According to the Circular, foreign pilots may only conduct dignitary’s flights on commercial planes and shall have at least 2000 flight hours on the type of aircraft that conduct such flights.
(Currently, there is no regulation on foreign pilots to only conduct dignitary’s flights on commercial planes).
To conduct dignitary’s flights on commercial planes, foreign pilots shall satisfy the following standards:
- Have labor contracts of at least 24 months with the airlines of Vietnam and are ordered to conduct dignitary’s flights on commercial planes by the time of being considered to serve such flights;
- Have pilot’s licenses issued by the Civil Aviation Authority of Vietnam with the specific type of aircraft and valid rating suitable for the type of aircraft conducting Vietnamese dignitary's flights on commercial planes;
- Have a sense of responsibility, a good sense of discipline, and a clear background;
- Have not received any disciplinary actions during flight operation for committing violations that threaten the safety of level D or higher for 24 months by the time of performing tasks of dignitary's flights on commercial planes;
- Conduct Vietnamese dignitary’s flights with Vietnamese co-pilots;
- Receive written decisions on the approval for the implementation of Vietnamese dignitary's flights on commercial planes from the head of the airline conducting such flights.
Circular No. 25/2022/TT-BGTVT comes into force as of December 15, 2022 and replaces Circular No. 28/2010/TT-BGTVT and Circular No. 53/2015/TT-BGTVT.
