Accordingly, in order to effectively prevent illegal deforestation and encroachment on forest land, the Prime Minister in VietNam requested chairpersons of People's Committees of provinces and centrally run cities to strictly manage forest areas and forest land. in accordance with the planning approved by the competent authority; fully integrate information on forests and forest land in the provincial planning for the period of 2021 - 2030, with a vision to 2050.
Work closely with the Ministry of Agriculture and Rural Development in the process of formulating and finalizing the National Forestry Master Plan for the period 2021 - 2030, with a vision to 2050 to closely and effectively manage and protect forests. with areas of special-use forests, protection forests and production forests; strictly control the change of forest use purposes to other purposes, avoiding the situation of taking advantage of the change of forest use purposes to illegally destroy forests.
In addition, the Prime Minister in VietNam requested chairpersons of People's Committees of provinces and centrally run cities to:
- Direct, inspect, correct the situation and strictly handle cases of leveling hills and mountains to divide plots, sell plots, and build on forest land in contravention of law;
- Expeditiously inspect the scene, verify, investigate and clarify illegal deforestation cases that have been inspected and detected by competent agencies of the Ministry of Agriculture and Rural Development and localities for handling.
- Speeding up the investigation and clarifying the violators to strictly handle according to the law the cases of deforestation and encroachment on forest land in the past time for deterrence, education and general prevention.
- Handling responsibilities of forest owners and related organizations and individuals when illegal deforestation or forest exploitation occurs in the area under their management but no measures are taken to prevent or handle them in a timely manner.
- Directing functional agencies, local authorities and forest owners to strengthen forest management and protection measures; direct the forest rangers to review, inspect and evaluate the entire natural forest area in the area, especially at the special-use and protection forest management boards; promptly detect, prevent and strictly handle acts of encroachment on forests.
- To synchronously and drastically implement solutions to forest management, protection and development according to Directive 13-CT/TW dated January 12, 2017 on strengthening the leadership of the Party in the management and conservation of forests. forest protection and development; Resolution 71/NQ-CP dated 8/8/2017 on promulgating the Government's action plan to implement Directive 13-CT/TW dated 12/01/2017, focusing on speeding up the investigation , handling key cases of deforestation and encroachment on forest land have been reported by press agencies in recent years.
- To step up the work of forest allocation and forest leasing in association with land allocation and land lease, especially the forest area being managed by the commune-level People's Committee, in accordance with current law. Resolutely recover forests for forest owners who do not fulfill their obligations to protect forests, so that forest loss occurs.
- Supplementing resources and improving the capacity of the forest rangers to ensure that they meet the requirements of the tasks, in accordance with the actual conditions of the locality, in which priority is given to allocating sufficient force for the rangers. In commune-level areas, rangers are mobile to protect and prevent and fight forest fires.
