In the Circular, the form of invitation to bid will be applied to the public tender for provision of non-consulting services according to the one-stage and two-envelope approach (Form No. 08 given in the Appendix to this Circular).
As from September 1, 2020:
- If bids have already obtained the approval of their E-HSMT (e-bidding documents) under the Circular No. 04/2017, but such e-bidding documents have not yet been posted on the Electronic National Procurement System, e-bidding documents of these bids must be modified to meet the regulations laid down in this Circular.
- With respect to non-consulting service bids that are made according to the one-stage and two-envelope tender system online under Article 29 in the Circular No. 11/2019/TT-BKHDT if approved contractor selection plans do not use the online tendering approaches, and none of bidding documents is released, these plans will need to be modified to meet the online tendering schedule.
Circular No. 05/2020/TT-BKHDT is entering into force on September 1, 2020.
