1. Persons exempted from bailiff training
This provision is set forth under Decree No. 08/2020/ND-CP on bailiff organization and operation issued on January 8, 2020.
According to the Decree, persons below are exempted from bailiff training:
- Persons who have worked as judges, procurators, enforcement officers and investigators for at least 5 years;
- Lawyers and notaries who have practiced for at least 5 years;
- Professors and associate professors in law major and doctors of law;
- Persons who have worked as mid-level inquisitors, senior inquisitors of courts, mid-level prosecutor assistants and senior prosecutor assistants;
- Persons who are senior inspectors, medium-level inspectors, senior researchers and senior lecturers in law majors;
- Persons who have worked as medium-level inquisitors and senior inquisitors in enforcement of civil judgments.
However, persons mentioned above must take bailiff improvement courses at Judicial Academy for 3 months.
Decree No. 08/2020/ND-CP will come into force from February 24, 2020.
2. Import tariff quotas on poultry eggs and salt in 2020
On January 22, 2020, Ministry of Industry and Trade promulgates Circular No. 02/2020/TT-BCT on principles of regulating import of salt and poultry eggs based on tariff quota in 2020.
According to the Circular, import tariff quotas in 2020 imposed on poultry eggs and salt are as follows:
- Salt: 110,000 tonne;
- Poutry eggs include eggs of chickens, ducks and others (eggs that do not have embryos): 57,940 dozen.
Allocation of poultry eggs and salt import tariff is as follows:
- Salt import tariff quota shall be allocated to traders who directly use as ingredients for chemical manufacture, drug manufacture and medical product manufacture.
- Poultry egg import tariff quota shall be allocated to traders who possess certificates of business registration/enterprise registration certificates and have the need to import.
Circular No. 02/2020/TT-BCT comes into force from February 29, 2020 to December 31, 2020 inclusively.
3. Unmanufactured tobacco import tariff quota according to CPTPP
This provision is specified in Circular No. 03/2020/TT-BCT on import of unmanufactured tobacco according to tariff quota under CPTPP Agreement.
According to the Circular, import tariff quota imposed on Unmanufactured tobacco (HS code of 24.01) shall be allocated on a yearly basis, to be specific:
- In 2020: 525 tonne;
- In 2021: 550 tonne;
- In 2022: 575 tonne;
- In 2023: 600 tonne;
- In 2024: 625 tonne;
- In 2025: 650 tonne…
Import tariff quota on unmanufactured tobacco can be seen to increase by 25 tonne each year.
Beneficiaries of the import tariff quota above are state-owned commercial enterprises complying with Circular No. 12/2018/TT-BCT dated June 15, 2018.
Circular 03/2020/TT-BCT comes into force from February 29, 2020.
4. Oxygen removed from list of toxic chemicals
Prime Minister promulgates Decision No. 04/2020/QD-TTg on amendments to Regulations on response to toxic chemical accidents attached to Decision No. 26/2016/QD-TTg dated July 1, 2016.
According to the Decision, No. 27 items, Oxygen shall be removed from the list of toxic chemicals under the Annex attached to Decision No. 26/2016/QD-TTg.
In addition, Mercury and Mercury compounds with storage limit of 1 kg shall be added to the list of toxic chemicals.
Decision No. 04/2020/QD-TTg comes into force from February 28, 2020.
