On September 29, 2020, the General Department of Customs issues the Official Dispatch No.6358/TCHQ-GSQL, providing instructions about customs procedures for importation of alcohol.
This document gives instructions for implementation of alcohol importation procedures as follows:
- Regarding import documentation requirements:
+ Evidencing documents prescribed in Article 16 of Circular No. 38/2015/TT-BTC (revised);
+ 01 photocopy of the License for distribution of alcohol issued by the Ministry of Industry and Trade with respect to alcohol of at least 5.5 % alcohol volume as prescribed in the Decree No. 105/2017/ND-CP (revised under the Decree No. 17/2020/ND-CP dated February 5, 2020);
+ Regarding customs procedures for import of alcohol of less than 5.5 % alcohol volume:
Dealers must register with Economic Divisions or the Economic and Infrastructure Divisions of People’s Committees of districts where their main offices are located before importation by using the form No. 14 given in the Appendix II to the Decree 105/2017;
The aforesaid evidencing document will not need to be submitted to customs authorities for completion of import procedures.
+ Documents certifying conformance to food safety regulations, subject to the Decree No. 15/2018/ND-CP dated February 2, 2018.
- Imported alcohol must have product stickers and labels prescribed in regulations;
- Alcohol products are only imported through international border gates.
- When verifying submitted documents, customs officers must check such information as
Product name, foreign supplier’s name shown on the customs declaration form, sales invoice, documents certifying conformance to food safety regulations to ensure they are consistent with those shown in the License for distribution of alcohol issued by the Ministry of Industry and Trade.
