CIRCULAR
ON TERRESTRIAL ANIMAL AND ANIMAL
PRODUCT QUARANTINE
Pursuant
to the Law on Veterinary Medicine 2015;
Pursuant
to the Law on amendments to 15 laws in the field of agriculture and environment
2026;
Pursuant
to Decree No. 35/2025/ND-CP dated February 25, 2025 of the Government defining
the functions, tasks, powers and organizational structure of the Ministry of
Agriculture and Environment;
At
the proposal of the Director of the Department of Animal Health and Husbandry;
The
Minister of Agriculture and Environment promulgates a Circular on terrestrial
animal and animal product quarantine.

Article 1. Scope and regulated entities
1.
Scope
This
Circular elaborates Clause 3 Article 37, Clause 2 Article 39, Clause 4 Article 41,
Clause 4 Article 46, and Clause 4 Article 49 of the Law on Veterinary Medicine
(as amended by Article 12 of the Law on amendments to 15 laws in the field of
agriculture and environment) on:
a) The
list of terrestrial animals and terrestrial animal products subject to
quarantine; the list of terrestrial animals and terrestrial animal products
exempt from quarantine; the list of terrestrial animals and terrestrial animal
products subject to pre-import risk analysis before being imported into
Vietnam; the list of terrestrial animal and animal product quarantine subjects;
b) The
contents and procedures for terrestrial animal and animal product quarantine
for animals and animal products transported out of province-level
administrative divisions; export, import, temporary import for re-export,
temporary export for re-import, transshipment, bonded warehouses, transit
through the territory of Vietnam; terrestrial animals participating in fairs,
exhibitions, sports competitions, and artistic performances; terrestrial animal
products participating in fairs and exhibitions; animals and terrestrial animal
products accompanying passengers; marking and assignment of identification
codes for terrestrial animals; sealing of means of transport and containers for
terrestrial animals and animal products subject to quarantine; and
transportation of disease specimens.
2.
Regulated entities
This
Circular applies to agencies, organizations, and individuals involved in the
activities specified in Clause 1 of this Article.
Article 2. Interpretation of terms
For
the purposes of this Circular, terms used herein shall be construed as follows:

2.
Animal product quarantine isolation facility means a warehouse or container
used to store animal products for a specified period to perform quarantine
activities.
3. Exported
and imported commodities mean animal products of the same type, same name,
with the same goods label, manufacturing establishment, and packaging materials.
4.
Consignment of exported and imported animal products means the entire
quantity of animal products of one import or export shipment (having the same
bill of lading number or transport contract, if any). A consignment may consist
of one commodity or multiple commodities.
5.
High-risk animal products mean animal products in fresh, chilled, frozen,
or preliminarily processed forms; raw materials for animal feed and aquaculture
feed that are subject to inspection for contamination with ruminant-derived
materials (DNA).
6.
Low-risk animal products mean animal products not specified in Clause 5 of
this Article.
7.
Clinical inspection means the inspection of animal health conditions based
on activities assessing external symptoms of animals to detect abnormal signs
and signs of animal diseases.
8.
Physical inspection of goods means the inspection of storage conditions,
packaging specifications, external appearance of products, product categories,
product labels, and detailed information of consignments.
9.
Animal and animal product quarantine sampling officer means an official
holding a rank of animal quarantine specialization, or a person having
professional qualifications from intermediate level or higher in animal
husbandry, veterinary medicine, aquaculture, aquatic pathology, or animal
husbandry and veterinary medicine, who has been granted a Certificate or
Certification of completion of professional and technical training courses on
animal and animal product quarantine organized by the Department of Animal
Health and Husbandry or units authorized by the Department of Animal Health and
Husbandry.
Article 3. Lists of terrestrial animals and animal products
subject to quarantine; Lists of terrestrial animals and animal products exempt
from quarantine; Lists of terrestrial animals and animal products subject to
quarantine; Lists of terrestrial animals and animal products subject to
pre-import risk analysis before being imported into Vietnam

2. The
list of terrestrial animals and terrestrial animal products exempt from
quarantine is specified in Appendix II enclosed with this Circular.
3. The
list of terrestrial animal and animal product quarantine subjects is specified
in Appendix III enclosed with this Circular.
4. The
list of terrestrial animals and terrestrial animal products subject to
pre-import risk analysis before being imported into Vietnam is specified in
Appendix IV enclosed with this Circular.
Chapter II
TERRESTRIAL
ANIMAL AND ANIMAL PRODUCT QUARANTINE
Section 1. TERRESTRIAL ANIMAL AND ANIMAL PRODUCT QUARANTINE
FOR TRANSPORT OUT OF PROVINCE-LEVEL ADMINISTRATIVE DIVISIONS
Article 4. Applications for quarantine registration for
animals and animal products transported out of province-level administrative
divisions
1. The
application for quarantine registration for animals transported out of
province-level administrative divisions shall be made according to Form 1a
specified in Appendix V enclosed with this Circular.
2. The
application for quarantine registration for terrestrial animal products transported
out of province-level administrative divisions shall be made according to Form
1b specified in Appendix V enclosed with this Circular.

1.
Quarantine registration
Prior
to transporting animals out of province-level administrative divisions, the
consignment owner shall submit 1 set of quarantine registration application in
accordance with Clause 1 Article 4 of this Circular to the provincial-level
veterinary specialized authority (hereinafter referred to as the domestic
animal quarantine authority) by one of the following methods: via the public
service portal, via public postal services, or by email, fax, or in person. In
case the application is submitted by email or fax, the consignment owner shall
subsequently submit the originals.
2.
Receipt and examination of application
Within
1 working day from the date of receipt of the application, the domestic animal
quarantine authority shall examine the completeness and validity of the
application. If the application is complete and valid, the domestic animal
quarantine authority shall notify the consignment owner of the time and place
for conducting quarantine. If the application is incomplete or invalid, the
domestic animal quarantine authority shall reply to the consignment owner in
writing or via the public service portal or email and clearly state the reasons.
3.
Contents of quarantine for animals originating from establishments as specified
in Clause 1 Article 37 of the Law on Veterinary Medicine, the domestic animal
quarantine authority shall perform the following:
a)
Clinical inspection; comparison of consignment information with the quarantine
application;
b)
Sampling or guidance and supervision of sampling for testing disease-causing
agents in accordance with Appendix XI enclosed with this Circular;
c)
Sealing or applying seals to containers and means used for containing and
transporting animals;
d)
Guidance and supervision of the consignment owner in performing disinfection
and sterilization of containers and means used for containing and transporting
animals;

In
case the certificate of quarantine is not issued, the quarantine authority shall
reply to the consignment owner in writing or via the public service portal or
email and clearly state the reasons;
e)
Forms of issuance of the quarantine certificate: electronic form in case the
application is submitted via the public service portal; paper form in case the
application is submitted via public postal services, email, fax, in person, or
at the request of the consignment owner.
4.
Contents of quarantine for animals originating from establishments recognized
as disease-free or under surveillance with no pathogens detected, or vaccinated
and still having protective immunity against diseases as prescribed in Appendix
XI enclosed with this Circular, the domestic animal quarantine authority shall
perform as follows:
a)
Perform in accordance with Points a, c, and d Clause 3 of this Article;
b)
Within 1 working day from the date of conducting quarantine, the domestic
animal quarantine authority shall issue the certificate of animal quarantine
for inter-provincial transport according to Form 12a or Form 12b specified in
Appendix V enclosed with this Circular, provided that the application is
complete and valid and veterinary hygiene requirements are met, including:
animals are healthy; means of transport and disinfection and sterilization
activities meet the requirements;
In
case the certificate of quarantine is not issued, the quarantine authority
shall reply to the consignment owner in writing or via the public service
portal or email and clearly state the reasons;
c)
Forms of issuance of the quarantine certificate shall comply with Point e
Clause 3 of this Article.
5. The
domestic animal quarantine authority that issues the quarantine certificate
shall:
a)
Notify the domestic animal quarantine authority at the destination by email or
fax of the following information: quarantine certificate number, date of
issuance, quantity of goods, purpose of use, and vehicle license plate number;

c)
Consolidate notifications on a weekly basis for animals transported for
slaughter.
Article 6. Procedures, procedures for, and contents of
quarantine for animals transported out of province-level administrative
divisions
1.
Quarantine registration
Prior
to transporting animal products out of province-level administrative divisions,
the consignment owner shall submit 1 set of quarantine registration application
in accordance with Clause 2 Article 4 of this Circular to the domestic animal
quarantine authority by one of the following methods: via the public service
portal, via public postal services, or by email, fax, or in person. In case the
application is submitted by email or fax, the consignment owner shall
subsequently submit the originals.
2.
Receipt and examination of application
Within
1 working day from the date of receipt of the quarantine registration
application, the domestic animal quarantine authority shall examine the
completeness and validity of the application. If the application is complete
and valid, the domestic animal quarantine authority shall notify the
consignment owner of the time and place for conducting quarantine. If the
application is incomplete or invalid, the domestic animal quarantine authority
shall reply to the consignment owner in writing or via the public service
portal or email and clearly state the reasons.
3.
Contents of quarantine for animal products originating from establishments as
specified in Clause 1 Article 37 of the Law on Veterinary Medicine, the domestic
animal quarantine authority shall perform as follows:
a)
Physical inspection of goods; comparison of consignment information with the
quarantine application;
b)
Sampling or guidance and supervision of sampling for testing criteria in
accordance with Appendix XI enclosed with this Circular;

d)
Guidance and supervision of the consignment owner in performing disinfection
and sterilization of containers and means used for containing and transporting
animal products;
dd)
Within 5 working days from the date of conducting quarantine, the domestic
animal quarantine authority shall issue the certificate of animal product
quarantine for inter-provincial transport according to Form 12c or Form 12d
specified in Appendix V enclosed with this Circular, provided that the
application is complete and valid and veterinary hygiene requirements are met,
including: animal products show no abnormal signs in terms of their
characteristic properties; test results meet the requirements; means of
transport and disinfection and sterilization activities meet the requirements;

case the certificate of quarantine is not issued, the quarantine authority
shall reply to the consignment owner in writing or via the public service
portal or email and clearly state the reasons;
e)
Forms of issuance of the quarantine certificate shall comply with Point e
Clause 3 Article 5 of this Circular.
4.
Contents of quarantine for animal products for which samples have been taken
for testing criteria in accordance with Appendix XI enclosed with this
Circular, originating from preliminary processing, processing, or trading
establishments that are subject to periodic veterinary hygiene inspection, or
from establishments not required to undergo periodic veterinary hygiene
inspection in accordance with the law on veterinary medicine, the domestic
animal quarantine authority shall perform as follows:
a)
Perform in accordance with Points a, c, d, and e Clause 3 of this Article;
b)
Within 1 working day from the date of conducting quarantine, the domestic
animal quarantine authority shall issue the certificate of animal product
quarantine for inter-provincial transport according to Form 12c or Form 12d specified
in Appendix V enclosed with this Circular, provided that the application is
complete and valid and veterinary hygiene requirements are met, including:
animal products show no abnormal signs in terms of their product properties;
means of transport and disinfection and sterilization activities meet the
requirements;
In
case the certificate of quarantine is not issued, the quarantine authority
shall reply to the consignment owner in writing or via the public service
portal or email and clearly state the reasons.
5. The
domestic animal quarantine authority that issues the quarantine certificate
shall consolidate and send weekly notifications to the domestic animal
quarantine authority at the destination by email or fax of the following
information: quarantine certificate number, date of issuance, type of goods,
quantity of goods, purpose of use, and vehicle license plate number.

Section 2. TERRESTRIAL ANIMAL AND ANIMAL PRODUCT EXPORT
QUARANTINE
Article 7. Applications for quarantine registration for
export of terrestrial animals and animal products
1. The
application for quarantine registration for export of animals shall be made
according to Form 2a specified in Appendix V enclosed with this Circular.
2. The
application for quarantine registration for export of animal products shall be
made according to Form 2b specified in Appendix V enclosed with this Circular.
3.
Documents indicating veterinary hygiene requirements of the importing country
or the consignment owner, if any.
4. The
sample of the quarantine certificate issued by the competent authority of the importing
country, if any.
Article 8. Procedures for and contents of export quarantine
of terrestrial animals and animal products
1.
Quarantine registration
Prior
to exporting animals and animal products subject to quarantine requirements,
the consignment owner shall submit 1 set of quarantine registration application
in accordance with Article 7 of this Circular to the regional Sub-department of
Animal Health and Husbandry or the provincial-level veterinary specialized
authority authorized by the Department of Animal Health and Husbandry
(hereinafter referred to as the border animal quarantine authority) by one of
the following methods: via the National Single Window Portal, via the public
service portal, via public postal services, or by email, fax, or in person. In
case the application is submitted by email or fax, the consignment owner shall
subsequently submit the originals. In case the application is submitted by
email or fax, the consignment owner shall subsequently submit the originals.

Within
1 working day from the date of receipt of the quarantine registration
application, the border animal quarantine authority shall examine the
completeness and validity of the application. If the application is complete
and valid, the border animal quarantine authority shall notify the consignment
owner of the time and place for conducting quarantine. If the application is
incomplete or invalid, the border animal quarantine authority shall reply to
the consignment owner in writing or via the National Single Window Portal or
the public service portal or email and clearly state the reasons.
3. The
border animal quarantine authority shall perform as follows:
a)
Conduct clinical inspection for animals; conduct physical inspection of goods
for animal products; compare consignment information with the quarantine
application;
b)
Perform inspection of veterinary hygiene requirements in accordance with the
requirements of the importing country or the consignment owner;
c) For
consignments subject to sampling and testing: within 5 working days from the
date of commencement of quarantine, if quarantine requirements are met, the
border animal quarantine authority shall issue the export quarantine
certificate for animals according to Form 13a or the export quarantine
certificate for animal products according to Form 13b specified in Appendix V
enclosed with this Circular;
In
case the quarantine certificate is not issued, the quarantine authority shall
reply to the consignment owner in writing or via the National Single Window
Portal or the public service portal or email and clearly state the reasons;
d) For
consignments not subject to sampling and testing: within 1 working day from the
date of commencement of quarantine, if quarantine requirements are met, the
border animal quarantine authority shall issue the export quarantine
certificate for animals according to Form 13a or the export quarantine
certificate for animal products according to Form 13b specified in Appendix V
enclosed with this Circular;
In
case the quarantine certificate is not issued, the quarantine authority shall
reply to the consignment owner in writing or via the National Single Window
Portal or the public service portal or email and clearly state the reasons;
dd) Forms
of issuance of the quarantine certificate: electronic form in case the
application is submitted via the National Single Window Portal or the public
service portal; paper form in case the application is submitted via public
postal services or email or fax or in person or at the request of the
consignment owner.

Article 9. Control of terrestrial animals and animal
products exported at export border gates
The
border animal quarantine authority shall perform:
1.
Examination of the quarantine certificate.
2.
Certification of inspection on the quarantine certificate or re-issuance of the
export quarantine certificate at the request of the consignment owner.
Section 3. TERRESTRIAL ANIMAL AND ANIMAL PRODUCT IMPORT
QUARANTINE
Article 10. Import quarantine application for animals and
animal products
1. The
application for registration of import quarantine for animals shall include:
a) The
application form for quarantine registration for import of animals and animal
products according to Form 19 specified in Appendix V enclosed with this
Circular;
b)
Documents or permits as prescribed for animals subject to management by other
relevant competent regulatory agencies.

a) The
application form for quarantine registration for import of animals and animal
products according to Form 19 specified in Appendix V enclosed with this
Circular (for application for registration of import quarantine for meat and
bone meal, the application shall be made according to Form 20 specified in
Appendix V enclosed with this Circular);
b)
Documents or permits as prescribed for animal products subject to management by
other relevant competent regulatory agencies.
3. The
dossier for quarantine declaration for import of animals and animal products
shall include:
a) The
quarantine declaration form according to Form 3 specified in Appendix V
enclosed with this Circular;
b) A
copy of the quarantine certificate of the exporting country (certified by the enterprise,
and the consignment owner shall subsequently submit the original when goods
inspection is conducted or when dossier inspection is conducted in cases where
consignments are subject only to dossier inspection) or the original quarantine
certificate of the exporting country;
In
case the Department of Animal Health and Husbandry and the competent authority
of the exporting country have agreed on electronic certification, the
electronic quarantine certificate shall be used.
Article 11. Procedures for and contents of import quarantine
for animals
1.
Quarantine registration
a)
Prior to importing animals, the consignment owner shall submit 1 set of
quarantine registration application in accordance with Clause 1 Article 10 of
this Circular to the Department of Animal Health and Husbandry by one of the
following methods: via the National Single Window Portal, via the public
service portal, via public postal services, or by email, fax, or in person. In
case the application is submitted by email or fax, the consignment owner shall
subsequently submit the originals;

In
case quarantine approval is not granted, the Department of Animal Health and
Husbandry shall reply to the consignment owner in writing or via the National
Single Window Portal or the public service portal or email and clearly state
the reasons;
c) In
case animals are subject to pre-import risk analysis before being imported into
Vietnam as specified in Appendix IV enclosed with this Circular, the Department
of Animal Health and Husbandry shall conduct risk analysis in accordance with
Article 43 of the Law on Veterinary Medicine and the recommendations of the
World Organization for Animal Health (WOAH).
2.
Quarantine declaration
a) After
obtaining the written approval and quarantine guidance from the Department of
Animal Health and Husbandry, and prior to the arrival of goods at the import
border gate, the consignment owner shall submit 1 set of quarantine declaration
dossier in accordance with Clause 3 Article 10 of this Circular to the border
animal quarantine authority by one of the following methods: via the National
Single Window Portal, via the public service portal, via public postal
services, or by email, fax, or in person. In case the dossier is submitted by
email or fax, the consignment owner shall subsequently submit the originals;
b)
Within 1 working day from the date of receipt of complete and valid animal
quarantine declaration dossier, the border animal quarantine authority shall
certify the quarantine declaration form according to Form 3 specified in
Appendix V enclosed with this Circular and notify the consignment owner of the
location and time for conducting quarantine;
c) The
consignment owner shall be responsible for arranging quarantine isolation
facilities for imported animals. The border animal quarantine authority shall
guide and supervise the consignment owner in carrying out quarantine isolation
for imported animals.
3.
Contents of import quarantine for animals
The
border animal quarantine authority shall perform:
a)
Conduct clinical inspection of animals and compare information with the
quarantine application; if the quarantine dossier is complete and valid and the
animals show no signs of dangerous diseases, the quarantine authority shall
seal or apply seals to the means of transport and containers for animals and
issue the certificate for transport of imported animals to the quarantine
isolation facility according to Form 14a specified in Appendix V enclosed with
this Circular, enabling the consignment owner to transport the animals to the
quarantine isolation facility;

c)
Conduct sampling or guide and supervise sampling for testing of disease-causing
agents in accordance with Appendix XII enclosed with this Circular; guide the
consignment owner to carry out mandatory disease prevention for animals that
have not yet been vaccinated as prescribed;
d)
Guide the consignment owner to implement hygiene, disinfection, and
sterilization measures;
dd)
The border animal quarantine authority shall issue the import animal quarantine
certificate according to Form 15a specified in Appendix V enclosed with this
Circular in case the application is complete and valid and veterinary hygiene
requirements are met, including: animals are healthy; test results are negative
for disease-causing agents; means of transport and disinfection and
sterilization activities meet the requirements;
In
case the quarantine certificate is not issued, the quarantine authority shall
reply to the consignment owner in writing or via the National Single Window
Portal or the public service portal or email and clearly state the reasons;
e)
Forms of issuance of the quarantine certificate shall comply with Point dd
Clause 3 Article 8 of this Circular.
4. The
border animal quarantine authority shall notify the domestic animal quarantine
authority at the destination via electronic means of consignment information
immediately after issuing the import animal quarantine certificate.
Article 12. Procedures for and contents of import quarantine
for animal products
1.
Quarantine registration
a)
Prior to importing animal products, the consignment owner shall submit 1 set of
quarantine registration application in accordance with Clause 2 Article 10 of
this Circular to the Department of Animal Health and Husbandry by one of the
following methods: via the National Single Window Portal, via the public
service portal, via public postal services, or by email, fax, or in person. In
case the application is submitted by email or fax, the consignment owner shall
subsequently submit the originals;

c) In
case animal products are subject to pre-import risk analysis before being
imported into Vietnam as specified in Appendix IV enclosed with this Circular,
the Department of Animal Health and Husbandry shall conduct risk analysis in
accordance with Article 43 of the Law on Veterinary Medicine and the
recommendations of the World Organisation for Animal Health (WOAH).
2.
Quarantine declaration: Quarantine declaration shall comply with Points a and b
Clause 2 Article 11 of this Circular.
3.
Contents of import quarantine for animal products
The
border animal quarantine authority shall perform as follows:
a)
Conduct physical inspection of goods and compare consignment information with
the quarantine application; if requirements are met, carry out sampling for
testing in accordance with Appendix XII enclosed with this Circular;
b)
Guide the consignment owner to implement hygiene, disinfection, and
sterilization measures;
c)
Imported consignments of animal products intended as samples with a weight of
less than 50 kg shall be exempt from the quarantine certificate of the
exporting country and exempt from sampling and testing;
d)
Within 5 working days from the date of conducting quarantine, the border animal
quarantine authority shall issue the import animal product quarantine
certificate according to Form 15b specified in Appendix V enclosed with this
Circular, provided that the application is complete and valid and veterinary
hygiene requirements are met, including: packaging and storage conditions meet
the requirements; animal products show no abnormal signs in terms of their
characteristic properties; test results meet the requirements;
In
case the quarantine certificate is not issued, the quarantine authority shall
reply to the consignment owner in writing or via the National Single Window Portal
or the public service portal or email and clearly state the reasons;

4. The
border animal quarantine authority shall notify the domestic animal quarantine
authority at the destination via electronic means of consignment information
immediately after issuing the import animal product quarantine certificate.
5. For
exported animal products that are recalled or returned
a)
Quarantine shall be carried out in accordance with Point a and Point b Clause 1
and Clauses 2, 3, and 4 of this Article;
b) The
consignment owner shall present documents related to the consignment at the
time of export, including: the export quarantine certificate, if any; certified
copies by the consignment owner of the following documents: customs declaration
and goods list, notice of consignment recall issued by the consignment owner
(for recalled goods), written notice from the foreign party on returned goods,
or written notice from the transport operator stating that there is no
consignee;
c) The
consignment owner shall not be required to present a quarantine certificate
issued by the competent authority of the exporting country returning the goods.
Article 13. Quarantine for in-place export and import of
animals and animal products and sale to export processing enterprises
1.
Animal products that have completed import quarantine procedures and have not
been processed or repackaged shall not be subject to quarantine when carried
out under in-place export and import.
2.
Domestically-origin animals and animal products sold to export processing
enterprises shall only be subject to quarantine for transport out of province-level
administrative divisions in accordance with regulations.
Article 14. Quarantine for imported animals and animal
products accompanying passengers

a) The
consignment owner shall declare import quarantine in person at the border
animal quarantine authority;
b) The
border animal quarantine authority shall perform: examination of the quarantine
certificate of the exporting country; clinical inspection of animals;
vaccination for animals not yet vaccinated against dangerous infectious
diseases; sampling for testing in cases of animals suspected of infectious
diseases;
c) For
animals not subject to sampling and testing: within 1 working day from the date
of conducting quarantine, the border animal quarantine authority shall issue
the import animal quarantine certificate according to Form 15a specified in
Appendix V enclosed with this Circular, provided that the application is
complete and valid and veterinary hygiene requirements are met, including:
animals are healthy and vaccinated in accordance with regulations;
d) For
animals subject to sampling and testing: within 5 working days from the date of
conducting quarantine, the border animal quarantine authority shall issue the
import animal quarantine certificate according to Form 15a specified in Appendix
V enclosed with this Circular, provided that the application is complete and
valid and veterinary hygiene requirements are met, including: animals are
healthy and vaccinated in accordance with regulations; test results are
negative for disease-causing agents.
2.
Quarantine for animals accompanying passengers not specified in Clause 1 of
this Article shall comply with Points a and b Clause 1, Clause 2 Article 11 of
this Circular and Points b, c, and d Clause 1 of this Article.
3.
Quarantine for animal products accompanying passengers not specified in Clause
3 Section II of Appendix II enclosed with this Circular
a)
Compliance shall be made with Points a and b Clause 1, Clause 2, and Point a
Clause 3 Article 12 of this Circular;
b) For
animal products accompanying passengers that are subject to sampling and
testing, compliance shall be made with Point d Clause 3 Article 12 of this
Circular;
c) For
animal products accompanying passengers not subject to sampling and testing:
within 1 working day from the date of conducting quarantine, the border animal
quarantine authority shall issue the import animal product quarantine
certificate according to Form 15b specified in Appendix V enclosed with this
Circular, provided that the application is complete and valid and veterinary
hygiene requirements are met, including: packaging and storage conditions meet
the requirements; animal products show no abnormal signs in terms of their
characteristic properties;

4.
Forms of issuance of the import quarantine certificate shall comply with Point
dd Clause 3 Article 8 of this Circular.
5. The
border animal quarantine authority shall prepare minutes and immediately
destroy, at an area near the border gate, animals infected with dangerous
infectious diseases and animal products that fail to meet quarantine
requirements; prepare minutes on temporary seizure of goods and handle them in
accordance with regulations in cases where the quarantine certificate of the
exporting country is invalid.
6.
Animal-origin products in fresh or preliminarily processed forms shall not be
carried by passengers.
Article 15. Quarantine for imported animal products used as
raw materials for processing and manufacture of export goods
1.
Compliance shall be made with Point a and Point b Clause 1 and Clause 2 Article
12 of this Circular.
2.
Animal products used as raw materials for processing and manufacture of export
goods, including meat, ears, tails, and legs of livestock, and meat,
wings, and legs of poultry imported into Vietnam for processing and manufacture
of export goods, shall be subject to quarantine by the competent authority of
the exporting country and be granted an export quarantine certificate
containing the following information: name and address of the exporting
company; name and address of the manufacturing plant; name and address of the
company importing the processed products; confirmation that the products
originate from animals from zones or livestock establishments free from
relevant animal diseases in accordance with regulations of the World
Organisation for Animal Health; confirmation that the products originate from
animals inspected before and after slaughter; confirmation that the products
are packaged and stored in compliance with veterinary hygiene requirements; and
the intended use as food for humans.
3.
Contents of quarantine for imported animal products used as raw materials for
processing and manufacture of export goods are as follows:
a)
Conduct physical inspection of goods and compare consignment information with
the quarantine application; if requirements are met, compliance shall be made
in accordance with Appendix XII enclosed with this Circular;
b)
Guide the consignment owner to implement hygiene, disinfection, and
sterilization measures;

d) In
cases not subject to sampling and testing, where only quarantine application
and physical conditions of goods are inspected, within 1 working day from the
date of conducting quarantine, the border animal quarantine authority shall
issue the import animal product quarantine certificate according to Form 15b
specified in Appendix V enclosed with this Circular, provided that the
application is complete and valid and veterinary hygiene requirements are met,
including: packaging and storage conditions meet the requirements; animal
products show no abnormal signs in terms of their characteristic properties;
In
cases where goods are detected as failing to meet veterinary hygiene
requirements, samples shall be taken for testing veterinary hygiene criteria;
In
case the quarantine certificate is not issued, the quarantine authority shall
reply to the consignment owner in writing or via the National Single Window
Portal or the public service portal or email and clearly state the reasons;
dd)
Forms of issuance of the import quarantine certificate shall comply with Point
dd Clause 3 Article 8 of this Circular.
4.
Processing and manufacture of export goods for food purposes shall only be
conducted at preliminary processing and processing establishments of animal
products for business that ensure veterinary hygiene and meet requirements of
the importing country. The consignment owner shall be held accountable for
transport, storage, processing, and manufacture strictly in accordance with the
declared and registered intended use in quarantine registration and declaration.
5.
Imported animal products used as raw materials for processing and manufacture,
after processing and manufacture, shall comply with regulations on export
quarantine of animal products upon export.
Article 16. Notification of violations
In
cases where an imported consignment is detected with inspected or tested
criteria failing to meet requirements, the Department of Animal Health and
Husbandry shall notify the competent authority of the exporting country in
writing, request investigation of causes, corrective actions, and submission of
a report to the Department of Animal Health and Husbandry.

1. The
application for registration of quarantine for terrestrial animals and animal
products under temporary import for re-export, transshipment, and transit
through the territory of Vietnam shall include:
a) The
application for quarantine registration according to Form 17 specified in
Appendix V enclosed with this Circular;
b) A
copy of the commercial contract certified by the enterprise;
c)
Documents or permits as prescribed for animals and animal products subject to
management by other relevant competent regulatory agencies.
2. The
application for registration of quarantine for terrestrial animals and animal
products imported into or exported from bonded warehouses shall include:
a) The
application for quarantine registration for import into or export from bonded
warehouses of animals and animal products according to Form 18 specified in
Appendix V enclosed with this Circular;
b) A
copy of the commercial contract certified by the enterprise;
c)
Documents or permits as prescribed for animals and animal products subject to
management by other relevant competent regulatory agencies.
3. The
dossier for quarantine declaration for terrestrial animals and animal products
under temporary import for re-export, transshipment, bonded warehouses, and
transit through the territory of Vietnam shall include:

b) A
copy of the quarantine certificate of the exporting country certified by the
enterprise. The consignment owner shall present the original for comparison
during goods inspection.
Article 18. Quarantine for animals and animal products under
temporary export for re-import
1.
Quarantine for animals and animal products under temporary export for re-import
at the time of temporary export shall comply with Article 8 of this Circular.
2.
Quarantine for animals under temporary export for re-import at the time of
re-import shall comply with Points a and b Clause 1 and Clauses 2, 3, and 4
Article 11 of this Circular.
3.
Quarantine for animal products under temporary export for re-import at the time
of re-import shall comply with Points a and b Clause 1 and Clauses 2, 3, and 4
Article 12 of this Circular.
Article 19. Procedures for and contents of quarantine for
terrestrial animals and animal products under temporary import for re-export,
transshipment, and transit through the territory of Vietnam
1.
Quarantine registration
a)
Prior to temporary import for re-export, transshipment, or transit through the
territory of Vietnam of animals and animal products, the consignment owner shall
submit 1 set of quarantine registration application in accordance with Clause 1
Article 17 of this Circular to the Department of Animal Health and Husbandry by
one of the following methods: via the National Single Window Portal or the
public service portal or via public postal services or by email, fax, or in
person. In case the application is submitted by email or fax, the consignment
owner shall subsequently submit the originals;
b) The
Department of Animal Health and Husbandry shall perform in accordance with
Point b Clause 1 Article 11 of this Circular.

a)
After obtaining the written approval and quarantine guidance from the
Department of Animal Health and Husbandry, and prior to the arrival of goods at
the import border gate, the consignment owner shall submit 1 set of quarantine
declaration dossier in accordance with Clause 3 Article 17 of this Circular to
the border animal quarantine authority by one of the following methods: via the
National Single Window Portal or the public service portal or via public postal
services or by email, fax, or in person. In case the declaration dossier is
submitted by email or fax, the consignment owner shall subsequently submit the
originals;
b) The
border animal quarantine authority shall perform in accordance with Point b
Clause 2 Article 11 of this Circular.
3. At
the import border gate, the border animal quarantine authority shall perform:
a)
Examination of quarantine application and physical inspection of the
consignment;
b)
Within 5 working days from the date of conducting quarantine, issuance of the
quarantine certificate for animals under temporary import for re-export,
transshipment, or transit through the territory of Vietnam according to Form
16a, or issuance of the quarantine certificate for animal products under
temporary import for re-export, transshipment, or transit through the territory
of Vietnam according to Form 16b specified in Appendix V enclosed with this
Circular, except for cases specified in Clause 6 of this Article;
The
border animal quarantine authority shall notify the border animal quarantine
authority at the export border gate immediately after issuing the quarantine
certificate;
In
case the quarantine certificate is not issued, the quarantine authority shall
reply to the consignment owner in writing or via the National Single Window
Portal or the public service portal or email and clearly state the reasons;
c)
Sealing or applying seals to means of transport carrying animals and animal
products;
d)
Guidance to the consignment owner and enforcement of veterinary hygiene
requirements during storage and transport of animals and animal products within
the territory of Vietnam; hygiene, disinfection, and sterilization of means of
transport and loading and unloading areas;

e)
Retention by the border animal quarantine authority of a copy of the quarantine
certificate of the exporting country in the quarantine application; the
original quarantine certificate of the exporting country shall be returned to
the consignment owner.
4.
During transport of animals and animal products under temporary import for
re-export, transshipment, or transit through the territory of Vietnam, the
consignment owner shall comply with the following requirements:
a)
Compliance with guidance of the border animal quarantine authority during
storage and transport of animals and animal products within the territory of
Vietnam; any change of transport route or change of border gate shall be
subject to written approval of the border animal quarantine authority;
b) No
unloading of goods or removal of seals or sealing devices without
authorization; where necessary, such actions shall be carried out in the
presence of the provincial-level veterinary specialized authority; any change
of means of transport shall be subject to written approval of the border animal
quarantine authority;
c) No
contact between animals and domestic animals; release of animals for feeding,
watering, or other special cases shall only be permitted with approval and
supervision of the provincial-level veterinary specialized authority;
d)
Means of transport carrying animals and animal products shall ensure that waste
is not discharged along transport routes. Animal carcasses, waste, bedding
materials, leftover feed, and containers arising during transport shall be
collected and treated at designated locations in accordance with guidance of
the border animal quarantine authority.
5. At
the export border gate, the border animal quarantine authority shall perform:
a)
Examination of the quarantine certificate;
b)
Examination of seals or sealing devices of means of transport carrying animals
and animal products;

6.
Quarantine certificates for animals and animal products under temporary import
for re-export, transshipment, or transit through the territory of Vietnam shall
not be issued in the following cases:
a)
Animals and animal products that have passed through countries or territories
experiencing animal diseases to which the relevant animal species are
susceptible;
b) The
quarantine certificate of the exporting country is invalid;
c)
Animals infected with diseases or showing signs of disease, or animal products
carrying dangerous pathogens as prescribed by the law of Vietnam.
7. In
cases where the export border gate is changed after the consignment has arrived
at the export border gate, the border animal quarantine authority initially designated
for re-export shall confirm consent for transfer to another border gate,
provided that the re-export border gate has been approved by the Department of
Animal Health and Husbandry in the written approval and quarantine guidance.
Article 20. Procedures for and contents of quarantine for
animals and animal products imported into and exported from bonded warehouses
1.
Quarantine registration
a)
Prior to import into or export from bonded warehouses of animals and animal
products, the consignment owner shall submit 1 set of quarantine registration
application in accordance with Clause 2 Article 17 of this Circular to the
Department of Animal Health and Husbandry by one of the following methods: via
the National Single Window Portal or the public service portal or via public
postal services or by email, fax, or in person. In case the application is
submitted by email or fax, the consignment owner shall subsequently submit the
originals;
b) The
Department of Animal Health and Husbandry shall perform in accordance with
Point b Clause 1 Article 11 of this Circular.

this Circular;
b)
Within 1 working day from the date of conducting quarantine, the border animal
quarantine authority shall issue the certificate for transport of imported
animal products to the quarantine isolation facility according to Form 14b
specified in Appendix V enclosed with this Circular, enabling the consignment
owner to transport the goods from the import border gate to the bonded
warehouse;
In
case the certificate is not issued, the quarantine authority shall reply to the
consignment owner in writing or via the National Single Window Portal or the
public service portal or email and clearly state the reasons;
c) At
the bonded warehouse, the border animal quarantine authority shall coordinate
with the customs authority to supervise the consignment owner’s entry of goods
into the bonded warehouse.
4.
Prior to exporting goods out of the bonded warehouse, the consignment owner
shall submit quarantine declaration dossier to the border animal quarantine
authority in accordance with Clause 3 Article 17 of this Circular.

The
border animal quarantine authority shall conduct quarantine for goods exported out
of bonded warehouses as follows:
a)
Conduct quarantine and issue quarantine certificates in accordance with Clauses
3 and 4 Article 11 and Clauses 3 and 4 Article 12 of this Circular for animals
and animal products for domestic consumption;
b)
Conduct quarantine and issue quarantine certificates in accordance with Clause
3 Article 15 of this Circular for animal products used as raw materials for
processing and manufacture of export goods;
c)
Compliance shall be made with Clauses 3, 4, 5, 6, and 7 Article 19 of this
Circular for animals and animal products sent to bonded warehouses for
re-export;
d) In
cases where consignments are exported out of bonded warehouses in partial
shipments, the border animal quarantine authority shall deduct the exported
quantity from the original quarantine certificate of the exporting country and
retain a copy of the quarantine certificate of the exporting country in the
quarantine application. The original quarantine certificate of the exporting
country shall be collected and retained by the border animal quarantine
authority in the application of the final export shipment of the consignment
(in cases of import for domestic consumption or as raw materials for processing
and manufacture of export goods), or returned to the consignment owner in cases
of re-export.
Section 5. TERRESTRIAL ANIMAL QUARANTINE FOR PARTICIPATION
IN FAIRS, EXHIBITIONS, ARTISTIC PERFORMANCES, AND SPORTS COMPETITIONS;
TERRESTRIAL ANIMAL PRODUCT QUARANTINE FOR PARTICIPATION IN FAIRS AND
EXHIBITIONS; TRANSPORT OF DISEASE SPECIMENS
Article 21. Quarantine for terrestrial animals participating
in fairs, exhibitions, artistic performances, and sports competitions;
quarantine for terrestrial animal products participating in fairs and
exhibitions
1.
Quarantine for terrestrial animals transported domestically to participate in
fairs, exhibitions, artistic performances, and sports competitions shall comply
with Article 5 of this Circular.
2.
Quarantine for terrestrial animal products transported domestically to participate
in fairs and exhibitions shall comply with Article 6 of this Circular.

4.
Quarantine for imported terrestrial animal products participating in fairs and
exhibitions shall comply with Article 12 of this Circular.
5.
Upon completion of fairs, exhibitions, sports competitions, or artistic
performances, where the consignment owner has demand to export terrestrial
animals or animal products, quarantine shall comply with Article 8 of this
Circular.
6.
During participation and upon completion of fairs, exhibitions, sports competitions,
or artistic performances, the consignment owner shall implement hygiene,
disinfection, and sterilization of areas where animals and animal products are
concentrated in accordance with guidance of the local provincial-level
veterinary specialized authority.
Article 22. Transport of disease specimens
1.
Where there is a request to receive disease specimens sent from foreign
countries to Vietnam or to send disease specimens from Vietnam to foreign
countries, the consignment owner shall submit 1 set of application for
transport of disease specimens to the Department of Animal Health and Husbandry
by one of the following methods: via the National Single Window Portal or the
public service portal or via public postal services or by email, fax, or in person.
In case the declaration dossier is submitted by email or fax, the consignment
owner shall subsequently submit the originals;
The
application shall include: the application form for sending or receiving
disease specimens according to Form 5 specified in Appendix V enclosed with
this Circular.
2.
Within 4 working days from the date of receipt of a valid application for
sending or receiving disease specimens, the Department of Animal Health and
Husbandry shall reply to the consignment owner via public postal services or by
email, fax, or in person, or via the National Single Window Portal or the
public service portal in cases where the consignment owner registers via the
National Single Window Portal or the public service portal.
In
cases of disapproval, the Department of Animal Health and Husbandry shall reply
to the consignment owner in writing or via the National Single Window Portal or
the public service portal or email and clearly state the reasons.
3.
Disease specimens sent to testing facilities shall be packaged, preserved, and
transported in accordance with regulations, ensuring veterinary hygiene
requirements, preventing dissemination of pathogens, and avoiding environmental
pollution.

Section 6. QUARANTINE APPLICATION FORMS FOR ANIMALS AND
ANIMAL PRODUCTS
Article 23. Quarantine application forms for animals and
animal products
1.
Forms of quarantine application for animals and animal products are specified
in Appendix V enclosed with this Circular.
2.
Forms of quarantine application for animals and animal products shall be
applied uniformly nationwide.
3.
Animal quarantine authorities shall be responsible for printing and using
quarantine application forms in strict compliance with current regulations.
Article 24. Management and use of forms of quarantine
certificates for animals and animal products
1.
Forms of quarantine certificates for animals and animal products shall be
printed in black ink on A4-sized paper, with an embossed animal quarantine logo
printed in light black color at the center, with a diameter of 12 cm.
2.
Quarantine certificates for animals and animal products transported out of
province-level jurisdiction shall be stamped “BẢN GỐC” (ORIGINAL) or “BẢN
SAO” (COPY) in red ink at the lower right corner beneath “Form:
...” (stamp templates as specified in Appendix VI enclosed with this
Circular). The number of quarantine certificates issued shall be as follows:
a)
Originals: 1 copy retained by the animal quarantine authority and 1 copy
delivered to the consignment owner;

In
cases of authorization, the forms of quarantine certificates for animals and
animal products transported out of province-level jurisdiction according to
Forms 12b and 12d specified in Appendix V enclosed with this Circular shall be
used;
c)
Electronic quarantine certificates issued via the National Single Window Portal
or the public service portal shall have legal validity equivalent to originals.
3.
Quarantine certificates for animals and animal products for export, import,
temporary import for re-export, transshipment, bonded warehouses, and transit
through the territory of Vietnam shall be stamped “ORIGINAL” or “COPY”
in red ink at the lower right corner beneath “Form...” (stamp
templates as specified in Appendix VI enclosed with this Circular). The number
of quarantine certificates issued shall be as follows:
a)
Quarantine certificates for animals and animal products for export and import:
3 ORIGINAL copies (1 copy retained by the animal quarantine authority and 2
copies delivered to the consignment owner); 2 COPY copies delivered to the
consignment owner;
b)
Quarantine certificates for animals and animal products under temporary import
for re-export, transshipment, bonded warehouses, and transit through the
territory of Vietnam: 3 ORIGINAL copies (1 copy retained by the border animal
quarantine authority at the import border gate and 2 copies delivered to the
consignment owner); 2 COPY copies delivered to the consignment owner, of which
1 copy shall be returned to the border animal quarantine authority at the
import border gate after the consignment has been fully re-exported out of the
territory of Vietnam and certified by the border animal quarantine authority at
the export border gate; all copies shall bear the red stamp of the competent
veterinary authority that issued the original;
c) In
cases where there is agreement between the Department of Animal Health and
Husbandry and the competent authority of the importing country on electronic
quarantine certificates for animals and animal products, electronic quarantine
certificates shall be used.
4.
Certificates for transport of imported animals and animal products shall be
issued in 3 copies (1 copy retained by the border animal quarantine authority
at the import border gate and 2 copies delivered to the consignment owner).
5.
Validity periods of quarantine certificates for animals and animal products:
a) The
validity period of quarantine certificates for animals and animal products
transported out of province-level jurisdiction shall be calculated based on the
transport time from the place of origin to the final destination;

c) The
validity period of quarantine certificates for animals and animal products
under temporary import for re-export, transshipment, and transit through the
territory of Vietnam shall be calculated based on the maximum period permitted
for goods to stay within the territory of Vietnam.
Chapter III
MARKING
AND ASSIGNMENT OF ANIMAL IDENTIFICATION CODES; SEALING OF MEANS OF TRANSPORT
AND CONTAINERS FOR ANIMALS AND ANIMAL PRODUCTS SUBJECT TO QUARANTINE
Article 25. General provisions on marking and assignment of
identification codes for animals; sealing of means of transport and containers
for animals and animal products
1.
Animals subject to marking and assignment of identification codes include:
a)
Breeding animals (buffaloes, cattle, goats, sheep, deer, stags, horses,
donkeys, mules, and pigs) when transported out of province-level jurisdiction;
b)
Animals (buffaloes, cattle, goats, sheep, deer, stags, horses, donkeys, mules,
and pigs) upon export and import.
2.
Identification codes of provincial-level veterinary specialized authorities
shall comply with Appendix VIIa enclosed with this Circular.
3.
Identification codes of border animal quarantine authorities under the
Department of Animal Health and Husbandry shall comply with Appendix VIIb
enclosed with this Circular.

5. The
Department of Animal Health and Husbandry shall supplement identification codes
for newly established border animal quarantine authorities under the Department
of Animal Health and Husbandry and newly established provincial-level
veterinary specialized authorities.
6.
Sealing of means of transport and containers for animals and animal products
shall comply with Appendix VIIc enclosed with this Circular
Article 26. Marking of livestock transported out of
province-level jurisdiction
1.
Breeding animals (buffaloes, cattle, goats, sheep, deer, stags, horses,
donkeys, and mules) transported out of province-level jurisdiction shall be
marked by ear tagging. Ear tags shall be regulated as follows:
a)
Blue ear tags in accordance with Figure 1 specified in Appendix VIII enclosed
with this Circular, with dimensions of 4 cm (width) x 5 cm (height); the ear
tags shall clearly indicate the identification code and serial number of the
livestock;
b) The
livestock identification code shall include: the identification code of the
provincial-level veterinary specialized authority; the commune code (three
digits); the year of ear tagging (the last two digits of the year); and the
livestock serial number (ranging from 000001 to 999999);
The
method of writing livestock identification codes on ear tags shall comply with
Figure 2 specified in Appendix VIII enclosed with this Circular;
c) Ink
used for writing livestock identification codes on ear tags shall be black and
indelible, and resistant to erasure.

Breeding pigs transported shall be subject to one of the following measures:

b)
Tattooing the provincial code, commune code, and year code on the outer surface
below the right ear of the pig. Tattooing of identification codes on the outer
surface below the pig’s ear shall comply with the following provisions:
Shape
and size of digits: Digits used for tattooing on pig ears may follow Figures 1a
or 1b specified in Appendix VIII enclosed with this Circular; tattoo needles
shall have a height of 6 mm (measured from the surface of the tattooing plate)
and pointed tips; digits shall have a width ranging from 4-8 mm and a
corresponding height ranging from 8-12 mm;
Tattooed
identification codes on pig ears (in accordance with Figures 2a or 2b specified
in Appendix VIII enclosed with this Circular) shall include: the first 2 digits
being the identification code of the provincial-level veterinary specialized
authority; the next 3 digits being the commune code (place of origin or
quarantine isolation facility); and the last 2 digits being the last 2 digits
of the year of tattooing;
c) Ink
used for tattooing identification codes on pig skin shall ensure food safety
and shall not fade.
3.
Pigs transported to slaughtering establishments shall be subject to sealing of
means of transport using seals or sealing wires bearing identification codes
and serial numbers.
4. Livestock
already marked in accordance with Clauses 1 and 2 of this Article shall not be
required to be re-marked when quarantined for transport for consumption,
provided that identification codes and serial numbers remain legible.
5.
After livestock meet quarantine requirements, the animal quarantine authority
shall prepare a list of livestock identification codes and serial numbers
according to the form specified in Appendix IX enclosed with this Circular and
attach it to the animal quarantine certificate.
Article 27. Marking of livestock for export and import
1.
Livestock for export and import shall be marked by plastic ear tags affixed to
the inner side of the right ear of the livestock.

3.
Livestock identification codes and serial numbers shall include: the
identification code of the border animal quarantine authority under the
Department of Animal Health and Husbandry; the provincial code (place of
quarantine isolation for export or import, or place of origin for export livestock);
the year of ear tag issuance; and the livestock serial number.
4. Ink
used for writing livestock identification codes and serial numbers on ear tags
shall comply with Point c Clause 1 Article 26 of this Circular.
5. The
method of writing livestock identification codes and serial numbers on ear tags
(Figure 4 specified in Appendix VIII enclosed with this Circular) shall be
regulated as follows:
a) The
upper line shall include: the identification code of the export and import
animal quarantine authority; the next 2 digits being the provincial code (place
of quarantine isolation for export or import, or place of origin for export
livestock); and the last 2 digits being the last 2 digits of the year of ear
tag issuance;
In
cases where imported livestock are not subject to quarantine isolation, the
provincial code of the border gate where import quarantine procedures are
conducted shall be used;
b) The
lower line shall be the livestock serial number (ranging from 000001 to
999999).
6.
After livestock meet quarantine requirements, the animal quarantine authority
shall prepare a list of livestock identification codes and serial numbers
according to the form specified in Appendix IX enclosed with this Circular and
attach it to the animal quarantine certificate.
7. In
cases where imported livestock have already been marked or already bear ear
tags, compliance with Clauses 1, 2, 3, 4, and 5 of this Article shall not be
required. The border animal quarantine authority shall prepare a list of
identification codes and serial numbers of imported livestock in accordance
with Clause 6 of this Article, except where such a list is already attached to
the quarantine certificate of the exporting country.

Article 28. Responsibilities of organizations and individuals
1.
Responsibilities of the Department of Animal Health and Husbandry
a)
Provide guidance to animal quarantine authorities on implementation of animal
and animal product quarantine in accordance with this Circular;
b)
Provide guidance to organizations and individuals on implementation of
quarantine for imported animals and animal products;
c)
Provide guidance on printing and use of animal and animal product quarantine
application forms;
d)
Provide guidance on standards and organization of training and professional
capacity building on quarantine and issuance of animal quarantine officer cards;
dd)
Take charge and cooperate in implementation in accordance with Point a Clause 1
and Point a Clause 2 Article 59 of the Law on Veterinary Medicine;
e)
Conduct periodic and ad hoc inspections of domestic animal quarantine
authorities and authorized quarantine officers in the conduct of quarantine and
issuance of quarantine certificates for animals and animal products transported
out of province-level jurisdiction;
g)
Perform other tasks in accordance with the law.

a)
Organize implementation of quarantine and issuance of quarantine certificates
for animals and animal products for export, import, temporary import for
re-export, temporary export for re-import, transshipment, bonded warehouses,
and transit through the territory of Vietnam; terrestrial animals participating
in fairs, exhibitions, sports competitions, and artistic performances;
terrestrial animal products participating in fairs and exhibitions; and animals
and animal products accompanying passengers in accordance with this Circular;
b) For
slaughtering establishments and preliminary processing and processing
establishments of animal products for export inspected and supervised by border
animal quarantine authorities, where such establishments have demand for
domestic consumption or export to countries without export quarantine
requirements, the border animal quarantine authority managing such
establishments shall issue quarantine certificates in accordance with
regulations on quarantine of animal products transported out of province-level
jurisdiction.
3.
Responsibilities of provincial-level veterinary specialized authorities
a)
Organize implementation of quarantine for animals and animal products
transported out of province-level jurisdiction in accordance with this Circular
and guidance of the Department of Animal Health and Husbandry;
b)
Cooperate with border animal quarantine authorities under the Department of
Animal Health and Husbandry in providing guidance and supervision on veterinary
hygiene at quarantine isolation facilities for imported breeding animals;
c) Organize
implementation of quarantine for animals and animal products under
authorization of the Department of Animal Health and Husbandry;
d)
Authorize animal quarantine officers to conduct quarantine and issue quarantine
certificates for animals and animal products transported out of province-level
jurisdiction in accordance with the law;
dd) Be
held accountable for authorization and regularly provide guidance, inspection,
and supervision of quarantine and issuance of quarantine certificates by
authorized persons;
e)
Notify relevant agencies and units of the list of persons authorized to conduct
quarantine and issue quarantine certificates for animals and animal products;

4.
Responsibilities of the consignment owner
a)
Comply with regulations of the law on veterinary medicine and other relevant
laws in quarantine of animals and animal products;
b) Pay
quarantine and testing fees; actual costs for handling and destruction of
consignments failing to meet requirements (if any) in accordance with current
regulations;
c) In
cases where applications are submitted and application components require
copies, such copies only need to bear signature, seal, and certification of the
consignment owner;
d)
Bear full legal responsibility for the legality and accuracy of quarantine
registration and declaration dossier;
dd)
Arrange quarantine isolation facilities for imported animals and animal
products that meet prescribed requirements;
e)
Arrange warehouses that meet requirements for storage of goods.
Article 29. Transitional provisions
1.
Applications for administrative procedures related to quarantine of animals and
animal products submitted to the authority competent to settle administrative
procedures prior to the effective date of this Circular shall be handled in
accordance with the law in force at the time of application submission, except
where organizations or individuals request application in accordance with this
Circular.

3.
Forms of quarantine certificates for animals and animal products transported
out of province-level jurisdiction, ear tags, and sealing wires prescribed in
Circular No. 25/2016/TT-BNNPTNT dated June 30, 2016 of the Minister of
Agriculture and Rural Development, on quarantine of animals and animal
products, which have been printed may continue to be used until June 30, 2026.
Article 30. Entry into force
1.
This Circular comes into force as of January 1, 2026.
2.
This Circular replaces the following Circulars:
a)
Circular No. 25/2016/TT-BNNPTNT dated June 30, 2016 of the Minister of
Agriculture and Rural Development, on quarantine of animals and animal products;
b)
Circular No. 35/2018/TT-BNNPTNT dated December 25, 2018 of the Minister of
Agriculture and Rural Development, on amendments to Circular No.
25/2016/TT-BNNPTNT dated June 30, 2016 and Circular No. 20/2017/TT-BNNPTNT
