According to this Circular, qualifications conferred by foreign educational institutions upon students can be recognized for use in Vietnam without being subject to the requirement for application for recognition, including:
- Qualifications issued foreign educational institutions falling within the scope of application prescribed by:
+ Conventions or agreements on qualification equivalents or mutual recognition of professional qualifications;
+ Or treaties related to qualifications that are announced by the Ministry of Education and Training after Socialist Republic of Vietnam becomes a signatory to them.
- Qualifications conferred by foreign educational institutions to the students that the Ministry of Education and Training sends to study abroad by using the state budget's funds.
- Qualifications that foreign educational institutions confer on the students that take educational association programs approved in Vietnam to be launched as of July 1, 2019.
Circular No. 13/2021/TT-BGDDT is entering into force on June 1, 2021, replacing the Decision No. 77/2007/QD-BGDDT dated December 20, 2007 and Circular No. 26/2013/TT-BGDDT dated July 15, 2013.
