Maximum permissible speeds of road vehicles are identified

On August 29, 2019, Ministry of Transport promulgated Circular No. 31/2019/TT-BGTVT regulating speed limits and safe distances of road vehicles and specialized vehicles on the road. The Circular sets out the following regulations:

(1) Maximum permissible speeds of transport vehicles running in residential areas (except expressways), including:

- Dual carriageways; one-way traffic roads with at least two lanes: 60 km/h.

- Two-way traffic roads; one-way traffic roads with one lane: 50 km/h.

- Specialized vehicles, motorcycles (including electric bikes) and the like: 40 km/h.

(2) Maximum permissible speeds of transport vehicles running outside of residential areas (except expressways), including:

- Cars and passenger vehicles having up to 30 seats (except buses); trucks having payload of 3.5 tonnes or below:

+ 90 km/h on dual carriageways; one-way dual carriageways with at least lanes;

+ 80km/h on two-way traffic roads; one-way traffic roads with one lane;

- Passenger vehicles having greater than 30 seats (except buses); trucks having payload of more than 3.5 tonnes (except tank lorries):

+ 80 km/h on dual carriageways; one-way dual carriageways with at least lanes;

+ 70km/h on two-way traffic roads; one-way traffic roads with one lane.

- Buses; semi-trailer trucks; motorcycles; specialized vehicles (except mortar or concrete mixer trucks):

+ 70 km/h on dual carriageways; one-way dual carriageways with at least lanes;

+ 60km/h on two-way traffic roads; one-way traffic roads with one lane.

- Trailer trucks; other towing trucks; mortar, concrete or tank trucks:

+ 60 km/h on dual carriageways; one-way dual carriageways with at least lanes;

+ 50km/h on two-way traffic roads; one-way traffic roads with one lane.
