According to this Circular, entities eligible to organize foreign language competency tests are listed below:
- As for level 1 - level 6 test formats designed according to the six-level Framework of Reference for Foreign Language, they may be:
+ Higher education institutions providing training programs in foreign language majors (belonging to the group of foreign language and culture majors) or foreign language pedagogy (belonging to the group of teacher training majors);
+ Public service providers assigned to organize foreign language competency tests.
- As for level 1 - level 3 test formats designed according to the six-level Framework of Reference for Foreign Language (students taking general education programs), they may be:
Continuing education centers, vocational education - continuing education centers, foreign language centers, and informatics - foreign language centers, established by Presidents of the provincial People's Committees or the Directors of the Departments of Education and Training (authorized by the Presidents of the provincial People's Committees).
This means that pedagogical colleges providing specialized foreign language training programs are no longer allowed to host tests for assessment of foreign language competency at level 1 through level 3.
In addition, from July 1, 2023, paper-based listening, reading comprehension and writing skill tests no longer exist, and will be changed into computer-based ones.
Circular No. 24/2021/TT-BGDDT is entering into force as of October 24, 2021.
