Thực hiện văn bản số 1162/TCĐBVN-VT ngày 01/3/2022 của Tổng Cục Đường bộ Việt Nam về việc triển khai Công văn số 1290/BGTVT-VT ngày 11/2/2022 về triển khai công tác điều hành giá năm 2022.

Qua theo dõi giá nhiên liệu (xăng, dầu ) từ thời điểm ngày 01/01/2022 đến 07/3/2022 đã tăng giá 3 lần cụ thể giá dầu Điêzen 0,05s ngày 07/3/2022 tăng so với giá dầu ngày 21/01/2022 là 2.410 đồng/lít; giá xăng Ron 95-IV, III,II tăng từ 1.710 đến 2.470 đồng/ lít; xăng sinh học E5 tăng 2.480 đồng/lít. Như vậy giá bán lẻ xăng tăng từ 5% đến 10%, dầu Điêzen tăng 12,7%.

Để thực hiện tốt công tác điều hành giá năm 2022 theo văn bản chỉ đạo số 1290/BGTVT-VT ngày 11/2/2022, nhằm tăng cường công tác quản lý giá cước vận tải hành khách tuyến cố định, vận tải hành khách bằng taxi trên địa bàn thành phố và đảm bảo quyền lợi, đáp ứng nhu cầu đi lại của nhân dân; Sở Giao thông vận tải đề nghị:

1. Ủy ban nhân dân các quận, huyện, thị xã chỉ đạo bộ phận tiếp nhận hồ sơ kê khai giá kiểm soát chặt các nội dung kê khai của các đơn vị khi đến nộp hồ sơ kê khai giá, kiên quyết không cho kê khai tăng giá cước khi không có đủ cơ sở; có văn bản chỉ đạo các tổ chức, cá nhân đang thực hiện kê khai giá tại địa bàn thuộc quận, huyện, thị xã quản lý rà soát các chi phí cấu thành giá, việc điều chỉnh kê khai tăng giá phải phù hợp với tỷ lệ tăng giá nhiên liệu để góp phần vào công tác bình ổn giá chung trên địa bàn thành phố.

2. Các doanh nghiệp cung ứng dịch vụ vận chuyển hành khách tuyến cố định bằng đường bộ, vận chuyển hành khách bằng xe taxi trên địa bàn thành phố Hà Nội thực hiện kê khai giá, niêm yết giá và tuyệt đối không được lợi dụng việc giá nhiên liệu tăng để tăng giá ở mức cao, thu cao hơn mức giá kê khai; thực hiện lập phương án giá theo đúng các chi phí hợp lý phát sinh.

3. Giao Thanh tra Sở Giao thông vận tải, phòng Kế hoạch Tài chính Sở Giao thông vận tải phối hợp với Sở Tài chính và UBND các quận, huyện, thị xã kiểm tra việc chấp hành các quy định quản lý nhà nước về giá, kiên quyết xử lý các tổ chức cá, nhân lợi dụng để tăng giá cước vận chuyển hành khách trên địa bàn thành phố Hà Nội.

Đề nghị UBND các quận, huyện, thị xã quan tâm chỉ đạo, trong quá trình tổ chức triển khai thực hiện, có vướng mắc đề nghị kịp thời phản ánh về Sở Giao thông vận tải để xem xét và tháo gỡ./.

Implementing Document No. 1162/TCDBVN-VT dated March 01, 2022 of the Directorate for Roads of Vietnam on implementing Official Dispatch No. 1290/BGTVT-VT dated February 11, 2022 performing price management operations in 2022.

Upon monitoring fuel prices (gasoline and oil), from January 01, 2022 to March 07, 2022, there are three times of increase in fuel prices. To be specific, an increase of VND 2.410 per liter in Diesel 0.05s price on March 07, 2022, compared to that on January 21, 2022; increases of from VND 1.710 to 2.470 per liter in Ron 95-IV, III, II gasoline prices; an increase of VND 2.480 VND per liter in E5 biofuel price. Thus, retailing gasoline prices went up from 5% to 10%, Diesel price rises by 12,7%.

In order to well perform the price management operation in 2022 according to Directive No. 1290/BGTVT-VT dated February 11, 2022, promote the management of charges for transport of passengers of fixed routes, transport of passengers by taxis in cities, ensure rights and meet demands for transport of the people, the Department of Transport requests:

1. The People’s Committees of districts to direct divisions of receiving dossiers on declaring prices to strictly control listed contents of units when they declare prices, do not allow them to increase charges for transport without basis; send directives to organizations and individuals who are declaring prices in districts for reviewing costs constituting prices and adjustment of declaring increased prices according to rate of increase in fuel prices to contribute to the general price stabilization in cities.

2. Providers of fixed-route passenger transport on roadways, transport of passengers by taxis in Hanoi to declare prices, list prices and extremely do not take advantages of the increase in fuel prices to increase prices at high levels, collect higher prices, compared to declared prices; prepare price plans according to reasonable costs incurred.

3. Inspector of the Department of Transport, the Department of Planning and Finance of the Department of Transport to cooperate with the Department of Finance and the People's Committees of districts in inspecting the compliance with regulations on state management of prices and strictly handling organizations and individuals taking advantage of the increase in prices to increase charges for transport of passengers in Hanoi.
