According to the Circular, the vehicle types exempted from road tolls from January 1, 2025 include:
(1) Ambulances.
(2) Fire trucks of police agencies for fire prevention, firefighting, and rescue and fire trucks of other forces mobilized for firefighting tasks with emergency signals under the law.
(3) Agricultural and forestry machinery vehicles, including ploughs, harrows, cultivators, weeders, and paddy pluckers.
(4) Specialized vehicles for national defense, including vehicles carrying number plates that have red backgrounds, white numbers, letters, and specialized equipment for national defense purposes and vehicles carrying out emergency duties using one of the emergency signals according to the law.
(5) Specialized vehicles of units of People’s Public Security Forces including:
- Patrol automobiles for traffic control of the traffic police with rotating lights on the roof and a phrase that reads “CẢNH SÁT GIAO THÔNG” (TRAFFIC POLICE) on both sides of the vehicle body;
- Police automobiles of the 113 police with a phrase that reads “CẢNH SÁT 113” (113 POLICE) on both sides of the vehicle body;
- Mobile police automobiles with a phrase that reads “CẢNH SÁT CƠ ĐỘNG” (MOBILE POLICE) on both sides of the vehicle body.
- On-duty transport vehicles with seats installed in trunks of the People’s Public Security forces;
- Prisoner transport vehicles, rescue vehicles, and other specialized vehicles of the People’s Public Security Forces;
- Professional vehicles (satellite communication vehicles, armored vehicles, anti-terrorism and anti-riot vehicles, and other professional vehicles of the People’s Public Security Forces);
- Vehicles of the police performing emergency tasks with emergency signals on according to the law.
(6) Funeral vehicles, including:
- Vehicles specifically structured for funerals (hearse and refrigerated truck for carriage and storage of corpses).
- Vehicles used for funeral services (passenger vehicles accompanying the hearses, flower-carrying vehicles, portrait-carrying vehicles) that are registered under a funeral service provider. The funeral service provider shall give a written undertaking to use such vehicles for funeral activities to the e-payment service provider, specifying the quantity and plate numbers of the vehicles.
(7) Convoys led by traffic police vehicles.
(8) Vehicles of national defense forces in drills, mobile operations, and weapon and equipment transport led by military specialized vehicles.
(9) Automobiles of public security and national defense forces using national road tickets according to regulations.
(10) Dike protection vehicles and vehicles on emergency duties of preparing and managing storms under the mobilization of competent authorities.
(11) Vehicles transporting medicines, machinery, equipment, supplies, and goods to areas subject to calamities or areas with epidemics according to the law on emergencies during major calamities and dangerous epidemics.
(12) Motorcycles, mopeds, and non-motorized vehicles.
