VIETNAM COMMUNIST PARTY ON PROMOTING APPLICATION AND DEVELOPMENT
INFORMATION TECHNOLOGY TO MEET REQUIREMENTS FOR SUSTAINABLE DEVELOPMENT AND
INTERNATIONAL INTEGRATION

Pursuant to the Law on Government organization
dated December 25, 2001;
Pursuant to Resolution No. 36-NQ/TW dated July
1, 2014 of Ministry of Politics and Central Executive Committee of Vietnam
Communist Party on promoting application and development information technology
to meet requirements for sustainable development and international integration;
At the request of the Minister of Information
and Communications,
HEREBY RESOLVES:
Article 1. The Government's action program on implementation of
Resolution No. 36-NQ/TW dated July 1, 2014 of Ministry of Politics and Central
Executive Committee of Vietnam Communist Party on promoting application and
development information technology to meet requirements for sustainable
development and international integration is enclosed with this Resolution.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of

POLITICS OF CENTRAL EXECUTIVE COMMITTEE OF VIETNAM COMMUNIST PARTY ON PROMOTING
APPLICATION AND DEVELOPMENT INFORMATION TECHNOLOGY TO MEET REQUIREMENTS FOR
SUSTAINABLE DEVELOPMENT AND INTERNATIONAL INTEGRATION. (Issued herewith
the Government’s Resolution No. 26/NQ-CP dated April 15, 2015)
I. OBJECTIVE
1. Institutionalize and fully implement views,
objectives, tasks and measures provided in Resolution No. 36-NQ / TW dated July
1, 2014 of Ministry of Politics and Central Executive Committee of Vietnam
Communist Party(XI) on promoting application and development information
technology to meet requirements for sustainable development and international
integration (hereinafter referred to as Resolution 36-NQ / TW); successfully
implement the Scheme of early making Vietnam a
country strong in information and communication technologies.

II. SPECIFIC TASKS
In order to achieve the objectives of Resolution
36-NQ / TW, in the coming time, besides the regular tasks, Ministries,
Ministerial-level agencies, Governmental agencies, People's Committees of central-affiliated
cities and provinces should concretize and organize the implementation of the
following tasks:
1. Innovate, raise awareness and strengthen the
leadership of the Party for application and development of information
technology
a) propagate, increase awareness of the content of
Resolution 36-NQ / TW, especially the new viewpoints of the Party on the
position and role of information technology in the process of sustainable
development and international integration of each sector, each area, to ministries,
sectors and localities, Party organizations at all levels, Fatherland Front,
the political-social organizations, enterprises and people from all strata.
b) Strengthen and innovate the propagation and
dissemination, raising of awareness and knowledge of information technology in
society, ensure that information technology is one of the key and regular
contents in the communication programs of the agencies of mass communication at
all levels. Promote the application of information technology in the
dissemination of policies of the Party and laws of the State on information
technology.
c) Strengthen and establish the Steering Committees
of information technology in Ministries, sectors and localities of which
leaders are heads of such Steering Committees. Continue to innovate, improve
operational efficiency, direction mode of the National Committee on the
application of information technology and the Steering Committees of
information technology. The heads of all levels and departments shall be responsible
for directing the task of application and development of information
technology.
d) Review, modify, supplement to ensure that the
application and development of information technology is an important content,
which is required in the strategies and plans of socio-economic development,
public investment, target program in 2015 and the stage from 2016 to 2020, as
well as in investment projects of the country, Ministries, sectors and
localities.
dd) build and replicate advanced typical models in
the application and development of information technology. Include the
standards of application and development of information technology in the
standards of Emulation - Commendation of the ministries, sectors, localities,
organizations and units.
2. Formulate and improve the mechanisms, policies
of laws on the application and development of information technology

b) Improve the Law on information safety and
develop documents guiding the implementation to concretize the contents of
information safety towards defining the responsibility for ensuring the
information safety for organizations and individuals, measures to ensure
information safety.
c) Improve and supplement the processes, standards,
specialized standards, systems of assessment standards of level and efficiency
in the application and development of information technology.
d) Review, adjust and supplement the Law on State
Budget and guiding documents towards ensuring the allocation of sufficient
annual state budget for information technology and meeting the requirements for
development.
e) Amend and improve the provisions on principles
and standards of allocating funds in order to give priority to fund allocation
for information technology; improve regulations on management of investment in
information technology applications using funds from the state budget.
e) Formulate the Government’s Decree on information
technology services and policies, regulations on hiring the services of
information technology in regulatory agencies in order to improve the legal
framework of information technology services. Formulate documents guiding the
implementation of projects, tasks of application and development of information
technology under the form of public - private partnership (PPP), build-operate
(BO), build-operate-transfer (BOT) in order to mobilize social resources to
participate in such projects and tasks.
g) Develop policies of support of investment,
research - development and creating products and services of key information
technology, which Vietnam has competitive advantages; products and services of
information technology used in information systems, national databases,
electronic government, national defense and security, crucial economic
organizations in order to ensure information safety and security.
h) study and formulate mechanisms and priority
policies in order to facilitate domestic enterprises to become the general
contractors of investment projects or projects of provision of information
technology services for regulatory agencies; policies of supporting
establishment of a number of Vietnamese information technology enterprises of
regional and international stature.
i) Develop a policy of attracting and remuneration,
a policy of specific allowances for officials and civil servants who take
charge of in information technology work in regulatory agencies.
k) Facilitate and apply the highest preferential
rate of tax, land, credit to research, production and provision of information
technology products and services.

m) Formulate and issue regulations and guidelines
in order to enhance the legality of electronic retention and digital
signatures.
n) improve the Government's Decree providing for
the management of equipment, software of recording, video recording, locating
camouflage, paralyzing or limiting efficient use of cellular mobile
communications. Formulate the Government’s Decree on network security.
o) Research and develop the Law on Information
Security.
p) Develop the Government’s Decree on the
management, use and operation of the information system used to receive, handle
complaints and petitions on administrative regulations and the situation,
settlement results of administrative procedures in authorities at all levels.
3. Develop a synchronized and modern national
communication infrastructure system
a) Implement effectively the planning for national
telecommunications development to 2020 and relevant schemes and projects.
b) Develop and implement the Program of national
broadband infrastructural development by 2020.
c) Compile a list and set standards for determining
the national database.
d) Accelerate the developing and put into effective
use of national information system of which focus is the national database of:
citizen, land, natural resources, enterprise, management of electronic
administrative documents, labor, people with
meritorious services to the revolution, and beneficiaries of incentive
policies, information on science and technology.

e) promote the efficient use of the current
national communications infrastructure, to continue to invest in upgrading and
building new national backbone network system, fiber optic transmission lines
on mainland, at sea and telecommunications satellite in service of markets in
Vietnam and regions; establish the information superhighway in Vietnam,
connecting to the world; ensure a modern, advanced and synchronized systems of
telecommunications infrastructure, national information technology.
Develop telecommunications technical
infrastructure, information technology for general use. Upgrade and improve
public telecommunications network; extend broadband fiber optic network to all communes,
wards and villages across the country; set up a private network serving the
Party and State agencies.
Promote the development and modernization of
telecommunications networks at sea and islands in order to ensure the
information for national defense and security, safety of life of people at sea.
g) Promote the implementation of the scheme of
digitized transmission, terrestrial TV broadcasting to 2020.
h) build and put into use of the system of
electronic information portal of State administrative agencies state uniformly
from central to local government, information systems used to receive, handle
complaints and petitions on administrative regulations and the situation,
settlement results of administrative procedures in authorities at all levels.
4. Apply information technology in a broad,
practical and highly effective manner
a) Promote the implementation of the national
program of information technology application in the operation of state
agencies in stage of 2011-2015.
b) Form effectively electronic government; provide
the online public service at high levels in many fields, closely linked with
the implementation of the overall Program of state administrative reform in
stage of 2011 - 2020. Promote the application of information technology in the
implementation of “one stop shop” mechanism, inter-agency
“one stop shop” mechanism. Replicate typical electronic government
model. Increase the assessment and expedition of implementation of information
technology applications.
c) Strengthen the use of electronic documents in
the operation of regulatory agencies. Formulate regulations on the exchange of
electronic documents in the network environment in the operation of regulatory
agencies.

dd) implement effectively the Program of electronic
commerce development in stage of 2014 - 2020, the Scheme of promoting non-cash
payment in Vietnam in the stage of 2011 - 2015 and the next stages.
e) Develop and implement the national program of
information technology application in the operation of state agencies in stage
of 2016-2020.
g) promote the application of information
technology in all industries and fields in order to enhance the effectiveness
and efficiency of management and operating of regulatory agencies, improve the
business environment, enhance competitiveness, facilitate the citizens and
enterprises, especially in economics, engineering, education and training,
health, transport, construction, electricity, taxes, customs, judiciary ...
h) Give priority to resources, focus on information
technology applications in order to:
- Digitize educational materials and
textbooks as well as innovate content, methods of teaching, learning and
examinations; facilitate people of all ages to access, study and train; develop
infrastructure and apply information technology in the research, development,
training and teaching science and technology in training institutions, research
institute of all levels.
- serve the consultation, medical examination and
treatment, preventive medicine and health care for people; build the electronic
medical system, the electronic medical record system, combined with the
electronic health insurance system.
- develop a synchronous and modern infrastructure
of transport, seaport to improve the efficiency of use, operation.
- Improve operational efficiency and supply of
electricity.
- Carry out projects of construction and management
of urban infrastructure.

i) promote the application of information
technology in the process of agricultural restructuring and rural
modernization; support transfer of economy structure from agriculture to
agriculture - industry - services and promote the establishment of rural
development enterprises.
k) Promote the application of information
technology in social insurance management, labor and human resource management,
implementation of policies on hunger elimination
and poverty alleviation, support of ethnic minorities, remote and deep-lying areas, support of the
elderly, war-invalids and the handicapped, protection and care of children.
Develop communications infrastructure, database management in order to serve
management, monitoring and implementation of social policies for people with meritorious services to the revolution
and social security.
l) Develop database of management, administration
and provision of information to serve forecasting, warning to mitigate natural
disasters, cope with domestic and international climate changes. Promote the
application of information technology in rescue and salvage and prevention of
natural disasters.
m) To promote the use of authentication of digital
signatures and electronic authentication, information security in regulatory
agencies, organizations and enterprises.
5. Develop information technology industry,
knowledge economy
a) Implement target Program of development of
information technology industry by 2020, with a vision toward 2025; improve the
implementation of plan of action and development of electronics industry to
implement the Strategy of industrialization in Vietnam in Vietnam-Japan
cooperation framework by 2020, with a vision toward 2030. Give priority to
resources to carry out projects focused on promoting the development of
information technology industry as:
- The project of support and improvement of
operational capacity and competitiveness of organizations and enterprises,
through supporting the development and application of international standards
relating to information technology and other support activities, focusing on
development of industrial ecology, information technology services.
- The project of development of products and
services of information technology, which Vietnam has competitive advantages,
knowledge and technology content, high added value, focusing on supporting
research and development and commercialization of products, promoting the
development and utilization of products, open-source software services.
- The project of support of concentrated
information technology zones, including focusing on crucial zones in three
major cities :Hanoi, Danang and Ho Chi Minh City. Support of improving
capacity, creating a linking chain of concentrated information technology
zones.

b) Develop, approve and implement the Scheme of
development fund of information technology industry in Vietnam towards
socialization.
c) Review and improve policies to attract
selectively foreign direct investment (FDI) in information technology, and give
priority to investment in the software industry, digital content production,
semiconductor industry, manufacturing electronic circuits, inspecting and
testing electronic circuit products; to increase the import substitution rate
for the electronics- hardware industry.
d) Develop policies to encourage investment in
establishments of research - development, sales, distribution of information
technology products and services of Vietnam in foreign countries, in order to
enhance receipts of technology transfers, attract brainpower and popularize
trade name of Vietnam.
dd) carry out investment projects in construction,
development of some concentrated information technology zones that have good
environment, convenient location, modern infrastructure. To form chains of
concentrated information technology zones, software parks, enterprise arboretum
incubators and international-standard-centers providing information technology
services.
e) Expand the domestic market and to effectively
implement the campaign “Vietnamese people give priority to using made-in-Vietnam goods " in the field of
information technology, electronics and telecommunications; give priority to
the use of information technology products and services of Vietnam brands, made
in Vietnam.
g) Diversify foreign markets, effectively develop
potential markets, actively participate in global distribution network, rapidly
develop the distribution network of information technology products that have
competitive advantages.
h) Strengthen implementation of trade promotion
activities for the information technology industry, the electronics industry in
the Program of national trade promotion, to focus on key markets such as North
America, Europe and Japan.
6. Develop human resources in information
technology with international standards, to promote research, application,
accepting, mastering and creating new technologies.
a) Promote the application of information
technology to innovate management methods, content and training program,
teaching and learning methods in order to create powerful change in quality of
human resources, promote society to study and meet the requirements for
national development.

c) Increase information, forecast and development
orientation of information technology human resources in Vietnam according to
domestic and international market demand.
d) Study and develop a project of support of
improving the training capacity and provide a specific mechanism in order to
increase autonomy for some crucial training and research institutions of
information technology.
dd) develop and carry out the project of improving
capacity of research - development, innovation of information technology
products and services of research and training institutions, and enterprises.
e) Increase the research, development, support of
manufacturing technology and information products and transfer and application
of information technology, ensure the appropriate allocation rate of funding
from total national and local annual science and technology budget for these
activities.
g) Set up a project of support of upgrading the
facilities, practice room with advanced and updated equipment and technology
for the training institutions, faculties, key schools of information technology
in order to meet international standards.
h) Promote the teaching and learning in English in
training program of information technology in university and colleges.
i) Set up and carry out the project of training,
retraining and improving the management and professional knowledge and
technical skills, technology, soft skills and foreign languages for the
workforce in information technology, especially for administrative officers,
leaders and core officers, experts and specialized human resources in
organizations, enterprises of information technology.
k) Carry out the project of building testing system
of standards for information technology skills, support of training, retraining
information technology knowledge and skills and the ability to apply the
standard for information technology skills.
l) Set up and carry out the project of training,
retraining and improving the skills of using information technology, developing
network resources and using online public services as a basis for the
community, society and citizen to develop electronic citizen.

n) Develop and apply the system of titles,
professional standards, professional titles of information technology;
standards for information technology qualifications of administrative officers
at all levels. Attract oversea Vietnamese information technology workforce who
transfer their knowledge and advanced technology to Vietnam or come back
Vietnam to work.
o) Increase research, accepting the transfer and
mastery of new technologies, open source software, open technology, open
standards
p) Encourage the cooperation in development,
transfer and sale of technology and intellectual property rights, in copyright
protection for information technology or electronics products of Vietnam brand.
7. Promote the application of information
technology in national defense and security, to ensure information safety and
security, improve managerial capability of telecommunication networks, TV,
Internet
a) Formulate and implement the strategies and plans
to ensure the safety and security of national information. To accelerate the
implementation of the planning of development of national digital information
safety by 2020 and relevant programs and projects.
b) give priority to resources, carry out
effectively the Scheme of training and development of human resources of
information safety and security by 2020.
c) Promote the application and development of
information technology in programs and projects to modernize the Armed and
Public security forces. Focus on application, development of information
technology in the modernization of weapons and military technical equipment
towards automation. Give priority to application and development of information
technology in information systems of command, operation and management of the
Armed forces; in schemes of comprehensive modernization of armed and public
security forces in order to strengthen the potential national defense and
security, national protection and ensuring national security, social order and
safety in the new situation.
d) Strengthen and promote the role of State
management apparatus in information safety and security, network security from
central to local government, including focuses on improving the capacity of
full-time officers in order to ensure information safety and security, network
security. Ministries, sectors and localities shall assign leaders who are in
charge of information safety and security, network security.
dd) promote the close cooperation between Armed
forces, Public security forces, Diplomatic forces, Cipher forces, Information
and Communications forces to be ready, actively prevent and deal with
situations arising in the field of information safety and security. Ensure safety
of national critical information systems, master cyberspace, be ready to deal
with cyber attacks, information warfare.

g) Develop and carry out the project of enhancing
potentiality of technology, facilities and human resources of information
safety and security.
h) Build up a number of social networks of Vietnam
brand for the young and knowledge generation, contributing to protecting the
culture and promoting ethnic pride, developing good characteristics and
lifestyle.
Build a system of verification of information
safety, a national system against distributed denial-of-service
(DDoS).
k) Formulate and deploy the Strategy of information
security, national network security, including focuses on training network
security experts; of prevention of cyber warfare, high technology warfare,...
l) Set up and carry out the project of development,
expansion, enhancement of capacity of information security monitoring system
for the crucial information technology networks of the Party and Government.
8. Promote international cooperation
a) Enhance international competitiveness in the
field of information technology
- increase awareness and capacity of international
cooperation for State management agencies, associations and enterprises of
information technology.
- promote international cooperation in education
and training, research and development of information technology with other
countries and multinational corporations.

- enhance the cooperation, sharing experience with
foreign Governments on formulation of policies, regulations on management and
promotion of the application and development of information technology and
information safety and security
b) Promote economic diplomacy in the field of
information technology; to improve capacity to attract investment of foreign
information technology corporations in Vietnam; to facilitate the Vietnamese
information technology enterprises to invest abroad.
c) Strengthen the international integration of
information technology, to promote foreign affairs, to take advantages of the
support of other countries, international information technology organizations
and corporations in order to facilitate Vietnam to participate international
trade agreements.
III. IMPLEMENTATION
1. The Ministry of Information and Communications:
In addition to performing common tasks assigned to
Ministries, Ministerial-level agencies, Government agencies, the Ministry of
Information and Communications should focus on performing the following tasks:
a) Act as a counselor of the Government, the
National Committee on the application of information technology and the Prime
Minister to direct, expedite and regulate the implementation of this action
Program; report to the Politics Ministry and the Secretariat on the
implementation.
b) Take charge and cooperate with the Central
Propaganda Department, the Ministries, sectors and People's Committees of
central provinces and cities, the Central Committee of Vietnam Fatherland Front
to propagate, disseminate broadly Resolution 36-NQ / TW and strategies,
policies and laws on the application and development of information technology.
c) Direct and guide the mass communication agencies
to strengthen and innovate the propagation and dissemination, raising of
awareness and knowledge of information technology in society.

2. The Ministry of Finance:
In addition to performing common tasks assigned to
Ministries, Ministerial-level agencies, Government agencies, the Ministry of
Finance should focus on performing the following tasks:
a) To take charge and cooperate with the Ministry
of Information and Communications and the relevant agencies to formulate and
issue or request competent authorities to issue mechanisms and policies on
finance, tax and customs in order to facilitate the promotion of the
application, development of information technology.
b) To take charge and cooperate with the Ministry
of Planning and Investment, the Ministry of Information and Communications to
balance funding and request competence authority for allocation of funding for
implementation of tasks relating to this action Program; give priority to
allocation of funds for information technology and the task of this action
Program.
3. The Ministry of Planning and Investment:
In addition to performing common tasks assigned to
Ministries, Ministerial-level agencies, Government agencies, the Ministry of
Planning and Investment should focus on performing the following tasks:
a) Take charge and cooperate with the Ministry of
Finance, Ministry of Information and Communication to give priority to fund of
development investment, public investment capital to implement the tasks of
this action Program in particular and for programs, projects of application and
development of information technology in general.
b) To direct integration of the contents of the
application and development of information technology in the strategies,
programs, plans of socio-economic development.
c) To mobilize resources for development investment
in information technology field; enhance the attraction of investment and
promotion of investment in information technology.

In addition to performing common tasks assigned to
Ministries, Ministerial-level agencies, Government agencies, The Ministry of
Education and Training should focus on performing the following tasks:
a) Take charge and cooperate with the Ministry of
Information and Communications and relevant Ministries and sectors to research,
propose and implement mechanisms, policies and solutions for education and
training in order to promote the development of human resources of information
technology.
b) Direct and integrate the content of the
application and development of information technology in implementing the tasks
relating to the program of radical changes in education and training.
5. the Ministry of Science and Technology: In
addition to performing common tasks assigned to Ministries, Ministerial-level
agencies, Government agencies, the Ministry of Science and Technology should
take charge and cooperate with the Ministry of Information and Communications
and relevant Ministries, sectors to give priority to allocation of fund of
science and technology for research, development, production, transfer and
application of information technology. Strengthen the capacity of research and
creativity in the field of information technology, gradually master new
technologies, open technology, open standards.
6. The ministry of public security, the ministry of
national defense, the government cipher
department: In addition to performing common tasks assigned to
Ministries, Ministerial-level agencies, Government agencies, The ministry of
public security, the ministry of national defense, the government cipher committee should take charge and cooperate with
the Ministry of Information and Communications and relevant Ministries, sectors
to enhance the application and development of information technology associated
with ensuring the information safety and security; enhance the capacity of
supervision system of safety and security of critical information systems of
the Party and State; prevent cyber warfare, information warfare, protect
national digital sovereignty, maintain security and national defense.
7. Ministries, ministerial-level agencies,
Governmental agencies:
Actively implement the contents and tasks under
their competence and tasks based on Resolution 36 and the action Program of the
Government; formulate and implement the action Plan for the implementation of
Resolution No. 36-NQ / TW of Ministry, sector; annually sum up partially,
assess the implementation and submit to the Ministry of Information and
Communications for summary and report submitted to the Government.
b) direct to put the objective and task of
application, development of information technology in the annual, medium term
and long-term task plan; include contents of application, development of
information technology in the programs and projects of socio-economic development
in 2015, in stage of 2016 to 2020 and the next stages; ensure that the
application and development of information technology is the mandatory and
important content in every strategy, plan of development, as well as each
scheme and project of investment of Ministries, sectors, agencies and units.
c) Direct to include standards of application,
development of information technology in standards of Emulation - Commendation;
ensure that the application and development of information technology is a
regular content in directing, managing, as well as annual review to draw
experience of the ministries, agencies and units.

8. People’s Committee in central-affiliated cities
and provinces:
a) Actively implement the contents and tasks under
their competence and tasks based on Resolution 36 and the action Program of the
Government; formulate and implement the action Plan for the implementation of
Resolution No. 36-NQ / TW in localities; annually sum up partially, assess the
implementation and submit to the Ministry of Information and Communications for
summary and report submitted to the Government.
b) Direct the formulation of plan of application,
development of information technology in association with the objectives and
tasks of socio-economic development of localities and ensure that the
application and development of information technology is the mandatory and
important content in every strategy, plan of development, as well as each
scheme and project of investment of the localities.
c) Direct to include standards of application,
development of information technology in standards of Emulation - Commendation;
ensure that the application and development of information technology is a

9. In the course of implementing this action
Program, if Ministries, sectors and localities wish to amend and supplement the
specific content of the Program, they should actively cooperate with the
Ministry of Information and Communications to report to the Prime Minister, the
Chairman of the National Committee on the application of information technology
for consideration and decision. /.
