Prerequisites for UI-contributing employees' entitlement to financial aid under Resolution No. 116 are now launched

According to the instructions given in the Decision No. 28/2021/QD-TTg on granting support policies financed by the Unemployment Insurance (UI) Fund to employees and employers afflicted with the COVID-19 pandemic, documentation requirements and application procedures intended for employees participating in the UI to date are prescribed as follows:

- Social insurance agencies compile the Lists of employees participating in the UI until now by using the Template No. 01 and send them to employers. By October 20, 2021 at the latest, social insurance agencies finish sending these Lists to all employers and making the Lists of eligible employees accessible to the public on the websites of provincial social insurance agencies.

- Within 05 business days of receipt of the Lists from social insurance agencies, employers announce the Lists of employees eligible to receive support and make them accessible to their employees so that they can check against, verify and change their information in case of any mistake that occurs;

Then, employers compile the Lists of employees giving correct and full required information and employees that voluntarily refuse to receive support by using the Template No. 02, and send them to social insurance agencies.   

- In case where any change in employee’s information is needed, employers can complete the Template No. 03, enclosing legally required proof of information subject to change to social insurance agencies by November 10, 2021 at the latest.

Within 10 working days of receipt of the Lists of employees with full and correct information and within 20 days of receipt of the final Lists from employers, social insurance agencies proceed to pay out aid amounts. Payments made via bank accounts are preferred.   

In case of refusal to grant financial aid, social insurance agencies should send their written replies clearly stating reasons for such refusal.

Decision No. 28/2021/QD-TTg is entering into force as of October 1, 2021.
