The Circular prescribes construction monitoring surveys take place in the following cases:
- Complying with regulations on construction designs, engineering instructions and approaches already obtaining prior approval;
- Carrying out any monitoring survey whenever a construction work shows abnormal signs leading to the need for such survey aimed at evaluating and determining causes and proposing any appropriate approaches to prevent and deal with any emergency arising during the construction phase.
Construction contractors are charged with carrying out appropriate monitoring surveys in the abovementioned case and in compliance with construction contracts.
In addition, project owners may select independent contractors other than designated construction contractors to perform a number of survey tasks during the construction phase.
The Circular No. 04/2019/TT-BXD is going to enter into force on October 1, 2019.
