Re: Guidance on
vaccination against COVID-19

- Army Medical Department, General Department of Logistics, Ministry of
National Defense;
(hereinafter referred to as “units”)
Over the past period of
time, the Ministry of Health has continuously updated and issued documents on
guidelines for vaccination against COVID-19 for subjects according to the
instructions of the manufacturer, the recommendations of the Advisory Council
about the use of vaccines of the Ministry of Health, recommendations of
international organizations. To implement the direction of Deputy Prime
Minister Vu Duc Dam at the meeting on June 20, 2022; facilitate the process of
organization of vaccination against COVID-19 for the subjects according to guidelines
that have been provided, the Ministry of Health requests
I. Departments of
Health of provinces
a) Continue to urgently
deploy additional doses, booster doses (3rd doses) of COVID-19 vaccines for
persons aged 18 years and older, administer 2 doses to children from 5 to under
12 years old in August 2022, ensure safety and efficiency.
b) Urgently organize
vaccination against COVID-19 with the 4th doses for persons aged 18
and older who are subject to vaccination.
c) Develop a plan and
organize vaccination against COVID-19 with the 3rd doses for
children from 12 to 17 years old.
II. Vaccination
against COVID-19 for persons aged 18 and older

- Subjects: persons aged 18 and older:
+ The persons are
considered to be moderately or severely immunocompromised, including persons
who are receiving active cancer treatment for tumors or cancers of the blood;
persons who are received an organ transplant and taking medicine to suppress
the immune system; persons who are received chimeric antigen receptor
(CAR)-T-cell therapy (a treatment to help your immune system attach to and kill
cancer cells) or received a stem cell transplant (within the last 2 years);
persons with advanced or untreated HIV infection; persons who have moderate or
severe primary immunodeficiency (such as DiGeorge syndrome, Wiskott-Aldrich
syndrome); persons who are receiving active treatment with high-dose
corticosteroids or other drugs that may suppress their immune response.
+ The persons have
received the full basic doses of Sinopharm (Vero cell) vaccine or Sputnik V
vaccine.
- Type of vaccines: the same type as the basic doses or an
mRNA vaccine; or the AstraZeneca vaccine for persons who have received the full
basic dose of Sinopharm vaccine (Vero cell).
- Interval: an additional dose shall be administered within
28 days to three months after the last dose of the basic doses.
- Dosage: according to the manufacturer's instructions for
use approved by the Ministry of Health.
- The persons who have been infected with COVID-19 shall be
vaccinated immediately after recovering and completing medical isolation as
required.
2. First booster dose (3rd dose) (not considered an
additional dose)
- Subjects: persons aged 18 and older who have received the
full basic doses (one, two or three according to the type of vaccine and the
additional dose if any).

- Interval: an booster dose shall be administered at least
three months after the last dose of the basic doses.
- Dosage: according to the manufacturer's instructions for
use approved by the Ministry of Health. Moderna: 0,25ml (1/2 basic dose).
- The persons who have been infected with COVID-19 shall be
vaccinated immediately after recovering and completing medical isolation as
required.
3. Second booster dose (4th dose)
- Subjects: persons aged 50 and over; persons aged 18 years
and over with moderate to severe immunodeficiency; persons aged 18 years and
older who are in high-risk groups for exposure to COVID-19 including health
workers, frontline officials (police forces, armed forces, teachers, persons
working in the transportation sector, persons providing essential services,
persons working at tourist service establishments, shopping malls,
supermarkets, markets), workers and persons working in industrial parks.
- Type of vaccines: mRNA vaccine (Pfizer or Moderna vaccine);
AstraZeneca; or the same type of vaccine as the third dose (the first booster
dose);
- Interval: at least four months after the third dose (the
first booster dose)
- The persons who have been infected with COVID-19 after the
3rd dose shall be vaccinated 3 months after COVID-19 infection and
ensure an interval of at least 4 months after the 3rd dose.
III. Booster dose (3rd
dose) for persons from 12 to 17 years old.

- Type of vaccines: Pfizer vaccine approved by the Ministry
of Health
- Dosage: 0.3 ml dose, similar to the basic dose of the
persons aged 12 and older
- Interval: at least five months after the last dose of the
basic doses (2nd dose)
- The persons who have been infected with COVID-19 shall be
vaccinated 3 months after COVID-19 infection and ensure an interval of at least
5 months after the last dose of the basic doses
IV. Vaccination
against COVID-19 for children aged 5 to 12
- Type of vaccines: the same type as vaccine approved by the
Ministry of Health Dosage: according to the corresponding age. The interval
between doses shall follow instructions of the manufacturer and the National
Institute of Hygiene and Epidemiology, in which:
+ Pfizer vaccine:
children aged 5 to 12
+ Modema vaccine:
children aged 6 to 12
- The children aged 5 to 12 who have been infected with
COVID-19 shall be vaccinated 3 months after COVID-19 infection
