REGULATION ON DIPLOMAS AND CERTIFICATES OF THE NATIONAL EDUCATIONAL SYSTEM

Article 1. The Regulation on diplomas and certificates of the national
educational system is attached to this Circular.
Article 2. This Circular comes into force from April 15, 2026.
1. This
Circular replaces the following documents: Circular No. 21/2019/TT-BGDDT dated
November 29, 2019 of the Minister of Education and Training on promulgation of
the Regulation on management of lower secondary diplomas, upper secondary
diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced
diplomas in teacher training, higher education degrees and certificates of the
national educational system; Circular No. 27/2019/TT-BGDDT dated December 30,
2019 of the Minister of Education and Training on basic information of higher
education diplomas and their appendices; Decision No. 17/2008/QD-BGDDT dated
April 17, 2008 of the Minister of Education and Training on templates of lower
secondary diplomas and templates of copies from master registers of lower
secondary diplomas; Decision No. 25/2008/QD-BGDDT dated May 05, 2008 of the
Minister of Education and Training on templates of upper secondary diplomas and
templates of copies from master registers of upper secondary diplomas; Circular
No. 16/2020/TT-BGDDT dated June 05, 2020 of the Minister of Education and
Training on templates of Level 4 of VQF diplomas in teacher training and Level
5 of VQF advanced diplomas in teacher training; Decision No. 34/2008/QD-BGDDT
dated July 10, 2008 of the Minister of Education and Training on templates of
certificates of the national educational system.
2.
Regulations on certificates of the national educational system in documents
promulgated before the effective date of this Circular cease to be effective
from the effective date of this Circular.
3.
The following regulations on diplomas and certificates cease to be effective
from the effective date of the Circular: Circular No. 10/2017/TT-BLDTBXH dated
March 13, 2017 of the Minister of Labor – War Invalids and Social Affairs on
templates of Level 4 and Level 5 VQF diplomas; printing, management, grant,
revocation and cancellation of Level 4 and Level 5 VQF diplomas; and Circular
No. 24/2020/TT-BLDTBXH dated December 30, 2020 of the Minister of Labor – War
Invalids and Social Affairs on amendments to some articles of Circular No.
10/2017/TT-BLĐTDXH dated March 13, 2017 of the Minister of Labor – War Invalids
and Social Affairs on templates of Level 4 and Level 5 VQF diplomas; printing,
management, grant, revocation and cancellation of Level 4 and Level 5 VQF
diplomas; Circular No. 15/2022/TT-BLDTBXH dated August 30, 2022 of the Minister
of Labor – War Invalids and Social Affairs on promulgation of the Regulation on
management and grant of Certificates of national defense and security education
to college students.
Article 3. The Chief of Office; head of Vietnam Education Quality
Management Agency; heads of relevant units affiliated to the Ministry of
Education and Training; Directors of Departments of Education and Training;
directors of universities and academies; principals of universities; principals
of colleges; principals of vocational secondary schools; heads of educational
institutions; relevant individuals and organizations are responsible for
implementing this Circular./.

ON DIPLOMAS AND
CERTIFICATES OF THE NATIONAL EDUCATIONAL SYSTEM
(Attached to Circular No. 10/2026/TT-BGDDT)
Chapter I
GENERAL REGULATIONS
Article 1. Scope and regulated entities
1.
This Regulation regulates the management of diplomas and certificates of the
national educational system (hereinafter referred to as “diplomas and
certificates”) including principles for management and issuance of diplomas and
certificates; rights and responsibilities of holders of diplomas and
certificates, competent authorities issuing diplomas and certificates;
information and language in diplomas, certificates and appendices of diplomas;
issuance, re-issuance, adjustment, revocation and cancellation of diplomas and
certificates; issuance of copies from master registers of diplomas and
certificates; preparation and archive of dossiers on management of diplomas and
certificates.
2.
This Regulation applies to Departments of Education and Training; educational
institutions in the national educational system; People’s Committees of
communes, wards and special zones; relevant organizations and individuals.
Article 2. Diplomas and certificates of the national
educational system

Diplomas
of the national educational system include lower secondary diplomas, upper
secondary diplomas, Level 4 of VQF diplomas, Level 5 of VQF diplomas;
Bachelor’s degrees, Master's degrees, Doctoral degrees, and diplomas of
specialized training programs in certain fields. Diplomas of specialized
training programs include engineering degrees, architecture degrees for
technical fields; doctor of medicine degrees, pharmacy degrees for health
sector; other diplomas in accordance with regulations of the Minister of
Education and Training granted to persons who complete specialized training
programs in certain fields.
2.
Certificates of the national educational system are documents in paper of
digital form granted to learners as prescribed in the Law on Education No.
43/2019/QH14 amended by the Law on amendments to some articles of the Law No.
123/2025/QH15, the Law No. 124/2025/QH15, and the Law Education No.
125/2025/QH15 to confirm learning outcomes of learners after training, or to
certify learners who have passed the tests in accordance with the laws.
3.
Paper diplomas and certificates; digital diplomas and certificates
a)
Paper diplomas and certificates are diplomas and certificates issued in paper
form;
b) Digital
diplomas and certificates are diplomas and certificates issued in digital form
from the database on diplomas and certificates of the Ministry of Education and
Training, or diploma/certificate issuing authorities (hereinafter referred to
as “database on diplomas and certificates”);
c)
Paper diplomas and certificates, and digital diplomas and certificates have the
same legal value.
4.
The signing, issuance, use of digital diplomas and certificates, and the update
and use of the database on diplomas and certificates shall comply with the
roadmap for digital transformation in accordance with regulations of the
Minister of Education and Training.
5.
The re-issuance, adjustment, revocation and cancellation of digital diplomas
and certificates shall be conducted similarly to those for paper diplomas and
certificates.
6.
Information extracted from the database on diplomas and certificates prescribed
in point b, clause 3 of this Article has the same legal value equivalent to
information in master registers for issuance of diplomas and certificates, and
serves as verification of diplomas and certificates.

1.
Diplomas and certificates must have identification numbers for management and
contain identification marks to ensure security and prevent forgery.
Identification numbers of diplomas and certificates include a set of letter, a
code of the issuing unit, and a set of numbers arranged in ascending order.
Identification numbers shall present each type of diploma or certificate; year
of issuance and the issuing unit. Each identification number shall be unique
and assigned to only one diploma or certificate.
2.
Diplomas and certificates are issued once only, except for cases where there are
errors made by issuing authorities as prescribed in this Regulation.
3.
The issuance of diplomas and certificates shall be transparent and open.
4.
All acts of fraud regarding issuance and use of diplomas and certificates are
strictly prohibited.
5.
The issuance, re-issuance, adjustment, revocation and cancellation of diplomas
and certificates shall be immediately updated to the database on diplomas and
certificates, and recorded for management. The dossier on management of
diplomas and certificates includes:
a)
Regulations on diplomas and certificates of the issuing authority;
b)
Decisions on recognition of graduation, or Decisions on issuance of diplomas
and certificates;
c)
Master registers, and appendices of master registers for issuance of diplomas
and certificates;
d)
Registers for issuance of copies of diplomas and certificates from master
registers;

e)
Decisions on re-issuance, adjustment, revocation and cancellation of diplomas
and certificates;
g)
Records on handover, revocation and cancellation of documents;
h)
Other documents regarding management of the printing, handover, safekeeping and
issuance of diplomas and certificates.
Article 4. Authority for issuance of diplomas and
certificates
1.
The authority for issuance of diplomas shall comply with the Law No.
43/2019/QH14 amended by the Law No. 123/2025/QH15, Law No. 124/2025/QH15, and
Law No. 125/2025/QH15.
2.
The authority for issuance of certificates in the national educational system
shall comply with the Law No. 43/2019/QH14 amended by the Law No.
123/2025/QH15, Law No. 124/2025/QH15, Law No. 125/2025/QH15, and regulations
regarding training programs and examinations for issuance of certificates of
the Minister of Education and Training.
3.
For training programs that do not require issuance of certificates in the
national education system, Departments of Education and Training, Directors of
Departments of Education and Training, heads of educational institutions, heads
of vocational education institutions shall decide the confirmation of the
completion of training programs for learners.
Article 5. Authority and responsibilities for management of
diplomas and certificates
1.
The Ministry of Education and Training shall uniformly manage diplomas and
certificates including promulgation of regulations on basic information in
higher education diplomas and their appendices; regulations on basic
information in Level 5 of VQF diplomas, Level 4 of VQF diplomas, vocational
secondary-level diplomas, certificates of the national educational system;
regulations on templates of upper secondary diplomas; regulations on
management, issuance, re-issuance, revocation and cancellation of diplomas and
certificates; regulations on preparation and archive of dossiers on management
of diplomas and certificates; regulations on the database on diplomas and
certificates.

3.
Higher education institutions, colleges and vocational secondary schools shall
manage the issuance of diplomas and certificates of educational institutions
and affiliated centers.
4.
Authorities issuing diplomas and certificates are organizations, units,
educational institutions and vocational education institutions where persons
competent to issue diplomas and certificates work. Authorities issuing diplomas
and certificates shall manage and implement the issuance, re-issuance, issuance
of copies from master registers, revocation and cancellation of diplomas and
certificates; prepare and archive diplomas and certificates.
5.
Authorities and organizations prescribed in clauses 2, 3 and 4 of this Article
shall prepare data for issuance of diplomas and certificates on the database on
diplomas and certificates; fully and accurately update information about the
issuance of diplomas and certificates into master registers as prescribed in
Article 13 of this Regulation. The List of basic information that must be
updated into the database on diplomas and certificates is prescribed in
Appendix V attached to this Circular.
Article 6. Rights and obligations of holders of diplomas and
certificates
1.
Holders of diplomas and certificates have the following rights:
a)
Be eligible for issuance of diplomas and certificates within the time limit; be
recorded all information in diplomas and certificates; be eligible for
re-issuance diplomas and certificates, or adjustment of diplomas and
certificates in accordance with this Regulation;
b)
Be granted copies of diplomas and certificates from master registers by
competent authorities;
c)
Search information about diplomas and certificates on the database on diplomas
and certificates.
2.
Holders of diplomas and certificates have the following obligations:

b)
Check the accuracy of information in diplomas and certificates before signing
for receipt of paper diplomas or certificates, or upon receipt of digital
diplomas or certificates;
c)
Have an authorization letter as prescribed by laws in cases of authorizing
other persons to receive diplomas and certificates;
d)
Preserve diplomas and certificates; not erase or alter any information in
diplomas and certificates; not allow others to use diplomas and certificates;
dd)
Use decisions on adjustment of diplomas and certificates attached to diplomas
and certificates after the adjustment to such diplomas and certificates;
e)
Report to competent authorities issuing diplomas and certificates, and nearest
police authorities when diplomas and certificates are lost;
g)
Return diplomas and certificates to authorities competent to revoke diplomas
and certificates within 30 days from the receipt of decisions on revocation of
diplomas and certificates. In cases where diplomas and certificates subject to
revocation are lost, holders shall submit a written commitment regarding the
loss and be accountable to the laws for the commitment.
3.
Regulations in point b, clause 1; and points c, e and g, clause 2 of this
Article shall only apply to paper diplomas and certificates.
Article 7. Responsibilities of persons competent to issue
diplomas and certificates, and authorities issuing diplomas and certificates
1.
Promulgate the Regulation on diplomas and certificates of authorities issuing
diplomas and certificates. The Regulation shall include the following
information:

b)
Templates of diplomas and certificates, templates of appendices of diplomas for
higher education diplomas, and templates of dossiers on management of diplomas
and certificates in accordance with points c, d, dd, e and g, clause 5, Article
3 of this Regulation;
c)
Methods for implementation, responsibilities of units and individuals, and
penalties for errors and violations regarding printing, issuance, re-issuance,
issuance of copies from master registers, adjustment, revocation and
cancellation of diplomas and certificates; regarding preparation and archive of
dossiers on management of diplomas and certificates, and update of the database
on diplomas and certificates.
2.
Review, verify and record all information in diplomas and certificates; request
holders of diplomas and certificates to confirm that they have reviewed the
information in diplomas and certificates; confirm any request for adjustment of
information and provide grounds for such request. The grounds for determination
of learners’ information to record those information in diplomas and
certificates, or handle issues related to diplomas and certificates are
information extracted and shared from the National Population Database. In
cases where the necessary information is insufficient or the National
Population Database is inaccessible, the information in birth certificates,
citizen identification cards or ID cards shall be used. In cases where learners
present multiple identity documents with different information, the information
extracted from the National Population Database or the latest valid identity
document shall be used.
3.
Print diplomas and certificates (in cases of issuance of paper diplomas and
certificates) after approval and report on templates of diplomas and
certificates as prescribed by laws.
4.
Prepare and archive complete dossiers on management of diplomas and
certificates as prescribed in this Regulation.
5.
Ensure the accuracy and take responsibility for information in master registers
for issuance of diplomas and certificates, and in other dossiers related to
management of diplomas and certificates.
6.
Re-issue, issue copies from master registers; adjust information; revoke and
cancel diplomas and certificates; issue appendices attached to higher education
diplomas, update and use database on diplomas and certificates in accordance
with this Regulation. The re-issuance, issuance of copies from master
registers; adjustment of information; revocation and cancellation of diplomas
and certificates; update and use of database on diplomas and certificates shall
apply to diplomas and certificates issued before and after the effective date
of this Circular.
7.
Verify the authenticity of diplomas and certificates that have not yet been
updated in the database on diplomas and certificates; handle complaints,
reflections and petitions of authorities, organizations and individuals related
to diplomas and certificates.
8.
Cooperate with local police authorities where the headquarters of competent authorities
are located in managing diplomas and certificates.

In
cases where persons competent to issue diplomas and certificates have not been appointed
or recognized by competent authorities, the deputies assigned by competent
authorities to take charge of diploma/certificate issuing authorities are
persons competent to issue diplomas and certificates.
10.
Persons competent to issue diplomas and certificates shall direct the
implementation and inspection of the printing, issuance, grant of diplomas and
certificates, and management of diplomas and certificates of units under their
management; be accountable to superior authorities and the laws for management
and issuance of diplomas and certificates.
11.
In cases where diploma/certificate issuing authorities are dissolved, merged,
split, or there is a change to authority for issuance of diplomas and
certificates in accordance with the laws, authorities assigned to manage master
registers for issuance of diplomas and certificates, dossiers or data on the
database on diplomas and certificates (hereinafter referred to as
"authorities managing master registers”) shall take responsibilities as
prescribed in clauses 6 and 7 of this Article.
The
Minister of Education and Training shall decide the implementation of
responsibilities prescribed in clauses 6 and 7 of this Article in other cases.
Article 18. Issuance of diplomas and certificates of
foreign-invested educational institutions and Vietnamese educational
institutions that have joint training programs with foreign educational
institutions
Foreign-invested
educational institutions and Vietnamese educational institutions that have
joint training programs with foreign educational institutions shall comply with
this Regulation when issuing diplomas and certificates of the national
educational system prescribed in Article 2 of this Regulation.
Article 9. Information and language in diplomas,
certificates and appendices of diplomas
1.
The information in higher education diplomas and appendices of higher education
diplomas is prescribed in Appendix I attached to this Circular.
2.
The information in Level 5 of VQF diplomas, Level 4 of VQF diplomas, and
vocational secondary-level diplomas is prescribed in Appendix II attached to
this Circular.

4.
The information in certificates of the national educational system is
prescribed in Appendix IV attached to this Circular.
5.
The language in diplomas and certificates must be in Vietnamese. For diplomas
and certificates that include foreign languages, such languages shall be
consistent with the Vietnamese information. The font size of foreign languages
shall not be larger than that of the Vietnamese.
Article 10. Printing of diplomas and certificates
1.
Departments of Education and Training shall provide guidelines on the printing;
manage and issue identification numbers of upper secondary diplomas,
identification numbers of certificates of the national educational system for
educational institutions, vocational education institutions, and authorities
issuing diplomas and certificates under their management; manage the designs
and approve templates of Level 1, Level 2 and Level 3 of VQF diplomas for
vocational education institutions prescribed in point a, clause 3, Article 7 of
the Law No. 124/2025/QH15 under their management.
2.
Heads of higher education institutions, colleges and vocational secondary
schools shall design templates of diplomas, appendices of diplomas (if any),
certificates, and send them (with full hypothetical information) to the
Ministry of Education and Training, managing authorities, police authorities of
provinces and cities where the headquarters of prescribed educational
institutions are located at least 10 days prior to the approval and use of
templates of diplomas and certificates. Higher education institutions, colleges
and vocational secondary schools shall disclose templates of diplomas and
certificates on their websites, and take responsibilities for templates and
information in diplomas and certificates.
For
educational institutions of the public security and military, templates of
diplomas, appendices of diplomas and certificates shall be approved by managing
authorities.
Chapter II
ISSUANCE, RE-ISSUANCE, ADJUSTMENT, REVOCATION
AND CANCELLATION OF DIPLOMAS AND CERTIFICATES
Article 11. Time limit for issuance of diplomas and
certificates

a)
05 working days from the issuance of decisions on recognition of graduation, or
issuance of digital diplomas and certificates;
b)
30 days from the issuance of decisions on recognition of graduation from upper
secondary schools, vocational secondary schools, colleges and universities;
decisions on recognition of graduation and issuance of doctorate degrees; or
decisions on recognition and issuance of doctorate degrees (for paper degrees);
c)
15 days from the completion of training programs or examinations for
certificates (for paper certificates).
2.
While waiting for issuance of diplomas in cases prescribed in point b, clause 1
of this Article, learners who are eligible for issuance of graduation diplomas
may be issued temporary graduation certificate by educational institutions
where they studied.
Templates
of temporary graduation certificates for persons eligible for upper secondary
diplomas shall comply with regulations of Directors of Department. Templates of
temporary certificates for persons eligible for higher education diplomas,
Level 5 of VQF diplomas, Level 4 of VQF diplomas and vocational secondary-level
diplomas shall comply with regulations of heads of educational institutions.
Article 12. Signing and seal of diplomas and certificates
1.
The signing and seal of diplomas and certificates shall comply with laws on
records management. Digital signatures in digital diplomas and certificates
shall comply with laws on electronic transaction.
2.
In cases where the deputies sign diplomas, certificates, copies from master
registers for issuance of diplomas and certificates, and relevant documents,
they shall comply with procedures for cases where the deputies sign prescribed
documents on the behalf the heads.
Article 13. Master registers for issuance of diplomas and
certificates

a)
General information about courses and examinations: identification number, date
of issuance of decision on graduation recognition; graduation year; form of
study or training (if any); name of the course/examination, course/examination
batch, score, school name (for upper secondary schools); decision on establishment
of thesis evaluation council, date of defense for master's degrees or doctorate
degrees; name of training major (if any);
b)
Information about identification marks: identification number, entry number in
master register, date of issuance. The entry numbers in master registers shall
be prescribed by persons competent to issue diplomas and certificates to ensure
the distinction of entry number of each type of diploma or certificate, issuing
authority, year of issuance, and number of diplomas and certificates issued in
the year. Each entry number is recorded uniquely on one diploma or certificate;
c)
Information about holders of diplomas and certificates: personal identification
number, full name, date of birth, place of birth, gender, ethnicity; nationality
(for cases of foreigners); signature and full name of the holder;
d)
Graduation classification or ranking, or scores of examinations (if any);
dd)
A column for notes regarding information about re-issuance, adjustment,
revocation or cancellation (if any);
e)
Approval signature, full name of approvers, and seals of authorities issuing
diplomas and certificates.
2.
In cases where diplomas or certificates are adjusted, re-issued, revoked, or
canceled, an appendix to the master register shall be created or updated with
notes regarding the re-issuance, adjustment, or cancellation status in the
notes column. Appendices are inseparable parts of master registers for issuance
of diplomas and certificates. Appendices shall include the following
information:
a) Information
in diplomas and certificates including identification number, entry number in
master register, date of issuance; personal identification number (if any),
full name, date of birth of the holder;
b)
Adjusted information; reasons for adjustment, re-issuance, revocation or
cancellation;

d)
Number and date of issuance of the decision on adjustment, re-issuance,
revocation and cancellation;
dd)
Signature, full name of the holder of adjusted, re-issued, revoked or cancelled
diploma/certificate (for cases of re-issuance, adjustment of paper
diploma/certificate).
3.
In addition to clauses 1 and 2 of this Article, authorities issuing diplomas
and certificates may add other information to serve the management in
accordance with the laws.
4.
Master registers and appendices of master registers for issuance of diplomas
and certificates shall be paginated, sealed at the edges of pages, free from
erasures, strictly managed and permanently archived.
5.
In cases where master registers are damaged, torn or missing, authorities
issuing diplomas and certificates, or authorities managing master registers are
responsible for compiling a list of documents containing sufficient information
about issuance of diplomas, certificates and information about graduation to be
used as a substitute for master registers to ensure rights of diploma and
certificate holders. The list shall indicate the quantity, specifications,
condition of each document, and the number of diploma and certificate holders
related to each document.
6.
For digital diplomas and certificates, authorities issuing diplomas and
certificates shall establish master registers and their appendices in digital
form, print one paper copy, sign and seal it for permanent archive. If data in
the database on diplomas and certificates is lost or there is a system failure,
issuing authorities shall update the data from paper master registers. If paper
master registers are lost, damaged or unusable, one paper copy shall be printed
from the database on diplomas and certificates, signed and sealed for permanent
archive. A detailed record on updating the database and backing up master
registers shall be prepared.
7.
When issuing paper diplomas and certificates, information in master registers
and appendices of master registers for issuance of diplomas and certificates
prescribed in clauses 1 and 2 of this Article shall be update into the database
on diplomas and certificates immediately after master registers are
established. There must be a review record to ensure the completeness and
accuracy of the update. The review record on update into the database on
diplomas and certificates shall be attached with master registers for issuance
of diplomas and certificates. Heads of authorities issuing diplomas and
certificates shall provide regulations on backing up data on diplomas and
certificates.
Article 14. Re-issuance of diplomas and certificates
1.
In cases where issued diplomas and certificates are found to contain errors
caused by authorities issuing diplomas and certificates, heads of authorities
that issued such diplomas and certificates, or authorities managing master
registers have the rights and responsibilities for re-issuance of diplomas and
certificates.

a)
Applicants shall provide adjusted information via the online public service
portal. If the online public service is not available, applicants shall submit
the application in person or by post to authorities competent to re-issue
diplomas and certificates. The application shall include a written request (in
accordance with the Form in Appendix VI attached to this Circular); proofs of
errors caused by authorities issuing diplomas and certificates, or links to the
database extracting such proofs;
b)
Within 03 working days from the receipt of the complete application,
authorities prescribed in clause 1 of this Article shall consider and decide
the re-issuance of diplomas and certificates. In case of refusal, a written
response shall be provided;
c)
Authorities re-issuing diplomas and certificates shall apply applicable
templates of diplomas and certificates for re-issuance of diplomas and
certificates (for cases of re-issuance of paper diplomas and certificates).
3.
Decision on re-issuance of diplomas and certificates
The
Decision on re-issuance of diplomas and certificates includes the following
information:
a)
Full name; date of birth (in accordance with information in the re-issued
diploma/certificate); and personal identification number of the holder;
b)
Reason for re-issuance;
c)
Name, identification number, entry number in master register, date of issuance,
full name of the holder of issued diploma/certificate that contains errors;
d)
Effect and implementation;

4.
Re-issued diplomas and certificates have the phrase “CẤP LẠI” (“RE-ISSUED”)
printed below the name of diplomas and certificates. The signing date on
diplomas and certificates shall be the date of re-issuance.
5.
Update into the database on diplomas and certificates for cases of re-issuance
When
re-issuing diplomas and certificates, authorities re-issuing diplomas and
certificates shall prepare or update appendices of master registers for
issuance of diplomas and certificates in accordance with clause 2, Article 13
of this Regulation; update information about re-issued diplomas and
certificates into the database on diplomas and certificates, and update the
revocation and cancellation status of diplomas and certificates that contain
errors.
Article 15. Adjustment of diplomas and certificates
1.
Cases of adjustment of diplomas and certificates
Holders
of diplomas and certificates may apply for adjustment of information in
diplomas and certificates in the following cases:
a)
Have their civil status changed or corrected by competent authorities;
b)
Have their ethnicity or gender redefined;
c)
Have their civil status supplemented or adjusted;

dd)
Cases where the information in diplomas or certificates is incorrect due to
learners’ fault and not due to an error by competent authorities issuing
diplomas and certificates.
2.
Authority for decision on adjustment of information in diplomas and certificates
Persons
competent to decide the adjustment of information in diplomas and certificates
are heads of authorities managing master registers for issuance of diplomas and
certificates.
3.
The application for adjustment of information of diplomas and certificates:
a) A
written request in accordance with the Form in Appendix VI attached to this
Circular;
b)
The diploma/certificate to be adjusted;
c)
Extracts or the decision on changing or correcting civil status, redefining
ethnicity, or redefining gender in cases of adjustment of diplomas or
certificates due to changes or corrections in civil status, ethnicity, or
gender;
d)
Birth certificate in cases of adjustment of information inn diplomas or
certificates due to supplementation or adjustment of civil status,
re-registration of birth, or late birth registration;
dd)
Documents in the application for adjustment of information in diplomas or certificates
prescribed in points b, c and d of this clause shall be copies from master
registers, or certified true copies, or a link to the database of competent
authorities. In cases where these documents are uncertified copies, applicants
shall present the originals for comparison. Persons receiving applications
shall sign to confirm, write their full name on copies, and take responsibility
for the accuracy of the copies.

a)
Applicants shall provide information via the online public service portal, send
one set of application in person or by post as prescribed in clause 3 of this
Article to authorities competent to adjust diplomas and certificates;
b)
Within 03 working days from the receipt of the complete application, heads of
authorities competent to adjust diplomas and certificates shall consider and
decide the adjustment. In case of refusal, a written response shall be provided;
c)
The adjusted information shall be prescribed in decisions on adjustment. It is
not allowed to make changes directly in diplomas and certificates. Decisions on
adjustment shall be archived in applications for issuance of diplomas and
certificates;
d)
Based on decisions on adjustment, authorities competent to adjust diplomas and
certificates shall establish or update appendices of master registers in
accordance with clause 2, Article 13 of this Regulation; update adjusted
information into the database on diplomas and certificates; and update the
adjustment status of diplomas or certificates
5.
The Decision on adjustment of information in diplomas and certificates includes
the following information:
a)
Full name; date of birth (in accordance with information in the re-issued
diploma/certificate); and personal identification number of the holder;
b)
Name, identification number, date of issuance of the diploma/certificate;
c)
Adjusted information;
d)
Reason for adjustment;

Article 16. Revocation and cancellation of diplomas and
certificates
1.
Diplomas and certificates shall be revoked and cancelled in the following cases:
a)
Holders had acts of fraud in admission, study, examination, defense of
projects, graduation theses, or fraud in preparation of applications for
issuance of diplomas or certificates;
b)
Diplomas and certificates are issued to persons who do not meet eligibility
requirements;
c)
Diplomas and certificates are issued by unauthorized persons;
d)
Diplomas and certificates have been erased or altered;
dd)
Holders let other persons use their diplomas and certificates;
e)
Diplomas and certificates contain errors due to faults of authorities issuing diplomas
and certificates.

3.
Persons competent to revoke and cancel diplomas and certificates shall issue
decisions on revocation and cancellation of diplomas and certificates. Based on
decisions on revocation and cancellation of diplomas and certificates,
authorities managing master registers for issuance of diplomas and certificates
shall prepare or update appendices of master registers for issuance of diplomas
and certificates in accordance with clause 2, Article 13 of this Regulation,
and update the revocation and cancellation status in the database on diplomas and
certificates. The Decision on revocation and cancellation of diplomas and
certificates includes the following information:
a)
Full name; date of birth (in accordance with information in the re-issued
diploma/certificate); and personal identification number of the holder;
b)
Name, identification number, date of issuance of the diploma/certificate;
c)
Reason for revocation/cancellation;
d)
Effect and implementation;
dd)
Guidelines for searching information about revoked or cancelled
diploma/certificate.
4. Decisions
on revocation and cancellation of diplomas and certificates shall be disclosed
on the website of authorities competent to revoke and cancel diplomas and
certificates; sent to persons whose diplomas and certificates are revoked,
inspection authorities that detected the violation (if any), authorities where
persons whose diplomas and certificates are revoked is currently working (if
any), relevant authorities and organizations.
Article 17. Issuance of copies of diplomas and certificates
from master registers

b)
Information in copies of diplomas and certificates from master registers shall
be consistent with that in master registers, or the database on diplomas and
certificates.
2.
Authority and responsibilities for issuance of copies of diplomas and
certificates from master registers
Authorities
managing master registers for issuance of diplomas and certificates have the
authority and responsibilities for issuance of copies of diplomas and
certificates from master registers.
3.
Persons entitled to apply for copies of diplomas and certificates from master
registers
The
following persons are entitled to apply for copies of diplomas and certificates
from master registers:
a)
Holders of originals of diplomas and certificates;
b)
Legal representatives or authorized representatives of holders of originals of diplomas
and certificates;
c)
In cases where holders of diplomas or certificates have deceased or lost civil
act capacity, the following persons have the right to apply for copies of
diplomas and certificates from master registers: parents; children; spouse;
siblings; and other heirs of holders of originals of diplomas and certificates.
4.
The application for issuance of copies of diplomas and certificates from master
registers includes:

b)
In cases where applicants are those prescribed in point b, clause 3 of this
Article, an authorization letter is required. In cases where applicants are
those prescribed in point c, clause 3 of this Article, proofs or links to the
database of competent authorities to prove the relationship with holders of
originals of diplomas and certificates are required.
5.
Procedures for issuance of copies of diplomas and certificates from master
registers
a)
Applicants shall provide information via the online public service portal,
submit one set of application in person or by post as prescribed in clause 4 of
this Article to authorities competent to issue copies of diplomas and
certificates from master registers;
b)
Competent authorities shall issue copies of diplomas and certificates from
master registers to applicants on the same day on which applications are
received, or on the next working day if applications are received after 3 pm.
In cases where applications are submitted by post, the time limit is determined
from the date on which competent authorities receive valid applications as
indicated by the postal stamp;
c)
In cases where applicants apply for copies from multiple original registers,
request for a large quantity of copies, or information that is difficult to
verify and compare, and authorities are unable to complete before the time
limit prescribed in point b of this clause, the time limit for issuance of
copies may be extended by no more than 02 working days or longer as agreed in writing
with applicants.
6.
In cases where master registers are no longer archived or master registers do
not contain requested information for issuance of copies, or copies cannot be
issued due to other reasons, competent authorities shall provide a written
response stating reasons to applicants within the time limit prescribed in
point b, clause 5 of this Article.
7.
After issuing copies from master registers, if information about diplomas and
certificates is not included in the database on diplomas and certificates,
authorities managing master registers shall update such information into the
database on diplomas and certificates.
Article 18. Registers for issuance of copies, and management
of issuance of copies of diplomas and certificates from master registers
1.
Registers for issuance of copies of diplomas and certificates from master
registers are established by authorities competent to issue copies from master
registers after issuing copies of diplomas and certificates from master
registers. They shall include information in issued copies.

2.
Competent authorities shall record each issuance of copies of diplomas and
certificates in registers for issuance of copies of diplomas and certificates
from master registers; assign entry numbers in registers for issuance of copies
to ensure that each entry number is assigned to a single copy of a diploma or
certificate; and establish a database of copies issued from master registers.
Entry
numbers in registers for issuance of copies of diplomas and certificates from
master registers shall be assigned in ascending number order each year from
January 01 to December 31; ensure distinct identification of entry numbers by
type of diploma or certificate and the year of issuance of copies from master
registers.
Article 19. Database on diplomas and certificates
1.
The Ministry of Education and Training shall develop the database on diplomas
and certificates for use nationwide. The database on diplomas and certificates
serves the issuance of digital diplomas and certificates; archive of data on
diplomas and certificates issued to learners, and disclosure of information
about issuance of diplomas and certificates. The database on diplomas and
certificates shall include all information prescribed in clause 5, Article 5 of
this Regulation. The database on diplomas and certificates shall be connected
to the National Population Database and specialized databases for handling of
administrative procedures for holders of diplomas and certificates.
2.
The update of database on diplomas and certificates, and disclosure of information
about the issuance, adjustment, revocation and cancellation of diplomas and
certificates on websites shall also apply to diplomas and certificates issued
before the effective date of this Circular.
Article 20. Re-issuance, adjustment, revocation and
cancellation of diplomas and certificates in the database on diplomas and
certificates
1.
The re-issuance, adjustment, revocation and cancellation of diplomas and
certificates in the database on diplomas and certificates shall only be applied
on the national public service portal. Applicants for re-issuance or adjustment
of diplomas and certificates shall provide information in accordance with the
Form in the national public service portal in Appendix VI attached to this
Circular).
2.
Procedures for re-issuance, adjustment, revocation and cancellation of diplomas
and certificates in the database on diplomas and certificates based on the
database on diplomas and certificates; issuance of decisions on re-issuance,
adjustment, revocation and cancellation; establishment of appendices of master
registers shall comply with procedures as for paper diplomas and certificates.
Article 21. Disclosure of information about issuance of
diplomas and certificates on websites

The
disclosure of information about issuance of diplomas and certificates on
websites does not apply to educational and training programs within the list of
state secrets of the public security and military, and other cases as
prescribed by competent authorities.
2.
The disclosure of information about issuance of diplomas and certificates
serves the verification of diplomas and certificates to ensure the transparency
of the issuance of diplomas and certificates.
3.
Information retrieved from the database on diplomas and certificates, or
displayed on VNeID shall replace copies of diplomas or certificates from master
registers, and shall have the value of verifying diplomas and certificates in
lieu of written verification by authorities managing master registers. The use
of information about diplomas and certificates shall ensure proper purposes,
and serve operational functions and duties of information users; and comply
with laws on personal data protection.
Chapter III
IMPLEMENTATION CLAUSE
Article 22. Implementation
1.
State management authorities regarding education at all levels shall provide guidelines
and inspect the management of diplomas and certificates in accordance with the
decentralization of state management of education and regulations in this
Circular.
2.
The Minister of Education and Training shall conduct inspection on the printing,
management, issuance and use of diplomas and certificates of the national
education system.
3.
Departments of Education and Training shall manage, provide guidelines and
conduct inspection on the printing, issuance and use of diplomas and
certificates of the national education system of educational institutions,
vocational education institutions under management of People's Committees of
provinces and cities.

5.
The Ministry of National Defense and Ministry of Public Security shall manage,
provide guidelines and conduct inspection on the printing, issuance and use of
diplomas and certificates of the national education system of educational
institutions under their management.
6.
People’s Committees of communes, wards and special zones shall hand over master
registers for issuance of lower secondary diplomas and documents related to the
issuance to Departments of Education and Training before May 31, 2026.
Departments of Education and Training shall re-issue, adjust, revoke, cancel
and issue copies form master registers for issuance of graduation diplomas for
all levels of general education that are issued before the effective date of
this Circular; issue lower secondary diplomas for cases that are not yet
re-issued in 2025.
7.
Authorities, organizations and individuals responsible for printing, managing,
issuing or using diplomas and certificates shall cooperate and facilitate the
inspection of the implementation of laws on diplomas and certificates.
Article 23. Transitional provision
Templates
of diplomas, certificates, copies of diplomas and certificates from master
registers that are issued and approved before the effective date of this
Circular shall be valid by August 31, 2026./.
