Kính gửi:

- Các Sở: Y tế, Du lịch; Ngoại vụ, Lao động Thương binh và Xã hội; - Công an Thành phố; - UBND các quận, huyện, thị xã.

Thực hiện Công văn số 4995/BYT-DP ngày 20/9/2020 của Bộ Y tế về việc hướng dẫn tạm thời giám sát người nhập cảnh vào Việt Nam (văn bản kèm theo). Ủy ban nhân dân thành phố Hà Nội yêu cầu các đơn vị triển khai thực hiện theo đúng hướng dẫn của Bộ Y tế, lưu ý một số nội dung như sau:

I. Đối tượng và phạm vi áp dụng

1) Đối với người nhập cảnh vào làm việc tại Việt Nam trên 14 ngày, bao gồm người nước ngoài mang hộ chiếu ngoại giao, hộ chiếu công vụ, nhà đầu tư, lao động tay nghề cao, nhà quản lý doanh nghiệp, các đối tượng theo thỏa thuận hợp tác cùng thân nhân; học sinh, sinh viên quốc tế; thân nhân người nước ngoài của công dân Việt Nam (sau đây gọi là người nhập cảnh) từ các quốc gia đã kiểm soát tốt dịch bệnh (theo thông báo của Chính phủ, Bộ Y tế).

2) Người Việt Nam và người nhập cảnh từ quốc gia khác thì thực hiện giám sát cách ly theo quy định hiện hành.

II. Nội dung thực hiện

1. Trước khi nhập cảnh

- Cơ quan, tổ chức đề xuất người nhập cảnh, đại diện thân nhân người nước ngoài tại Việt Nam thực hiện các thủ tục cho người nhập cảnh theo hướng dẫn tại Công văn số 2205/UBND-KGVX ngày 04/6/2020 của UBND thành phố Hà Nội về việc tiếp nhận và cách ly phòng chống dịch COVID-19 cho các chuyên gia nước ngoài. Đăng ký cách ly cho người nhập cảnh với các khu cách ly tập trung đã được UBND Thành phố phê duyệt, kèm theo lịch trình làm việc cụ thể của người nhập cảnh tại Việt Nam.

- Người nhập cảnh chuẩn bị Giấy xác nhận (có ngôn ngữ tiếng Anh) âm tính với SARS-COV-2 sử dụng kỹ thuật xét nghiệm phát hiện vật liệu di truyền (ARN) của vi rút (RT-PCR/RT-LAMP...) của cơ quan y tế có thẩm quyền trước khi nhập cảnh 3-5 ngày.

2. Khi nhập cảnh tại sân bay quốc tế Nội Bài

Giao cho Sở Y tế chỉ đạo Trung tâm Kiểm soát bệnh tật thành phố Hà Nội:

a) Kiểm tra giấy xác nhận âm tính với SARS-COV-2.

b) Thực hiện đo thân nhiệt, kiểm tra y tế để phát hiện các trường hợp nghi ngờ mắc bệnh. Khi phát hiện trường hợp nghi ngờ mắc bệnh, áp dụng các biện pháp xử trí theo quy định. Hướng dẫn khai báo y tế điện tử, cài đặt và sử dụng các ứng dụng truy vết.

c) Phối hợp với Cảng vụ Hàng không Miền Bắc phân luồng và bàn giao cho Ban điều hành cơ sở cách ly tập trung để tiếp nhận, vận chuyển về khu cách ly đảm bảo đúng các quy định về phòng chống dịch bệnh COVID-19 theo hướng dẫn tại Quyết định số 1246/QĐ-BYT ngày 20/3/2020 của Bộ Y tế.

d) Tổ chức xét nghiệm nhanh tại sân bay khi đảm bảo đủ điều kiện, theo quyết định của Ban Chỉ đạo phòng chống dịch Thành phố và hướng dẫn của Bộ Y tế.

3. Tại cơ sở cách ly tập trung

Giao UBND quận, huyện, thị xã nơi có cơ sở cách ly tập trung được UBND Thành phố cho phép chỉ đạo Ban điều hành cơ sở cách ly tập trung:

- Thực hiện tiếp nhận vận chuyển và cách ly người nhập cảnh theo đúng quy định tại Quyết định số 1246/QĐ-BYT ngày 20/3/2020 của Bộ Y tế.

- Lấy mẫu bệnh phẩm của người nhập cảnh để xét nghiệm SARS-COV-2 bằng kỹ thuật RT-PCR/RT-LAMP... và thực hiện thu phí xét nghiệm theo quy định:

+ Lấy mẫu lần 1 ngay sau khi đến cơ sở cách ly tập trung. Nếu có kết quả xét nghiệm dương tính thực hiện ngay việc chuyển điều trị theo phân tuyến. Nếu có kết quả xét nghiệm âm tính thì tiếp tục cách ly, theo dõi, giám sát y tế cho đến khi lấy mẫu xét nghiệm lần 2.

+ Tất cả các trường hợp đều được lấy mẫu xét nghiệm lần 2 vào ngày thứ 6 kể từ ngày nhập cảnh hoặc ngay khi có triệu chứng nghi ngờ mắc bệnh. Nếu có kết quả xét nghiệm dương tính thực hiện ngay việc chuyển điều trị theo phân tuyến. Các đối tượng tiếp xúc gần tiếp tục được cách ly 14 ngày.

Nếu kết quả xét nghiệm lần 2 âm tính thì được phép di chuyển về nơi lưu trú (nơi ở, nhà công vụ, nơi làm việc của người nhập cảnh) để tiếp tục tự cách ly đến đủ 14 ngày theo quy định tại Quyết định số 879/QĐ-BYT ngày 12/3/2020 và thực hiện các biện pháp phòng chống dịch theo hướng dẫn hiện hành của Bộ Y tế.

- Ban điều hành cơ sở cách ly tập trung phối hợp với cơ quan, tổ chức đề xuất người nhập cảnh bố trí vận chuyển người nhập cảnh từ nơi cách ly tập trung về nơi lưu trú (bằng phương tiện riêng theo quy định của Bộ Y tế); Thông báo và bàn giao cho địa phương (kèm theo biên bản bản giao) để tiếp tục quản lý, hướng dẫn cách ly tại nơi lưu trú.

4. Tại nơi lưu trú

Giao UBND quận, huyện, thị xã nơi có người nhập cảnh về lưu trú chỉ đạo:

- UBND xã, phường, thị trấn nơi có người nhập cảnh về lưu trú: Tiếp nhận, giám sát cách ly y tế đối với người nhập cảnh; thông báo ngay cho cơ quan y tế khi người nhập cảnh có dấu hiệu nghi ngờ mắc bệnh; hướng dẫn người nhập cảnh lập danh sách lưu lại họ tên, địa chỉ, số điện thoại của người tiếp xúc (nếu có) đến thời điểm hết 14 ngày.

- Trung tâm Y tế quận, huyện, thị xã: Lấy mẫu xét nghiệm SARS-COV-2 bằng kỹ thuật RT-PCR/RT-LAMP...cho người nhập cảnh khi có triệu chứng nghi ngờ mắc bệnh và trước khi kết thúc cách ly theo hướng dẫn của Bộ Y tế. Nếu có kết quả xét nghiệm dương tính hoặc nghi ngờ chuyển cách ly, điều trị theo quy định. Nếu có kết quả âm tính thì UBND xã, phường, thị trấn nơi có người nhập cảnh về lưu trú có quyết định kết thúc cách ly.

III. Phân công thực hiện

1. Sở Y tế

Chỉ đạo Trung tâm Kiểm soát bệnh tật thành phố Hà Nội, Trung tâm Y tế quận, huyện thị xã thực hiện hướng dẫn tạm thời giám sát người nhập cảnh theo quy định của Bộ Y tế và UBND Thành phố.

Phối hợp với các Sở, ban, ngành và UBND các quận, huyện, thị xã kiểm tra, giám sát việc tổ chức cách ly y tế đối với người nhập cảnh theo quy định.

2. Sở Du lịch

Chủ trì phối hợp với Sở Y tế, UBND quận, huyện, thị xã chỉ đạo các khách sạn được Thành phố cho phép tiếp nhận cách ly tập trung thực hiện nghiêm các quy định về phòng chống dịch bệnh COVID-19 theo hướng dẫn tạm thời giám sát người nhập cảnh trên địa bàn Thành phố.

3. Công an Thành phố

Chủ trì phối hợp với Sở Y tế, Du lịch và các đơn vị liên quan chỉ đạo đảm bảo an ninh trật tự, giám sát việc triển khai phòng, chống dịch COVID-19 đối với người nhập cảnh theo quy định.

4. UBND các quận, huyện, thị xã

(1) Nơi có khu cách ly tập trung được thành phố cho phép: Chỉ đạo Ban điều hành cơ sở cách ly tập trung thực hiện hướng dẫn y tế phòng, chống dịch COVID-19 đối với người nhập cảnh theo Quyết định 1246/QĐ-BYT và thực hiện hướng dẫn tạm thời giám sát người nhập cảnh trên địa bàn Thành phố.

(2) Nơi có người nhập cảnh chuyển về lưu trú: Chỉ đạo UBND xã, phường, thị trấn tiếp nhận bàn giao người nhập cảnh về lưu trú và thực hiện giám sát y tế theo quy định.

UBND thành phố Hà Nội yêu cầu các Sở: Y tế, Du lịch, Ngoại vụ, Lao động Thương binh và Xã hội, Công an Thành phố, UBND các quận, huyện, thị xã và các cơ quan, đơn vị và các tổ chức, cá nhân có liên quan nghiêm túc triển khai thực hiện; báo cáo UBND Thành phố và Bộ Y tế theo quy định (gửi về Sở Y tế để tổng hợp báo cáo)./.

To:

- Department of Health; Department of Foreign Affairs, Department of Labor - War Invalids and Social Affairs;

Implementing Official Dispatch No. 4995/BYT-DP dated 20/9/2020 by the Ministry of Health on temporary guidance on supervision of people entering Vietnam (attached document), the People’s Committee of Hanoi would like to request you to follow the guidelines from the Ministry of Health and pay attention to the following matters:

I. Regulated entities and scope

1) For persons who enter Vietnam to work for more than 14 days, including foreigners holding diplomatic passports or official passports, investors, highly-skilled workers, business managers, and those under cooperation agreements and their relatives; international students; foreign relatives of Vietnamese citizens (hereinafter referred to as “entrants”) from countries where the pandemic is under control (according to notifications from the Government and Ministry of Health).

2) Compliance with quarantine requirements from Vietnamese citizens and persons entering Vietnam from other countries shall be supervised as per existing regulations.

II. Implementation

1. Before entry

- Entrants shall prepare a certificate confirming negative SARS-CoV-2 result (in English) tested by the viral RNA (RT-PCR/RT-LAMP, etc.) detection from a competent health authority 3-5 days before entry.

2. Upon arrival at Noi Bai international airport

The Department of Health shall direct Hanoi CDC to perform the following tasks:

a) Check the certificate confirming negative SARS-CoV-2 result.

b) Take body temperature and perform medical examination to detect suspected cases. Upon detection of a suspected case, take mandatory handling measures. Instruct the entrants on how to complete electronic health declaration, and install and use tracing applications.

c) Cooperate with Northern Airports Authority in streamlining and handing the entrants over to management boards of concentrated quarantine facilities, which will receive and transport the entrants to their facilities, according to regulations on COVID-19 prevention and control in the guidelines promulgated together with Decision No. 1246/QD-BYT dated 20/3/2020 by the Ministry of Health.

d) Conduct quick testing at the airport when all conditions are satisfied according to the decision from the Hanoi steering committee for epidemic prevention and control and guidelines of the Ministry of Health.

3. In concentrated quarantine facilities

The People’s Committees of the districts where concentrated quarantine facilities are located have the power to direct management boards of concentrated facilities to perform the following tasks:

- Collect samples from entrants to test for SARS-COV-2 by RT-PCR/RT-LAMP or other methods and collect testing fees. To be specific:

+ Collect the first sample immediately upon arrival at the concentrated facility. If the result is positive, transport the entrant to the designated treatment facility. Otherwise, continue to place the entrant under quarantine and medical supervision until it is time to collect the second sample.

+ The second sample from all entrants shall be collected on the sixth day after the date of entry or immediately upon appearance of a suggestive symptom. If the test result is positive, transport the entrant to the designated treatment facility. Close contact of the entrant shall undergo quarantine for the next 14 days.

Otherwise, the entrant may move to their lodging (house, official residence or workplace) to self-quarantine until they have been under quarantine for a total of 14 days according to regulations in Decision No. 879/QD-BYT dated 12/3/2020 and take measures against COVID-19 according to applicable guidelines from the Ministry of Health.

- Management boards of concentrated facilities shall cooperate with regulatory bodies and organizations inviting entrants to Vietnam in transporting entrants from concentrated facilities to their lodgings (on separate vehicles according to regulations of the Ministry of Health); notifying and handing entrants over to the local government (together with the handover record) for management and guidance on quarantine in lodgings.

4. At lodgings

The People’s Committees of district where entrants’ lodgings are located shall direct the following tasks:

- For the People’s Committees of communes where entrants’ lodgings are located: receive the entrants and supervise their quarantine process; immediately notify the health authority upon appearance of any suggestive symptom; and give instructions on provision of full name, address and phone number of persons having contact with the entrants (if any) during the 14-day period to the entrants.

- For district-level health centers: collect samples for SARS-COV-2 testing by RT-PCR/RT-LAMP or other methods from entrants who develop suggestive symptoms and before end of the quarantine period according to guidelines from the Ministry of Health. Transfer any entrant testing positive for SARS-COV-2 or suspected to have contracted the disease to the isolation and treatment facility as per regulations. For entrants testing negative for the virus, the People's Committees of communes where the entrants’ lodgings are located shall issue the decision on end of quarantine.

1. Department of Health

Direct Hanoi CDC and district-level health centers to comply with temporary guidance on supervision of entrants according to regulations from the Ministry of Health and People’s Committee of Hanoi.

Cooperate with other provincial departments, regulatory bodies and district-level People’s Committees in inspecting and supervising quarantine of entrants as per regulations.

2. Department of Tourism

Take charge and cooperate with the Department of Health and district-level People’s Committees in directing hotels permitted to receive entrants for quarantine by the People's Committee of Hanoi to strictly adhere to regulations on COVID-19 prevention and control according to temporary guidance on supervision of entrants in Hanoi.

3. Hanoi police

Take charge and cooperate with the Department of Health, Department of Tourism and relevant units in ensuring public order and social security and supervising COVID-19 prevention and control measures imposed upon entrants as per regulations.

4. District-level People’s Committees

(1) People’s Committees of districts where concentrated quarantine facilities approved by the People’s Committee of Hanoi are located shall direct the management boards of these facilities to comply with guidelines for COVID-19 prevention and control applicable to entrants promulgated together with Decision No. 1246/QD-BYT and temporary guidance on supervision of entrants in Hanoi.

The People’s Committee of Hanoi would like to request you and relevant regulatory bodies, units, organizations and individuals to perform the abovementioned tasks seriously; and report to the People’s Committee of Hanoi and Ministry of Health as per regulations (reports shall be sent to the Department of Health for consolidation)./.
