V/v khôi phục các chuyến bay

Tiếp theo Công văn số 14123/BGTVT-CYT
ngày 31/12/2021 của Bộ Giao thông vận tải về việc khuyến cáo các nước có biến
chủng Omicron của vi rút SARS-CoV-2, Bộ Giao thông vận tải (Bộ GTVT) xin trao
đổi với Bộ Y tế như sau:
1. Thực hiện chỉ đạo của Phó Thủ
tướng Thường trực Chính phủ Phạm Bình Minh tại Thông báo số 334/TB-VPCP ngày
10/12/2021 của Văn phòng Chính phủ, Bộ GTVT đã phối hợp với các Bộ, ngành và
các địa phương đã và đang tích cực triển khai Kế hoạch khôi phục lại các chuyến
bay thương mại thường lệ quốc tế chở khách đã được Lãnh đạo Chính phủ phê
duyệt. Bộ GTVT cũng đã đề xuất Thủ tướng Chính phủ xem xét đồng ý về chủ trương
việc tăng tần suất chuyến bay thương mại quốc tế thường lệ chở khách và cho
phép mở rộng thị trường áp dụng giai đoạn thí điểm tới châu Âu (có thể tới các
thị trường Pháp, Đức, Nga) và Úc1.
2. Tại các buổi làm việc với cộng
đồng người Việt Nam ở nước ngoài trong khuôn khổ các chuyến thăm chính thức của
Lãnh đạo cấp cao đến Châu Âu như Thụy Sỹ, Nga, Anh, Pháp, Bỉ, Đức,..., Lãnh đạo
cấp cao của ta đều tiếp nhận nhiều ý kiến của kiều bào mong muốn sớm mở lại các
đường bay quốc tế chở khách thường lệ để về nước đón Tết Nguyên đán Nhâm Dần
2022 tại quê hương. Theo thông tin của Bộ Ngoại giao, nhu cầu người Việt Nam ở
châu Âu về nước là rất lớn, do vậy, việc nối lại các đường bay quốc tế thường
lệ từ các nước Châu Âu là cần thiết.
Bộ GTVT cũng nhận được Công văn số
54/TCTHK-KHPT ngày 17/01/2022 của Tổng công ty Hàng không Việt Nam - CTCP và
Công văn số 133/CHK-VTHK ngày 12/01/2022 của Cục Hàng không Việt Nam về việc
các hãng hàng không đề xuất khôi phục các chuyến bay quốc tế thường lệ đến Châu
Âu, qua các thị trường: Pháp, Đức, Anh, Nga.
3. Để tiếp tục triển khai ý kiến chỉ
đạo của Thủ tướng Chính phủ tại Công điện số 9406/CĐ-VPCP ngày 23/12/2021 và
chủ động hơn trong công tác ngăn chặn biến chủng mới Omicron có thể lây lan qua
đường hàng không trên các chuyến bay thương mại thường lệ quốc tế, Bộ GTVT đề
nghị Bộ Y tế có ý kiến đối với đề xuất nối lại các đường bay quốc tế tới thị
trường Châu Âu qua các thị trường Pháp, Đức, Anh, Nga; đồng thời tiếp tục thông
báo về tình hình dịch bệnh do biến thể Omicron tại các nước trên thế giới để
làm cơ sở nghiên cứu, xem xét việc mở rộng thị trường nối lại các đường bay
quốc tế trong thời gian tới.
Do thời gian gấp, Bộ rất mong sớm
nhận được trả lời của Quý Bộ trước ngày 20/01/2022 để triển khai, thực
hiện các bước tiếp theo./.

Dispatch No. 14123/BGTVT-CYT of Vietnam dated December 31, 2021 of the Ministry
of Transport of Vietnam advising countries where have the Omicron variant of
SARS-CoV-2 virus, the Ministry of Transport of Vietnam provides discussion with
the Ministry of Health of Vietnam about the following contents: 1. According to the directives of Pham Binh Minh specified in
Announcement No. 334/TB-VPCP dated December 10, 2021 of the Government Office,
the Ministry of Transport cooperated with central and local authorities in
actively implementing the plan for reopening of scheduled international
commercial passenger flights approved by the Government Leaders. The Ministry
of Transport proposed the policy on increase in the frequency of scheduled
international commercial passenger flights and market expansion applied the
pilot period to Europe (including France, Germany, Russia) and Australia to the
Prime Minister of Vietnam for consideration. 2. At working sessions with the overseas Vietnamese community
within the framework of official visits of senior leaders to Europe including
Switzerland, Russia, UK, France, Belgium, Germany,..., the senior leaders of
Vietnam collected many opinions from overseas Vietnamese people who want
scheduled international passenger flights to be reopened to return to Vietnam
to celebrate 2022 Lunar New Year. According to the Ministry of Foreign Affairs,
there are a large number of Vietnamese people who want to return home, so it is
necessary to reopen scheduled international flights from European countries. The Ministry of Transport
also received Official dispatch No. 54/TCTHK-KHPT dated January 17, 2022 from
Vietnam Airlines Corporation - JSC and Official dispatch No. 133/CHK-VTHK dated
January 12, 2022 from the Civil Aviation Authority on no proposals of airlines
for reopening of scheduled international flights to Europe via France, Germany,
UK and Russia. 3. To implement directives of Prime Minister at Official
Telegram No. 9406/CD-VPCP dated December 23, 2021 and proactively prevent
Omicron variant that can be spread on scheduled international commercial
flights, the Ministry of Transport requests the Ministry of Health to comment
on the proposal for reopening of international flights to the European
countries via France, Germany, the UK and Russia; at the same time, continue to
notify of the situation of disease caused by Omicron variant in the world to
serve as a basis for research and consideration to expand the market of
reopening of international flights in the future. Due to the urgent time,
