Ngày 06 tháng 8 năm 2011, Quốc hội đã thông qua Nghị quyết số 08/2011/QH13 về việc ban hành một số giải pháp bổ sung về thuế nhằm tháo gỡ khó khăn cho doanh nghiệp và cá nhân góp phần thúc đẩy phát triển kinh tế năm 2011 (Nghị quyết 08/2011/QH13 gửi kèm).

Tổ chức triển khai thực hiện Nghị quyết của Quốc hội, Bộ Tài chính đang khẩn trương phối hợp với các cơ quan hữu quan trình Chính phủ ban hành Nghị định quy định chi tiết thi hành và ban hành Thông tư hướng dẫn.

Để triển khai thực hiện Nghị quyết của Quốc hội có ý nghĩa thiết thực, sớm đi vào cuộc sống, trong khi chờ ban hành các văn bản hướng dẫn, Bộ Tài chính đề nghị Ủy ban nhân dân (UBND) các tỉnh, thành phố trực thuộc Trung ương quan tâm chỉ đạo triển khai các công việc sau đây:

1. Chỉ đạo Cục thuế phối hơp với UBND các cấp, các tổ chức Đảng, đoàn thể tại địa phương đẩy mạnh vận động, tuyên truyền tới các tổ chức, doanh nghiệp, hộ kinh doanh nhà trọ, hộ, cá nhân chăm sóc trông giữ trẻ, cung ứng suất ăn ca cho công nhân, người lao động, sinh viên,… thực hiện việc giữ ổn định mức giá cho thuê nhà trọ, suất ăn ca, trông giữ trẻ như với mức giá cuối năm 2010; triển khai tổ chức thực hiện giảm 50% mức thuế khoán kể từ ngày 01/08/2011.

2. Cục thuế thông báo cho các doanh nghiệp, hộ, cá nhân triển khai các công việc sau đây:

- Không thực hiện khấu trừ, chưa thu thuế thu nhập cá nhân (TNCN) đối với các trường hợp chi trả cổ tức cho cá nhân kể từ ngày 01/08/2011 (trừ cổ tức do các ngân hàng cổ phần, quỹ đầu tư tài chính, tổ chức tín dụng chi trả cho cá nhân).

- Từ tháng 8/2011: Tạm khấu trừ theo tỷ lệ 0,05% đối với các giao dịch chứng khoán trên các sàn giao dịch (thay thế cho tỷ lệ 0,1% trước đây).

- Từ tháng 8/2011 đến hết tháng 12/2011: Tạm chưa khấu trừ thuế TNCN, tạm chưa thu thuế TNCN đối với người hưởng lương và cá nhân kinh doanh có mức thu nhập tính thuế đến bậc 1 của Biểu thuế lũy tiến từng phần theo quy định của Luật thuế TNCN.

3. Đối với những trường hợp được giảm 30% thuế thu nhập doanh nghiệp thì sẽ thực hiện theo văn bản hướng dẫn của Chính phủ và Bộ Tài chính.

Bộ Tài chính xin thông báo để Quý UBND biết, phối hợp thực hiện./.

2. The Tax Department notices to enterprises, households and individuals to implement the following tasks:

- Not to deduct; suspend the collection of personal income tax (PIT) for the cases of dividends paid to individuals from the date of August 01, 2011 (except dividends paid to individuals by joint stock banks, financial investment funds, credit institutions).

- From August, 2011 to the end of December 2011: Temporarily suspend the deduction, collection of personal income tax, for salary-enjoyed individuals and businessman with taxable income to the level 1 of individual's progressive tax rates in accordance with regulations of the Law on Personal Income Tax.

3. The reduction of 30% enterprise income tax shall follow the guidelines of the Government and the Ministry of Finance.
