JOINT CIRCULAR
OF
MINISTRY OF EDUCATION AND TRAINING – MINISTRY OF HEALTH NO.
30/2003/TTLT-BGDDT-BYT DATED JULY 01, 2003 GUIDING THE CONVERSION BETWEEN THE
DEGREES AND TRAINING DEGREE OF POSTGRADUATE IN THE SECTOR OF HEALTH
Under the provisions of Article
11 of Decree No.43/2000/ND-CP dated 08/30/2000 of the Government detailing and
guiding the implementation of some Articles of Law on Education, the Ministry
of Education and Training and the Ministry of Health guide the conversion of
the degrees and training degree of postgraduate in the sector of health as
follows:
I. SUBJECTS OF APPLICATION
1. Person with the postgraduate
title or degree of stay-in hospital doctor, certificate or degree of level I
speciality doctor, degree of level II speciality doctor, degree of level II chemist
of the health sector (hereinafter referred to as stay-in hospital doctors,
degree of level I speciality, degree of level II speciality).
2. Person with a medicine master
degree or doctorate of medicine, master degree of pharmacy or doctorate of pharmacy.
II. PRINCIPLE OF CONVERSION
1. Subjects specified in Item I
having demand of learning for conversion self-direct and select the appropriate
learning program to develop capabilities in conformity with the work field.

3. The learners for conversion
must comply with the regulations on recruitment and completion of conversion
training program specified in Item III of this Joint Circular
III. PROVISIONS OF CONVERSION
1. Conversion from degree of
level I speciality to medicine master degree, master degree of pharmacy.
Person with degree of level I
speciality wishing to study for conversion to get medicine master degree,
master degree of pharmacy must meet the following conditions:
- Specialized subjects of degree
of level I speciality is in accordance with specialized subjects of medicine
master degree, master degree of pharmacy wishing for conversion.
- Having official dispatches
sending for study to convert of human resource management agency.
- Passing the examination of
basic subject and foreign languages subject in the annual entrance master
examination of the postgraduate training facility with corresponding master
training speciality and being issued the decision to recognize as master
students by the training facility.
- Having completed the subjects
which had owned to be of the master training program and having successfully
defended the dissertation under the current Regulation of postgraduate
training. The program of additional subjects to each training speciality set up
by the training facility and approved by the Ministry of Education and
Training.
2. Conversion from the master
degree of medicine, master degree of pharmacy to the degree of level I speciality:

- Specialized subjects of master
degree of medicine, master degree of pharmacy is in accordance with specialized
subjects of degree of level I speciality wishing for conversion.
- Having official dispatches
sending for study to convert of human resource management agency.
- Passing the examination of the
subjects which had owned in the annual entrance examination of level I
speciality held by the postgraduate training facility and being recognized as
selected students by the Ministry of Health.
- Having completed the subjects
that had owned to be of the training program of level I speciality and having
passed the practice graduate examination under the current Regulation of level
I speciality training of the Ministry of Health. The program of additional and
practice subjects to each training speciality set up by the training facility
and approved by the Ministry of Health.
3. Conversion from degree of
stay-in hospital doctor to medicine master degree.
- Person who is selected to
study the training system of stay-in hospital doctor will be recognized as master
student.
- Doctors who are trained
according to stay-in hospital program will study additionally missed subjects
in the training program of corresponding specialized master under the current
Regulations of postgraduate training of the Ministry of Education and Training.
When graduating stay-in hospital doctor, students will be granted master degree
of medicine.
4. Conversion from degree of
level II speciality to the doctorate of medicine, doctorate of pharmacy:
Persons with degree of level II
speciality wishing to study for conversion to get the doctorate of medicine,
doctorate of pharmacy must meet the following conditions:

- Having official dispatches
sending for study to convert of human resource management agency.
- Passing the examination of
basic subject and defended scheme in the annual entrance examination of
research student held by the postgraduate training facility with corresponding
doctor training speciality and being issued the decision to recognize as
research student by the Ministry of Education and Training.
- Having completed the subjects
which had owned in the doctor training program and having successfully defended
the doctor thesis of medicine, pharmacy under the current Regulation of
postgraduate training of the Ministry of Education and Training. The program of
additional subjects to each training speciality set up by the training facility
and approved by the Ministry of Education and Training.
5. Conversion from the doctorate
of medicine, doctorate of pharmacy to degree of level II speciality.
Persons with the doctorate of
medicine, doctorate of pharmacy wishing for conversion to get degree of level
II speciality must meet the following conditions:
- Specialized subjects of the
doctorate of medicine, doctorate of pharmacy is in accordance with specialized
subjects of degree of level II speciality wishing for conversion.
- Having official dispatches
sending for study to convert of human resource management agency.
- Having completed the practice
parts and passed the practice graduation examination under the current
Regulation of training level II speciality the Ministry of Health. The program
of additional and practice subjects to each training speciality set up by the
training facility and approved by the Ministry of Health.

2. During implementation, if any
problem arises, the two ministries will coordinate for the agreement and
settlement.
3. This Joint Circular takes
effect 15 days after its publication in the Official Gazette.
