Vietnam to use electronic pre-arrival declaration forms

On April 17, 2023, the General Department of Vietnam Customs promulgated Official Dispatch No. 1790/TCHQ-GSQL on declaring, receiving, inspecting, and confirming the electronic pre-arrival declaration forms.

Implementation of electronic pre-arrival declaration forms

Currently, the General Department of Vietnam Customs has completed the development of the system for receiving, inspecting, and confirming electronic pre-arrival declaration forms for goods imported through border checkpoints by road or inland waterway.  

The General Department of Vietnam Customs has updated and amended the System. Customs Departments of bordering provinces are requested to instruct Customs Sub-Departments at the road and inland waterway border checkpoints to receive pre-arrival declaration forms on the System from April 24, 2023. Specifically:

Notifying and requesting transport vehicle owners, drivers, and persons authorized by transport vehicle owners (goods owners or customs agents authorized by goods owners) to complete the electronic pre-arrival declaration form (hereinafter referred to as “declaration form”) before bringing goods into the territory of Vietnam following the information indicators via the System as follows:

- Link for the System of Declaration of Information Indicators of the declaration form: https://banke.customs.gov.vn/ktdb

- Login Name and Password on the System: are the same as those for signing into VNACCS

In case the system has a problem or in cases other than the 9 cases on the system, customs declarants shall declare and submit 1 original copy of Form No. BKTTHH/2021/NK enclosed with Official Dispatch No. 1503/TCHQ-GSQL dated April 2, 2021 to the receiving customs officials at the border checkpoint.

Reports shall be monthly submitted to the General Department of Vietnam Customs (via the Customs Control and Supervision Department) regarding cases other than the 9 cases on the System for summary, consideration for updating the System, and inclusion into the development of the Scheme for Digital Border Gate and New Customs Management Model for vehicles, imports, and exports at road border gates.

If transport vehicles and goods at the border gate have not completed the declaration form on the System or provided the paper declaration form, customs agencies shall decline such vehicles and goods.
