- The method of administration based on regulatory requirements is employed only when necessary for reasons of social security, safety, moral standard, community health, traditional customs and environmental protection.
- The method of administration based on permits or regulatory conditions must be made known to the public, ensure transparency; help state regulatory authorities and traders save their time and costs.
- As prescribed by international treaties of which Vietnam is a member state.
- The Government adopts regulations on:
+ Schedule of goods that are exported or imported based on permits or regulatory conditions;
+ Form and scope of administration of in-the-schedule goods carried out by Ministries or Ministry-level agencies;
+ Procedures and documentation requirements for grant of export or import permits.
- Ministries or Ministry-level agencies will take responsibility for publicly disclosing the schedule of goods that are imported or exported based on permits or regulatory conditions and publishing specific conditions for export or import of in-the-schedule goods.
The 2017 Law on Foreign Trade will enter into force from January 1, 2018.
