CIRCULAR
ON
PROMULGATING "ADDITIONAL LIST OF FERTILIZERS PERMITTED FOR PRODUCTION,
TRADING AND USE IN VIETNAM”
Pursuant to the Government’s
Decree No. 01/2008/ND-CP dated 30/01/2008 defining the functions, tasks, powers
and organizational structure of the Ministry of Agriculture and Rural
Development; the Decree No. 75/2009/ND-CP on amending Article 3 of the
Government’s Decree No. 01/2008/ND-CP defining the functions, tasks, powers and
organizational structure of the Ministry of Agriculture and Rural
Development;
Pursuant to the Government’s
Decree No. 113/2003/ND-CP dated 07/10/2003 on management of fertilizer
production and trading;the Government’s Decree No. 191/2007/ND-CP dated
31/12/2007 amending and supplementing a number of articles of the Government’s
Decree No. 113/2003/ND-CP dated 07/10/2003 on management of fertilizer
production and trading;
Pursuant to the November 21,
2007 Law on product and goods quality;
Pursuant to the Government’s
Decree No. 132/2008/ND-CP dated December 31, 2008 detailing the implementation
of a number of articles of Law on product and goods quality;
Pursuant to the Decision No.
100/2008/QD-BNN dated October 15, 2008 of the Minister of Agriculture and Rural
Development on promulgating the regulation on fertilizer production, trading
and use;
The Minister of Agriculture and
Rural Development promulgates the additional List of fertilizers permitted for
production, trading and use in Vietnam,

fertilizer
08 types of multi-element
fertilizer;
20 types of bio-organic
fertilizer;
26 types of mineral organic
fertilizer;
04 types of microbiological
fertilizers;
14 types of microbiological
organic fertilizer;
148 types of leaf fertilizers;
01 type of soil improvers.
Article 2. Organizations and individuals that fully satisfy the conditions
specified in Article 5 of the Government's Decree No. 113/2003/ND-CP dated
October 07, 2003 on management of fertilizer production and trading, provision
in clause 4 Article 1 of the Government's Decree No. 191/2007/ND-CP dated
31/12/2007 amending and supplementing a number of articles of the Government's
Decree No. 113/2003/ND-CP dated October 07, 2003 on management of fertilizer
production and trading may produce, trade in and use fertilizers in this
additional List.

5); microbiological organic fertilizer (No. 1) in the additional List of fertilizers
promulgated together with the Circular No. 62/TT-BNNPTNT dated 25/9/2009 of the
Minister of Agriculture and Rural Development;
Article 4. The Chief of the Ministerial Office, the director of the Cultivation
Department, the director of the Science - Technology and Environment
Department, directors of provincial-level Agriculture and Rural Development
Services, heads of units, organizations and individuals related to production,
trading and use in Vietnam shall implement this Circular.
