- As for enterprises importing tobacco ingredients or cigarette paper for manufacture of tobacco products for domestic consumption purposes, applications prepared using the form given in the Appendix No.1 to this Circular must be submitted to the Ministry of Industry and Trade.
Based on tariff quotas defined each year, production output of each enterprise, capabilities of meeting demands for tobacco ingredients in the country and application needs of each enterprise, the Ministry of Industry and Trade considers granting the approval.
- As for enterprises importing tobacco ingredients or cigarette paper for manufacture or contract manufacture of tobacco products for export, applications prepared using the form given in the Appendix No.2 to this Circular must be submitted to the Ministry of Industry and Trade.
- As for enterprises importing tobacco ingredients for processing or contract manufacture of tobacco products for export, applications prepared using the form given in the Appendix No.3 to this Circular must be submitted to the Ministry of Industry and Trade.
The Circular No. 57/2018/TT-BCT will enter into force from February 19, 2019, except cases regulated in clause 2 of Article 22 in this Circular.
