1. Changing the formula for calculating total score of national high school graduation exam in 2019
Circular No.03/2019/TT-BGDDT which amends regulations on national high school graduation examination and graduation issued together with Circular No.04/2017/TT-BGDDT comes into force May 03, 2019.
According to the Circular, the formula for calculating total score of national high school graduation exam in 2019 shall be regulated as follows:
- For upper secondary schools:
Total score = [{(Total score of 4 tests + total extra score (if any)) /4} x 7 = {(average score of 12th grade) x 3}) / 10 + study encouragement score (if any).
- For continuing education institutions:
Total score = [{(Total score of 3 tests / 3+ total extra score (if any)) /4} x 7 = {(average score of 12th grade) x 3}) / 10 + study encouragement score (if any).
2. Shortening duration of advanced training in lawyer's techniques from May 05, 2019
Circular No.02/2019/TT-BTP provides for lawyers' duty of participation in compulsory advanced training in professional skills and techniques from May 05, 2019.
According to the Circular, the advanced training duration of a lawyer is at least 8 hours/year (previously 16 working hours/year).
And the working time of a lawyer shall be converted to training time if such lawyer:
- writes a report on law research that is placed on law magazines published nationwide or overseas.
- participates in teaching advanced training course or exchanges lawyer practice experience as regulated.
The time for teaching one course shall be equal to 8 hours learning in advanced training course.
3. Motor vehicles for the transport of fewer than 16 people may be imported only through 5 border checkpoints
Circular No.06/2019/TT-BCT which comes into force from May 08, 2019, specifies that motor vehicles for the transport of fewer than 16 people have to be imported into Vietnam through the following port:
Quang Ninh (Cai Lan), Hai Phong, Da Nang, Ho Chi Minh City, Ba Ria – Vung Tau
Circular No.06 does not apply to the cases below:
- Import, temporary import for re-export by entities eligible for incentives or immunities specified by the Government or the Prime Minister;
- Import of vehicles serving national defense and security according to the plan approved by the Prime Minister;
- Transit of vehicles through bordering countries and transit of vehicles without going through any border checkpoint of Vietnam.
4. List of group 2 commodities under management of the Ministry of Public Security
Circular No.08/2019/TT-BCA on the list of potentially unsafe commodities (group 2) under management of the Ministry of Public Security comes into force from May 10, 2019.
According to the Circular, such list includes 31 group 2 commodities, such as:
- Net launcher; multi-functional stun gun (electronic, electrical bullet, etc);
- 9.5 mm rubber bullet;
5. Circular No. 07/2019/TT-BCA on forms used in handling of administrative violation by People’s Public Security Force comes into force from May 06, 2019.
6. Circular No. 25/2019/TT-BQP on advanced training provided for people in Military Force who perform the duty of citizen reception, handling of complaint letters, denunciations and petitions comes into force from May 10, 2019.
7. Circular No. 17/2019/TT-BTC on awarding campaign medal “Vì sự nghiệp Tài chính Việt Nam” come into force from May 05, 2019.
8. Circular No. 16/2019/TT-BTC providing guidelines for management and use of dedicated funds for providing benefits for officials, public employees and workers of State Audit Office comes into force from May 10, 2019.
9. Circular No. 13/2019/TT-BTC amending Circular No.180/2015/TT-BTC on registration of securities trading on the trading system of unlisted securities comes into force from May 01, 2019.
10. Circular No. 14/2019/TT-BTC on management of funding for implementation of the program for development of intellectual property in the period of 2016-2020 comes into force from May 01, 2019.
11. Circular No. 12/2019/TT-BTC on charges for use of state budget comes into force from May 01, 2019.
12. Circular No. 11/2019/TT-BGTVT amending Circular No.24/2018/TT-BGTVT on developing a diagram of train operation and railway transport control comes into force from May 01, 2019.
13. Circular No. 10/2019/TT-BGTVT on management of natural disasters in maritime comes into force from May 01, 2019.
