Hiện nay, tình hình dịch COVID-19 tại Việt Nam đang diễn biến rất phức tạp, đặc biệt tại thành phố Hồ Chí Minh và một số tỉnh, thành phía Nam. Nhằm tăng cường các biện pháp đảm bảo an toàn phòng, chống dịch Covid-19 để thực hiện mục tiêu kép và đảm bảo nhu cầu thuốc phòng chống dịch Covid-19, thuốc điều trị các bệnh khác, cũng như đảm bảo việc bình ổn giá thuốc, Bộ Y tế đề nghị Ủy ban Nhân dân các tỉnh, thành phố trực thuộc Trung ương quan tâm chỉ đạo, thực hiện một số nội dung sau:

1. Chỉ đạo Sở Y tế, các cơ sở khám chữa bệnh, các cơ sở sản xuất, kinh doanh dược trên địa bàn:

1.1. Khẩn trương xây dựng và triển khai kế hoạch dự trữ thuốc để đảm bảo sẵn sàng cung ứng đủ thuốc, tuyệt đối không để xảy ra tình trạng thiếu thuốc phục vụ công tác khám, chữa bệnh cho nhân dân; Chú trọng bảo đảm sẵn sàng cung ứng đủ, kịp thời các thuốc thuộc danh mục thuốc thiết yếu điều trị cho người bệnh mắc Covid-19 theo quyết định số 2626/QĐ-BYT về việc ban hành Danh mục nhu cầu trang thiết bị, vật tư tiêu hao và thuốc thiết yếu của các khu vực điều trị người bệnh Covid-19, đặc biệt đối với dịch truyền và các thuốc khan hiếm nguồn cung, ít hoặc chưa có giấy đăng ký lưu hành tại Việt Nam mà được khuyến cáo sử dụng trong điều trị Covid-19.

1.2. Thực hiện nghiêm các quy định của nhà nước về quản lý giá thuốc (niêm yết giá thuốc và bán theo giá niêm yết, mua thuốc theo giá không cao hơn giá kê khai, kê khai lại còn hiệu lực); Không được lợi dụng tình hình dịch Covid-19 để đầu cơ, găm hàng và đẩy giá thuốc tăng cao; Cơ sở bán lẻ thuốc trong khuôn viên cơ sở khám bệnh, chữa bệnh thực hiện nghiêm quy định về thặng số bán lẻ theo Điều 136 Nghị định số 54/2017/NĐ-CP ngày 08/5/2021.

1.3. Sở Y tế phối hợp với các đơn vị liên quan tăng cường công tác thanh tra, kiểm tra các cơ sở có dấu hiệu đầu cơ, găm hàng, đẩy giá thuốc, nguyên liệu làm thuốc tăng cao, vi phạm các nguyên tắc phòng dịch tại cơ sở; Xử lý nghiêm các trường hợp lợi dụng tình hình dịch bệnh để tăng giá thuốc bất hợp lý và các trường hợp không chấp hành đầy đủ nguyên tắc phòng chống dịch được phát hiện; Báo cáo về Bộ Y tế (Cục Quản lý Dược) các trường hợp vi phạm và kết quả xử lý vi phạm.

2. Tạo điều kiện để các cơ sở sản xuất, kinh doanh dược cập nhật, áp dụng đầy đủ và có hiệu quả các biện pháp phòng chống dịch COVID-19 theo tinh thần chỉ đạo của Chính phủ. Tuy nhiên, quan tâm hướng dẫn các điều kiện để đảm bảo cho các cơ sở sản xuất, kinh doanh thuốc, nguyên liệu làm thuốc kể cả nguyên liệu phụ trợ như bao bì, tá dược, vỏ nang… đóng trên địa bàn duy trì hoạt động sản xuất kinh doanh, giữ ổn định hệ thống lưu thông phân phối thuốc, nguyên liệu làm thuốc, tránh không để xảy ra tình trạng đứt gãy chuỗi cung ứng thuốc.

3. Mọi khó khăn, vướng mắc, đề nghị liên hệ phản ánh đến Bộ Y tế để được hướng dẫn.

To: People’s Committees of provinces and centrally-affiliated cities

Due to the complicated developments of the COVID-19 pandemic in Vietnam, especially in Ho Chi Minh city and several provinces and cities in the South, in order to strengthen safety measures to prevent and control the Covid-19 pandemic to achieve the dual goals and meet the demands for drugs for prevention and treatment of this disease, drugs for treatment of other diseases as well as to ensure the stabilization of drug prices, the Ministry of Health requests the People's Committees of the provinces and centrally-run cities to focus on directing and performing several following tasks:

1. Directing Departments of Health, medical establishments, pharmaceutical factories and companies under their jurisdiction:

1.1. Promptly develop and implement a drug reserve plan to ensure the availability and adequacy of drugs, totally eliminate the shortages of drugs for use in medical examination and treatment of the people; Focusing on ensuring the security of the adequate and timely supply of drugs on the list of essential drugs for treatment of Covid-19 patients according to the Decision No. 2626/QD-BYT on release of the list of demands for medical equipment, consumables and essential drugs of Covid-19 patient treatment areas, especially for intravenous fluids and drugs in short or limited supply, or without marketing authorizations in Vietnam, but recommended for use in the treatment of Covid-19.

1.2. Strictly comply with the State regulations on drug price management (declaring drug prices and selling at the listed prices, buying at the prices not higher than the declared or re-declared ones remaining valid); Avoid exploiting the situation of the Covid-19 epidemic to speculate, hoard goods and push up drug prices; Make sure that drug retail establishments within the premises of medical establishments strictly comply with regulations on retail surpluses according to Article 136 of Decree No. 54/2017/ND-CP dated May 8, 2021.

1.3. Departments of Health cooperates with relevant units to strengthen inspection and examination of establishments showing signs of speculation, hoarding or pushing up prices of drugs and medicinal ingredients, and violating grassroots-level epidemic prevention principles; Strictly handle cases of exploiting the epidemic developments to increase drug prices unreasonably and cases of failure to fully comply with epidemic prevention and control principles that are discovered; Report to the Ministry of Health (Drug Administration) on violations and results of sanctioning of violations.

2. Enable pharmaceutical production and business establishments to fully and effectively update and apply COVID-19 prevention and control measures in accordance with the Government's directions. However, concentrate on providing instructions about the conditions to ensure that establishments manufacturing and trading drugs and medicinal ingredients, including auxiliary materials, such as packaging, excipients, capsule shells, etc., within their jurisdiction must maintain production and business activities, stabilize the system of circulation and distribution of drugs, medicinal ingredients, and avoid the disruption of the drug supply chain.

3. All queries, difficulties and requests should be informed to the Ministry of Health to seek their further guidance.
