The Circular prescribes amendments and supplements to Regulations on management of apartment buildings laid down in the Circular No. 02/2016/TT-BXD dated February 15, 2016, specifically including:
- Clearly define persons subject to the regulations on use and management of apartment buildings set forth in the Circular No.02, including hotel style condominiums (condotel) and home-office style apartments (officetel).
- In terms of authorization for participating in and acting on behalf of principals to vote in the apartment owners’ meeting, owners of apartment units and other spaces in apartment buildings may give authorization to other owners of users of these apartment buildings.
(the regulations currently in force prescribe that each owner of an apartment unit or other spaces in an apartment building may give authorization to only one person currently using that apartment unit or other spaces in that apartment building).
