NGHỊ QUYẾT

VỀ VIỆC PHÊ CHUẨN CÔNG HÀM THỎA THUẬN VỀ CẤP THỊ THỰC GIỮA CHÍNH PHỦ NƯỚC CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM VÀ CHÍNH PHỦ HỢP CHÚNG QUỐC HOA KỲ

Căn cứ Hiến pháp nước Cộng hòa xã hội chủ nghĩa Việt Nam;

Căn cứ Luật ký kết, gia nhập và thực hiện điều ước quốc tế số 41/2005/QH11;

Theo đề nghị của Chủ tịch nước tại Tờ trình số 01/TTr-CTN ngày 07 tháng 3 năm 2016 về việc phê chuẩn Công hàm Thỏa thuận về cấp thị thực giữa Việt Nam và Hoa Kỳ;

Xét Báo cáo số 70^a/BC-CP ngày 11 tháng 03 năm 2016 của Chính phủ, Báo cáo thẩm tra số 5969/BC-UBĐN13 ngày 14 tháng 03 năm 2016 của Ủy ban đối ngoại của Quốc hội và ý kiến đại biểu Quốc hội,

QUYẾT NGHỊ:

Điều 1.

Phê chuẩn Công hàm Thỏa thuận về cấp thị thực giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ Hợp chúng quốc Hoa Kỳ.

Điều 2.

Áp dụng trực tiếp các nội dung quy định tại Công hàm Thỏa thuận về cấp thị thực giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ Hợp chúng quốc Hoa Kỳ.

Điều 3.

Chính phủ tiến hành thủ tục đối ngoại về việc phê chuẩn và tổ chức thực hiện Công hàm Thỏa thuận về cấp thị thực giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ Hợp chúng quốc Hoa Kỳ.

Điều 4.

Ủy ban thường vụ Quốc hội, Hội đồng dân tộc, các Ủy ban của Quốc hội, Đoàn đại biểu Quốc hội và các đại biểu Quốc hội trong phạm vi nhiệm vụ, quyền hạn của mình giám sát việc thực hiện Nghị quyết này.

Nghị quyết này đã được Quốc hội nước Cộng hòa xã hội chủ nghĩa Việt Nam khóa XIII, kỳ họp thứ 11 thông qua ngày 09 tháng 4 năm 2016.

RESOLUTION

APPROVING THE DIPLOMATIC NOTE ON VISA GRANT BETWEEN THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIETNAM AND THE GOVERNMENT OF THE UNITED STATES OF AMERICA

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 41/2005/QH11 on Conclusion, Accession to and Implementation of Treaties;

At the proposal of the President in Submission Report No. 01/TTr-CTN of March 7, 2016, on approval of the Diplomatic Note on visa grant between Vietnam and the United States;

Considering the Government’s Report No. 70a/BC-CP of March 11, 2016, the National Assembly External Relations Committee’s Appraisal Report No. 5969/BC-UBDN13 of March 14, 2016, and National Assembly deputies’ opinions,

RESOLVES:

To approve the Diplomatic Note on visa grant between the Government of the Socialist Republic of Vietnam and the Government of the United States of America.

Article 2.

To directly apply the contents of the Diplomatic Note on visa grant between the Government of the Socialist Republic of Vietnam and the Government of the United States of America.

Article 3.

The Government shall carry out external formalities for approving, and organize the implementation of, the Diplomatic Note on visa grant between the Government of the Socialist Republic of Vietnam and the Government of the United States of America.

Article 4.

The Standing Committee of the National Assembly, the Ethnic Council and the National Assembly’s Committees, delegations and deputies shall, within the ambit of their duties and powers, oversee the implementation of this Resolution.

This Resolution was adopted on April 9, 2016, by the XIIIth National Assembly of the Socialist Republic of Vietnam at its 11th session.-
