Vietnam’s guidelines on policies on support for workers laid off by enterprises with declining orders

On January 16, 2023, the Vietnam General Confederation of Labour promulgated Decision No. 6696/QD-TLD on the implementation of policies on support for union members and workers that have their work time reduced or their labour contracts terminated due to order decline of enterprises.

According to the Decision, subjects and conditions for financial support due to work time reduction or furlough are as follows:

Union members and workers working under labour contracts with enterprises that have paid trade union contributions before September 30, 2022 who have their work time reduced or are furloughed due to order decline of enterprises.

Union members and workers who have their daily work time or work days per week or month reduced (excluding overtime work time reduction) or are furloughed for at least 14 days from October 1, 2022 to the end of March 31, 2023.

From October 1, 2022 to the end of March 31, 2023: Any month’s income that is less than or equal to the region-based minimum wage.  

The time of work time reduction and furlough is from October 1, 2022 to the end of March 31, 2023.

Financial support for union members and workers who have their work time reduced or are furloughed.

- Workers who are union members and workers who are not union members but are female from at least 35 years old, pregnant women, workers who are raising blood children or adopted children or are providing care for children under 6 years old on behalf of their parents (the support rate is only applicable to 1 person who is the mother, father, or alternative caretaker of children): 1.000.000 VND.

- Workers who are not union members: 700.000 VND.

Decision No. 6696/QD-TLD comes into force as of its date of signing.
