To be specific, from May 21, 2022, a person can register for license plate issuance for the first time, ownership transfer, and re-issuance of vehicle registration certificate or license plate by:
+ Logging into the Public Service Portal of Ministry of Public Security or the National Public Service Portal and filling in the Electronic vehicle registration form;
+ Receiving a number and schedule for registration processing via email address or mobile text message.
Physical declaration for vehicle registration in accordance with Circular No. 58/2020/TT-BCA is still available for individuals who choose not to perform online declaration as mentioned above.
Circular No. 15/2022/TT-BCA will come into force from May 21, 2022.
