DECISION
ON APPROVAL FOR
SCHEME OF MOBILE NUMBER PORTABILITY IN VIETNAM
THE MINISTER OF INFORMATION AND COMMUNICATIONS
Pursuant to the Law on telecommunication dated
November 23, 2009;
Pursuant to the Government's Decree No.
187/2007/ND-CP dated December 25, 2007 on functions, tasks, powers and
organizational structure of Ministry of Information technology and communications
and the Government's Decree No. 50/2011/ND-CP dated June 24, 2011 on amendments
to the Government's Decree No. 187/2007/ND-CP;
Pursuant to the Government's Decree No.
25/2011/ND-CP dated April 6, 2011 on guidelines for the Law on
telecommunication;
Pursuant to Decision No. 32/2012/QD-TTg dated
July 27, 2012 of the Prime Minister on approval for Planning for national
telecommunications development by 2020;
Pursuant to the Decision No. 35/2011/QD-TTg
dated June 27, 2011 of the Prime Minister on functions, tasks, powers and
organizational structure of the Vietnam Telecommunications Authority affiliated
to Ministry of Information and Communications;

HEREBY DECIDES:
Article 1. Approve for Scheme of mobile
number portability in Vietnam as follows:
1. Objectives
Initiate mobile number portability to enable
terrestrial mobile subscribers to choose mobile networks at their own
discretion with unchanged subscriber numbers; and enhance the competitiveness
and boost the stable and strong development of telecommunications market; and
improve efficiency of the use of telecommunications resources.
2. Scope
The mobile number portability service shall be
available for all enterprises providing terrestrial mobile services nationwide.
3. Technical proposals
The system of mobile number portability shall be
formulated according to the following rules:
a) Model: The national porting center will connect
to telecommunications networks of all enterprises providing terrestrial mobile
services, enterprises providing terrestrial fixed-line mobile services, and
enterprises providing centralized signaling gateway (hereinafter referred to as
telecommunication enterprises).

c) Plan for management of the database of ported
numbers: Concentrated.
d) Plan for management of porting process:
Concentrated.
4. Road map
The mobile number portability shall be initiated
according to the following road map:
a) Establish a national porting center at Vietnam
Telecommunications Authority; upgrade the system of network and equipment at
telecommunication enterprises connected with national porting center: to be
finished before June 30, 2015.
b) Mobile number portability testing: at least 6
months, expected to be finished before June 30, 2016.
c) Official mobile number portability: From January
1, 2017.

b) Formulate and request the Ministry of
Information and Communications to promulgate a Circular on mobile number
portability service and relevant legislative documents.
c) Direct and instruct telecommunications
enterprises to plan and initiate mobile number portability service.
2. Enterprises providing terrestrial mobile
services shall:
a) Formulate, initiate and report on plan for
implementation of the Scheme to the Ministry of Information and Communications.
b) Upgrade the upgrade the system of network,
porting gateway and database of ported numbers at the enterprises connected
with national porting center.
c) Initiate, evaluate, and report on mobile number
portability testing results to the Ministry of Information and Communications.
d) Provide mobile number portability service
officially on prescribed schedule.
3. Enterprises providing terrestrial
telecommunications services, enterprises providing concentrated signaling
gateway shall:
a) Formulate, initiate and report on plan for
implementation of the Scheme to the Ministry of Information and Communications.

c) Cooperate with enterprises providing terrestrial
mobile information services in providing mobile number portability testing.
d) Cooperate with enterprises providing terrestrial
mobile information services in providing mobile number portability service on
prescribed schedule.
Article 3. This Decision comes into force
upon signing.
Article 4. The Chief officers, the Director
of the Vietnam Telecommunications Authority, heads of units affiliated to
Ministries and Directors General or Directors of telecommunication enterprises
shall implement this Decision./.
