1. Introduction of detailed Tariff of HS Codes of imports and exports
The Circular No. 41/2019/TT-BCT introduces the detailed Tariff of HS Codes of imports and exports, including:
- Rice in the husk, rice for export prescribed in the Circular No. 30/2018/TT-BCT dated October 01, 2018;
- Sarsi essential oil for temporary import and re-export prescribed in the Circular No. 10/2011/TT-BCT dated March 30, 2011;
- Crude diamond prescribed in the Joint Circular No. 14/2009/TTLT-BCT-BTC dated June 23, 2009;
- Petroleum and oil prescribed in the Circular No. 38/2014/TT-BCT dated October 24, 2014;
- Exported minerals prescribed in Appendix 1 enclosed to the Circular No. 12/2016/TT-BCT dated July 05, 2016;
- Tobacco ingredients, cigarette paper prescribed in the Circular No. 57/2018/TT-BCT dated December 26, 2018;
- Tobacco machinery and equipment prescribed in Appendix 72 enclosed to the Circular No. 57/2018/TT-BCT dated December 26, 2018;
- Exported coal prescribed in Appendix I enclosed to the Circular No.15/2013/TT-BCT dated July 15, 2013.

2. Guidance on evaluation of enterprises’ production technology level and competence
Pursuant to the Circular No. 17/2019/TT-BKHCN of the Ministry of Science and Technology, an enterprise's production technology level and competence shall be evaluated adopting the quantitative method according to the 100-point grading scale for total 26 criteria classified into the following 05 groups:
- Group of technological equipment (Group T, up to 30 points);
- Group of technological operation efficiency (Group E, up to 20 points);
- Group of organizational – managerial competence (Group O, up to 19 points);
- Group of research & development competence (Group R, up to 17 points);
- Group of innovation competence (Group I, up to 14 points).

3. Ban on taking cash and gold into military detention centers
This notable content is provided in the Circular No. 184/2019/TT-BQP prescribing banned items and seizure and handling of items banned to be taken into detention centers.
According to this Circular, Vietnamese dong, foreign currencies, financial instruments, gold, silver, precious stones, precious metals, ATM cards and other cards for making electronic payments shall be banned to be brought for the convicts who are serving their imprisonment sentences in military prisons or detention centers.
In addition to the abovementioned items, the following things cannot be taken into a military prison or detention center:
- Weapons of various types, explosives and explosive precursors;
- Combat gears;
- Sound recorders, video recorders, audio/visual equipment, watches, mobile phones, walkie-talkies and other types of signal receivers and transmitters, except medical devices indicated by competent heath agencies;
- Alcohol, beer, alcoholic beverages, tobacco of various types, pipe tobacco, cigars, tea, coffee and other stimulants, etc.;
The Circular No. 184/2019/TT-BQP is coming into force from January 22, 2020.
4. Those allowed to visit convicts in military detention centers
On December 04, 2019, the Ministry of National Defense has promulgated the Circular No. 182/2019/TT-BQP prescribing prison visits, sending and receipt of mailing letters, gifts and phone calls for convicts.
According to this Circular, the following persons are allowed to visit a convict who is serving his/her imprisonment sentence in a military prison or detention center:
- His/her paternal and maternal grandparents;
- His/her parents, parents-in-law or adoptive parents;
- His/her spouse;
- His/her children, daughters-in-law, sons-in-law or adopted children;
- His/her siblings and siblings-in-law;
- His/her paternal and maternal aunts and uncles.
The visitors at each visit shall not exceed 03 persons.
Representatives of authorities or organizations or other individuals may be allowed to visit the convict if the head of the detention center deems the visit conformable with the performance of crime prevention and control tasks as well as the management and education of the convict.
The Circular No. 182/2019/TT-BQP is coming into force from January 22, 2020.
