CIRCULAR
ON
COUNSELING AND SUPPORT FOR CHILDREN IN AGE-APPROPRIATE REPRODUCTIVE HEALTH CARE
Pursuant to the Children Law 2016;
Pursuant to Decree No. 75/2017/ND-CP dated June
20, 2017 of the Government on functions, duties, powers, and organizational
structure of the Ministry of Health;
At the request of the Director of the Department
of Maternal and Child Health;
The Minister of Health hereby promulgates this
Circular on counseling and support for children in age-appropriate reproductive
health care.
Article 1. Scope and regulated
entities
1. This Circular provides principles and
requirements for counseling and support for children in age-appropriate
reproductive health care.

a) Children from 0 to under 16 years of age;
parents or guardians of children;
b) Establishments for counseling and support for children in reproductive
health care (hereinafter referred to as counseling and support establishments),
including: pediatric and obstetrics-gynecology medical examination and
treatment establishments; reproductive health care centers; HIV/AIDS prevention
centers; district-level health centers; HIV counseling, testing and treatment
establishments; vaccination establishments; commune, ward, commune-level town
health stations; school health units and other establishments providing
reproductive health counseling services for children in accordance with law;
c) Agencies, organizations, and individuals
involved in counseling and support for reproductive health care for children in
accordance with law.
Article 2. Principles and
requirements in counseling and support for children in age-appropriate
reproductive health care
1. Principles in counseling and support:
a) Respect, share with, and show empathy toward
children;
b) Suitability to children’s age,
psycho-physiological characteristics, and health status;
c) Suitability to the capacity and conditions of
counseling and support establishments.
2. Requirements for counseling and support:

b) Counseling and support must be friendly,
discreet, confidential, private, and empathetic; use language appropriate to
the child’s age and cognition;
c) Provide direct counseling to children at an appropriate
age or counsel parents or guardians;
d) Explain to children, parents, or guardians the
purpose, significance, and examination procedures where examination of the
child is required.
3. Requirements for counseling and support
establishments:
a) Have private and discreet areas for counseling
and examination;
b) Have sufficient human resources in accordance
with Point a Clause 2 of this Article;
c) Have mechanisms for linkage and referral among
different counseling and support establishments within the same locality or
among appropriate professional intervention areas.
Article 3. Counseling for
children in age-appropriate reproductive health care
Counsel, depending on the child’s age and health
status, for children and for parents or guardians in accordance with the
National guidelines on reproductive health services promulgated under Decision
No. 4128/QD-BYT dated July 29, 2016 of the Minister of Health and the following
contents:

2. For children from 7-13 years of age: counseling
on the contents specified in Clause 1 of this Article and additionally on
age-related physical and psycho-physiological changes; gender; sexual
orientation. Note the following contents:
a) For girls: counseling on normal and
abnormal menstruation, hygiene during menstruation, ovulation and pregnancy,
masturbation;
b) For boys: counseling on ejaculation and first
ejaculation; phimosis, penile hygiene, masturbation.
3. For children from 14-16 years of age: counseling
on the contents specified in Clauses 1 and 2 of this Article and additionally
on: prevention of gynecological and andrological diseases; prevention of
unintended pregnancy; appropriate contraceptive methods; prevention of sexually
transmitted infections; safe sex; life skills such as negotiation skills,
refusal skills, and self-esteem skills.
4. For children visiting medical examination and
treatment establishments:
a) Provide information and counseling on the
child’s current health status, management, treatment, and prevention;
b) Provide counseling for children on reproductive
health care according to the contents specified in Clauses 1, 2, and 3 of this
Article;
c) Provide counseling on abnormalities of genital
organs.
Article 4. Support for children
in age-appropriate reproductive health care

2. Provide counseling, medical examination and treatment,
and reproductive health care services for children by age, consistent with the
conditions and professional scope of the counseling and support establishment;
3. Assist and provide information to children on
other necessary contents consistent with the capacity and conditions of the
counseling and support establishment upon request; refer children to
appropriate establishments such as support establishments for victims of
violence and sexual abuse; counseling and treatment establishments for psychological
or psychiatric problems; establishments providing information, counseling, and
support services for children in other fields such as: law, psychology,
marriage and family.
4. Exempt or reduce counseling and treatment costs
for children in accordance with law.
Article 5. Procedures for
counseling and support for children in age-appropriate reproductive health care
Counseling and support for children in
age-appropriate reproductive health care shall be conducted in accordance with
the National guidelines on reproductive health services promulgated together
with Decision No. 4128/QD-BYT dated July 29, 2016 of the Minister of Health.
Article 6. Entry into force
1. This Circular comes into force as of October 1,
2017.
2. Where documents referred to in this Circular are
replaced or amended and supplemented, the replacing or amended documents shall
apply.
3. Responsibilities for implementation:

b) The Director General of the Department of
Medical Examination and Treatment; the Department of Preventive Medicine; the
Department of HIV/AIDS Prevention and Control; heads of units affiliated to the
Ministry of Health; directors of hospitals of ministries and sectors; Directors
of the Departments of Health of provinces and centrally-affiliated cities shall
implement this Circular;
c) Directors of the Departments of Health of
provinces and centrally-affiliated cities, and health units of ministries and
sectors shall direct local, ministerial, and sectoral counseling and support
establishments and medical examination and treatment establishments to comply
with this Circular.
In the course of implementation, should there be
any difficulties or problems, agencies, organizations, and individuals are
requested to promptly report to the Ministry of Health (Department of Maternal
and Child Health) for consideration and resolution within competence./.
