste treatment infection.

2. Drop-off site of F0’s waste:

The drop-off site of F0's waste is regulated by the commune-level People's Committee, ensuring an effective connection between collection, transportation and treatment. The People's Committee of commune shall take charge and coordinate with waste collection and transport facilities in, determining the location, collection time and waste amount received to suit the real circumstances, ensure traffic safety, and limit activities during peak hours.

The waste collection facility shall coordinate with the commune-level authority to provide the F0's waste containers with warning signs according to the regulations of the Ministry of Health to distinguish it from the domestic solid waste container at drop-off sites; the F0’s waste container must be hard, solid, with walls, bottom, tight lid, hard structure, impact resistance, no dropping or leakage of waste during storage, transport, and must be placed in a dry place, not flooded.

Depending on the specific conditions of the locality (amount of waste, equipment, and human resources), the waste collection facility shall coordinate with the commune-level government to determine the appropriate frequency of collection, ensuring environmental sanitation and disease prevention and control.

People's Committees of provinces and cities shall direct and regulate infectious medical waste treatment facilities to take initiative in conducting collection or coordinating with other facilities that are collecting domestic waste and other local forces (community COVID teams, local mass organizations, etc.)  to arrange suitable means for separate collection of infectious medical waste from domestic waste; collect F0's waste from drop-off sites to infectious medical waste treatment facilities in accordance with local regulations on collection, transport and treatment of medical waste.

Participants in the transport of waste must comply with the pandemic protocols as prescribed by the Ministry of Health, strictly follow the transport itinerary, disinfect vehicles after each trip and other anti-epidemic regulations.

The government of ward or commune shall maintain a record of medical waste pickup and drop-off with the collection and treatment facilities to follow up and release statistics when transferring infectious medical waste.

III. Treatment of F0’s waste:

Depending on the real circumstances in the province/city, the People's Committee of the province or city shall direct and regulate the treatment of F0’s waste at infectious medical waste treatment facilities.  The F0’s waste treatment must meet the following environmental protection requirements:

- Waste treatment at hazardous waste treatment facilities with the function of treating infectious medical waste:  comply with the license for hazardous waste treatment issued; emissions from medical waste incinerators must be treated to meet QCVN 30:2012/BTNMT - National Technical Regulations on Industrial Waste Incinerators and QCVN 02:2012/BTNMT - National Technical Regulations on Incinerators of Medical Solid Waste; in case waste is disinfected by an autoclave, it must meet QCVN 55:2013/BTNMT - National technical regulation on autoclaves of infectious medical waste.

- Waste treatment at medical facilities or treatment facilities operating according to the model of clusters of medical facilities that are still capable of receiving:  comply with the Plan on collection, transport and treatment of hazardous medical wastes of the People's Committees of provinces; ensure that emissions from medical waste incinerators must be treated to meet QCVN 02:2012/BTNMT; in case waste is disinfected by an autoclave, it must meet QCVN 55:2013/BTNMT.

IV. Strengthening communication and improving waste management capacity:

The People's Committees of districts shall direct specialized agencies in the districts to strengthen measures to guide, propagate and disseminate regulations on collection and disinfection to people; direct the collection, transport of waste and consolidation of information about the amount of waste generated, report it to the Department of Natural Resources and Environment, the Department of Health and the People's Committee of province for consideration and proactive regulation of local collection and transportation.

The People's Committees of the provinces and cities shall direct the local agencies to take initiative in monitoring, regulating and selecting the appropriate plan in the process of collecting, transporting and treating waste generated that is suitable for each COVID-risk level area; provide adequate funding for waste management; maximize resources of waste treatment facilities and the participation and support of relevant organizations and individuals.
