DECISION
ON
FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURES OF METEOROLOGICAL AND
HYDROLOGICAL SURVEY FEDERATION AFFILIATED WITH THE VIETNAM METEOROLOGICAL AND
HYDROLOGICAL ADMINISTRATION
THE MINISTER OF ENVIRONMENT AND NATURAL RESOURCES
Pursuant to Decree No. 36/2017/ND-CP dated April
4, 2017 of the Government on functions, tasks, powers, and organizational
structures of the Ministry of Natural Resources and Environment;
Pursuant to Decision No. 03/2018/QD-TTg dated
January 23, 2018 of the Prime Minister on functions, tasks, powers, and
organizational structures of the Vietnam Meteorological and Hydrological
Administration affiliated with the Ministry of Environment and Natural
Resources;
At request of General Director of the Vietnam
Meteorological and Hydrological Administration and Director of Organization and
Personnel Department,
HEREBY DECIDES:

function

2. The Meteorological and Hydrological Survey
Federation is a budget-estimate unit level III with juridical person, separate
seals, separate accounts opened at the State Treasury and banks as per the law;
is based in Hanoi City.
Article 2. Tasks and powers
1. Develop and request General Director of the
Vietnam Meteorological and Hydrological Administration (hereinafter referred to
as “General Director”) to approve programs, plans, schemes, projects, and tasks
regarding meteorology and hydrology investigation, surveying; implement upon
receiving approval.
2. Develop and request the General Director to
approve standards, technical regulations, technical - economic norms regarding
meteorology and hydrology investigation, surveying.
3. Provide professional guidance on meteorology and
hydrology investigation, surveying in accordance with assignment of the General
Director.
4. Conduct meteorology and hydrology investigation,
surveying according to plan programs and irregularly in case of natural
disaster; measure topographical development of stream beds, estuaries, coastal
areas across the country.
5. Conduct science and technology tasks regarding
meteorology and hydrology investigation, surveying as assigned by the General
Director.
6. Provide services relating to meteorology and
hydrology investigation, surveying:
a) Conduct investigation and surveying regarding
meteorology, hydrology, and oceanography;

c) Conduct environmental monitoring and surveying;
d) Conduct surveying of structural subsidence,
deformation;
dd) Design, develop, supply, and install technical
and scientific equipment in the field of meteorology and hydrology, environment,
surveying, mapping, climate change, and natural disaster preparedness;
e) Communicate meteorology, hydrology, environment,
climate change and raise community's awareness regarding natural disaster
preparedness and mitigation;
g) Provide other services relating to meteorology,
hydrology, environment, surveying, mapping, climate change, and natural
disaster preparedness as per the law.
7. Perform administrative reform in accordance with
administrative reform programs, plans of the Vietnam Meteorological and
Hydrological Administration; exercise efficiency; prevent corruption and waste
within management of the Federation.
8. Manage organizations, public employees,
employees, finance, and assets of the Federation according to decentralization
of the General Director; exercise responsibilities of budget-estimate unit
level III as per the law.
9. Exercise other tasks assigned by the General
Director.

2. The director shall be legally responsible to the
General Director for assigned tasks; request the General Director to promulgate
functions, tasks, powers, and organizational structures of organizations affiliated
to the Federation; promulgate regulations on operating and coordinating
activities of the Federation.
3. Vice directors shall be legally responsible to
the director for assigned field of operation.

Entities from Clause 4 through Clause 8 of this
Article are dependent accounting units with separate seals and accounts as per
the law.
Article 5. Entry into force and
responsibility for implementation
1. This Decision comes into force from March 9,
2018 and annuls Decision No. 158/QD-KTTVQG dated April 11, 2014 of the General
Director of the National Hydrometeorological Service.
2. Chief of Ministry Office, Director of the
Organization and Personnel Department, General Director of Vietnam
Meteorological and Hydrological Administration; Director of the Meteorological
and Hydrological Survey Federation; heads of entities affiliated to the Ministry
and entities affiliated to the Vietnam Meteorological and Hydrological
Administration are responsible for the implementation of this Decision./.
