This Circular no longer elaborates on the component documentation submitted to apply for export of minerals used as building materials in the same way Article 5 of the Circular No. 04/2012/TT-BXD dated September 20, 2012 does.
Instead, the application documentation for permission to export minerals as building materials will be subject to provisions of legislations on customs and foreign trade management to ensure consistency with foreign trade laws currently in force.
Additionally, the schedule, specifications and technical standards of minerals exported as building materials in the Appendix I to this Circular are quite different from regulations laid down in the Circular No. 04/2012/TT-BXD as follows:
- Silica white sand used as building materials must have the particle size equal to or less than 1.0 mm as provided in new regulations;
- Specifications and technical standards of fine or superfine quartz sand powder, stone blocks and building stones, etc. will be supplemented.
The Circular No. 05/2018/TT-BXD enters into force on August 15, 2018.
