Steps in capturing fingerprints for grant of biometric passports are about to come in use

On October 16, 2020, the Ministry of Public Security issues the Circular No. 110/2020/TT-BCA regulating the processes for capturing fingerprints of persons applying for biometric passports and persons registering their entry or exit through automated security gates.

According to this document, below are the steps in obtaining fingerprints:

- In case of capturing fingerprints by using dedicated scanners, the following steps must be taken:

+ Flocking 4 right hand fingers to get a print; flocking 4 left hand fingers to get a print; capturing 2 thumb prints; rolling 10 fingers to get prints.

+ In case of failure to acquire all 10 fingerprints, describing and entering information about the failed fingerprints.

- If fingerprints captured by dedicated scanners fail to meet prescribed standard for automatic identification, the method of inking and rolling fingerprints will be applied;

Then, these fingerprints will be scanned for storage or may be obtained from the ID card database (if any), which is specifically noted down in fingerprint acquisition records.

- The method for obtaining fingerprints by dedicated scanners and inking and rolling will be applied if there are none of fingerprints acquired for automatic identification purposes.

- Fingerprint capturing officers must note down, signing off on, and bearing responsibility for data about captured fingerprints or reasons for failure to capture fingerprints.    

Circular No. 110/2020/TT-BCA is entering into force on November 30, 2020.
