CIRCULAR
ON
AMENDMENTS TO SOME ARTICLES OF THE REGULATION ON UPPER SECONDARY SCHOOL
GRADUATION EXAMINATION ATTACHED TO CIRCULAR NO. 24/2024/TT-BGDDT DATED FEBRUARY
24, 2024 OF THE MINISTER OF EDUCATION AND TRAINING
Pursuant to the Law on Education No.
43/2019/QH14 amended by the Law No. 123/2025/QH15;
Pursuant to the Law on Higher Education No.
125/2025/QH15;
Pursuant to Decree No. 37/2025/ND-CP dated
February 26, 2025 of the Government on functions, tasks, powers and
organizational structure of the Ministry of Education and Training of Vietnam;
Pursuant to the Resolution No. 202/2025/QH15 of
the National Assembly dated June 12, 2025 on arrangement of provincial
administrative divisions;
At the request of the head of Vietnam Education
Quality Management Agency;
The Minister of Education and Training
promulgates the Circular on amendments to some articles of the Regulation on
upper secondary school graduation examination attached to Circular No.
24/2024/TT-BGDDT dated February 24, 2024 of the Minister of Education and
Training.

Article 2. Amendments to point c, clause 1, Article 8 of the
Regulation:
“c) Members are leaders of divisions of Departments
of Education and Training; leaders of relevant authorities; leaders of People's
Committees of communes/ wards/special zones (hereinafter referred to as
“commune-level People’s Committees”) where the examination site is located;”
Article 3. Amendments to point d, clause 7, Article 14 of the
Regulation:
“d) Request invigilators to prepare records on candidates’
violations of the Regulation; cooperate with inspection teams in handling the
violations.”
Article 4. Amendments to 4th bullet point of point c, clause
1, Article 8 of the Regulation:
“- Review examination applications and disclose
cases that do not satisfy eligibility criteria for the examination as
prescribed in clause 2, Article 19 of the Regulation no later than 05 days
before the examination date; manage examination applications and transfer data
to Departments of Education and Training;”
Article 5. Amendments to some points and clauses of Article 21 of the
Regulation:
1. Amendments to point b, clause 2:
“b) Present ID card/Citizen identification
card/Passport or examination notice;”

“a) Sit in the seat corresponding to candidate
number; present ID card/Citizen identification card/Passport or examination
notice at the request of invigilators or authorized personnel at examination
sites;”
Article 6. Amendments to clause 1, Article 28 of the Regulation:
“1. The Secretariat shall complete the list of
examinees (including the list of their portraits) for each examination room
according to examinees’ registration data.”
Article 7. Amendments to clause 1, Article 31 of the Regulation:
“1. The grading area must be secured and safe;
equipped with adequate fire prevention equipment; and be protected by the
police 24 hours a day. Locations for grading, re-grading essay exams and
storing essay exams shall be close to each other. Multiple-choice exams shall
be stored in the room for processing and grading multiple-choice exams, or in a
separate storage room depending on the actual conditions of the unit.”
Article 8. Amendments to some
points and clauses of Article 34 of the Regulation:
1. Amendments to point c, clause 2:
“c) Receive software encryption keys from the
Ministry of Education and Training, the list of candidates, and the list of
examination sites in Excel files from the Examination Council, and save all
files into a USB drive/CD/DVD (hereinafter referred to as "CD") to
bring into the multiple-choice grading area;”

Article 9. Amendments to Article 36 of the Regulation:
Article 36. Management of examination scores
1. After grading all subjects, the President of the
Examination Council shall send the examination result data to the Ministry of
Education and Training (via the Vietnam Education Quality Management Agency)
for storage and verification. The result data shall be saved into 02 identical
CDs which are sealed and recorded in writing under the supervision of the
police. 01 CD shall be handed over to the President of the Examination Council
for storage, and the other CD shall be handed to the Secretariat to send to the
Ministry of Education and Training via the examination management system.
2. To ensure the accuracy of the examination result
data, the Ministry of Education and Training shall update the data submitted by
Examination Councils to the examination management system. The President of the
Examination Council shall direct the Secretariat of the Examination Council to
use the CD stored by the President of the Examination Council to compare such
data with the data in the examination management system. Only after all
Examination Councils complete the data comparison and prepare all necessary
conditions shall examination results be officially announced in accordance with
the laws.
3. After the announcement of upper secondary school
examination results, upper secondary schools shall print and issue Certificates
of examination results to candidates. Each candidate may receive a Certificate
of examination results with a unique identification code.
4. All documents related to examination scores
shall be sealed and stored by the President of the Examination Council as
prescribed by laws.”
Article 10. Amendments to some points and clauses of Article 37 of the
Regulation:
1. Amendments to clause 2:
“2. The place where candidates register for
examination shall receive written requests for re-grading from candidates
within 05 days from the announcement of examination results and transfer the
data of candidates submitting requests for re-grading to the Examination
Council. Within 15 days from the deadline for receiving requests for
re-grading, the Examination Council shall announce and notify the re-grading
results to the candidates.”

“d) If the re-grading score differs from the
original score by 0,25 points or more, the score shall be adjusted whether it
is an increase or decrease. All cases of score adjustment shall involve a
direct dialogue between re-grading examiners and original examiners and be
recorded in writing. If any signs of misconduct are detected, leaders of the
Re-grading Committee shall be notified for handling in accordance with the
laws.”
3. Amendments to 3rd bullet point of
point b, clause 6:
“- The data on re-grading scores exported from the
software shall be recorded into two identical CDs which are sealed under the supervision
of the supervisory team and the police, and signed by leaders of the Re-grading
Committee. 01 CD shall be handed over to the Secretariat to send to the
Ministry of Education and Training via the examination management system for
management. The other CD shall be handed over to the President of the
Examination Council to update the results into the system’s database and for
storage;”
4. Amendments to clause 7:
“7. Adjusted scores after re-grading shall be
submitted by the head of the Re-grading Committee to the President of the
Examination Council for decision. The President of the Examination Council
shall update candidates’ scores after re-grading into the Examination
Management System in accordance with regulations of the Ministry of Education and
Training; and send the data to the Ministry of Education and Training via the
examination management system.”
Article 11. The phrase “commune-level hospitals or higher" is
replaced by the phrase “competent health facilities" in clauses 1 and 2,
Article 40 the Regulation
Article 12. Amendments to some points and clauses of Article 42 of the
Regulation:
1. Amendments to point d, clause 2:
“d) Kinh people, foreigners residing in Vietnam who
study at upper secondary schools located in extremely disadvantaged communes,
border communes and security communes that are beneficiaries of Program 135 in
accordance with Decision No. 135/QD-TTg dated July 31, 1998 of the Prime
Minister (determined from the time that these communes completed Program 135
and earlier); extremely disadvantaged communes in coastal and island areas;
communes in areas I, II, III and communes with extremely disadvantaged villages
of ethnic minorities and mountainous regions as prescribed by laws having
studied at least two-thirds of the upper secondary school period in these
communes;”

“a) Ethnic minority people who study at uppers
secondary schools located in extremely disadvantaged communes, border communes
and security communes that are beneficiaries of Program 135 in accordance with
Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister (determined
from the time that these communes completed Program 135 and earlier); extremely
disadvantaged communes in coastal and island areas; communes in areas I, II,
III and communes with extremely disadvantaged hamlets of ethnic minorities and
mountainous regions as prescribed by laws having studied at least two-thirds of
the upper secondary school period in these communes;”.
Article 13. Amendments to
clause 2, Article 47 of the Regulation:
“2. Procedures for approval of recognition of upper
secondary school graduation:
a) Within 05 days from the announcement of exam
results, the Director of the Department of Education and Training shall approve
the recognition of upper secondary school graduation for eligible candidates
and be responsible to the Ministry of Education and Training for graduation
recognition results in their province;
b) Departments of Education and Training shall send
the list of candidates recognized for upper secondary school graduation to the
Ministry of Education and Training immediately after the completion of the
examination (including recognition of graduation for candidates after
re-evaluation) for management and supervision.
Article 14. The phrase “Inspectorate in Appendix IX of the Regulation
is repelled.
Article 15. Amendments to Article 52 of the Regulation:
“Article 52. Examination inspection
1. The inspection of stages of the examination
shall comply with guidelines on examination inspection of the Ministry of
Education and Training.

3. The President of province-level People's
Committee shall direct the implementation of inspection of upper secondary
school graduation examination at local areas in accordance with guidelines on
examination inspection of the Ministry of Education and Training.
4. The Director of the Department of Education and
Training shall decide the establishment of inspection teams for inspection of
preparation, supervision, grading, re-grading and recognition of upper
secondary school graduation at local areas.
5. When necessary, the Minister of Education and
Training may request the Government Inspectorate to carry out an inspection of
stages of the examination in accordance with the Law on Inspection and relevant
laws. The President of province-level People's Committee shall direct the
inspection of each stage at the request of the Ministry of Education and
Training, or province-level Examination Steering Committee.
Article 16. Point c, clause 1, Article 55 of the Regulation is
repelled.
Article 17. Amendments to clause 4, Article 59 of the Regulation:
“4. Direct, provide guidelines and organize the
examination inspection as prescribed by laws."
Article 18. Amendments to Article 60 of the Regulation:
“Article 60. Responsibilities of province-level
People’s Committees
1. Bear full responsibility for directing the
organization of the examination at local areas.

3. Direct and organize inspection of the examination
within authority as prescribed by laws.”
Article 19. Amendments to clauses 5 and 6, Article 61 of the
Regulation:
“5. Preside over the establishment, direction and
execution of tasks of the Examination Council and its Committees; decide the
number of members of Examination Paper Printing Committee, Anonymizing
Committee, Grading Committee, and Re-grading Committee (a plan must be
developed to ensure quality, efficiency and consistency among Committees if
there is more than 01 Examination Paper Printing Committee, Anonymizing
Committee, Grading Committee, or Re-grading Committee; each Committee shall
work in a separate area); provide training for examination organization; direct
educational institutions to prepare necessary facilities for the examination.
6. Organize the recognition of upper secondary
school graduation for candidates; direct the issuance of upper secondary
diplomas, Certificates of completion of general education programs; direct the
issuance of Certificates of examination results to candidates; disclose the
distribution of examination scores for each subject, and compare average
examination scores with average corresponding subject scores of the 12th
grade of upper secondary schools in the province.
Article 20. Amendments to clauses 4 and 5, Article 63 of the
Regulation:
“4. Receive written requests, compile the list of
candidates submitting written requests for re-grading, and forward it to the
Department of Education and Training.
5. Issue Certificates of examination results and Certificates
of completion of the general education program.”
Article 21. Amendments to clause 2, Article 64 of the Regulation:
“2. Implement tasks related to examination
organization and examination inspection at the request of the Minister of
Education and Training./.”

Article 23. Implementation clause
1. This Circular comes into force from April 24,
2026.
2. The Chief of Office; Head of the Vietnam Education
Quality Management Agency; Head of the Planning – Finance Department; Heads of
relevant units affiliated to the Ministry of Education and Training; Presidents
of People’s Committees of provinces and cities; Directors of Departments of
Education and Training; Directors of universities and academies; Principals of
higher education institutions; Principals of general education institutions are
responsible for implementing this Circular./.
