This document prescribes that transport businesses that do not collect transport charges directly and are not required to obtain the transport business license will not be bound to fix registration stickers and install GPS tracking devices.
Transport businesses given exemption from applying for the transport business license are those that directly use vehicles with the maximum permissible payload of less than 10 tonnes per each and own less than 5 vehicles (Article 50 of the Circular No. 63/2014/TT-BGTVT dated November 7, 2014).
Additionally, when transporting goods locally, drivers must carry the transport information registration form (Form No.28 of the aforesaid Circular No. 63), clearly stating the number of vehicles that are exempted from obtaining the transport business license and vehicle registration sticker.
