(Sau đây viết tắt là BHXH các tỉnh)

Ngày 26/5/2016 Chính phủ ban hành Nghị định số 47/2016/NĐ-CP quy định mức lương cơ sở đối với cán bộ, công chức, viên chức và lực lượng vũ trang, có hiệu lực thi hành kể từ ngày 15/7/2016 nhưng tính hưởng từ ngày 01/05/2016 là 1.210.000 đồng/tháng. Để thống nhất thực hiện trong thanh toán chế độ khám, chữa bệnh bảo hiểm y tế (BHYT), Bảo hiểm xã hội Việt Nam hướng dẫn cụ thể như sau:

1. Người có thẻ BHYT đi khám, chữa bệnh đúng quy định, có tổng chi phí một lần khám, chữa bệnh thấp hơn 181.500 đồng (một trăm tám mốt nghìn năm trăm đồng) tương đương 15% mức lương cơ sở không phải thực hiện cùng chi trả.

2. Mức chi trả tối đa cho một lần sử dụng dịch vụ cao, chi phí lớn của một số đối tượng theo quy định là 48.400.000 đồng (bốn mươi tám triệu bốn trăm nghìn đồng) tương đương 40 tháng lương tối thiểu.

3. Mức cùng chi trả chi phí khám, chữa bệnh trong năm lớn hơn 6 tháng lương cơ sở là 7.260.000 đồng (bảy triệu hai trăm sáu mươi nghìn đồng).

4. Các quy định trên được thực hiện từ ngày 01/5/2016.

Đề nghị BHXH các tỉnh hướng dẫn các cơ sở khám, chữa bệnh BHYT thuộc phạm vi quản lý để thực hiện, đảm bảo quyền lợi của người bệnh BHYT theo đúng quy định./.

(Hereinafter referred to as provincial social security offices)

On May 26, 2016, the Government promulgates Decree No. 47/2016/ND-CP, which takes effect as of July 15, 2016, to provide for the statutory pay rate for officials, public employees and armed forces' personnel. Accordingly, the statutory pay rate of VND 1,210,000 per month shall apply as of May 01, 2016. For the consistent payment of costs of medical examination and treatment covered by health insurance, Vietnam Social Security provides the detailed guideline as follows:

1. Each health insurance card holder must not make the co-payment if he/she has taken the medical examination and treatment in a proper manner as regulated provided that total costs of one time of medical examination and treatment does not exceed VND 181,500 (one hundred eighty one thousand five hundred dongs), equivalent to 15% of the statutory pay rate.

2. The maximum amount paid to a health insurance card holder who is eligible for using high-quality services with higher costs is VND 48,400,000 (forty eight million four hundred thousand dongs), equivalent to the sum of minimum salaries of 40 months.

3. If the sum of costs of medical examination and treatment is higher than the sum of statutory pay rate-based salaries of 6 months, the co-payment rate shall be VND 7,260,000 (seven million two hundred sixty thousand dongs).

4. Regulations herein shall take effect as of May 01, 2016.
