RESOLUTION
ON
PERMISSION FOR ELIGIBLE VIETNAMESE CITIZENS TO PLAY IN CERTAIN CASINOS
Pursuant to Law on Government Organization No.
63/2025/QH15;
Pursuant to Law on Promulgation of Legislative
Documents No. 64/2025/QH15 (as amended by Law No. 87/2025/QH15;
Pursuant to Government’s Decree No.
78/2025/ND-CP ( as amended by Government’s Decree No. 187/2025/ND-CP)
elaborating and prescribing specific measures to organize and provide guidance
on the implementation of the Law on Promulgation of Legislative
Documents;
Pursuant to Government’s Decree No.
39/2022/ND-CP on Working Regulation of the Government;
Pursuant to Government's Decree
No. 03/2017/ND-CP (amended Decree No. 145/2024/ND-CP) on casino business.

Article 1. Scope
This Resolution shall provides lists of casinos
that are granted permission to allow Vietnamese citizens to play;
locations and duration of the pilot permission for eligible Vietnamese citizens
to play in certain casinos; and policies for managing Vietnamese citizens
eligible to play in casinos.
Article 2. Regulated entities
1. The Phu Quoc Casino project (An Giang province),
the Van Don Casino project (Quang Ninh province), and the Ho Tram Casino project
(Ho Chi Minh City) (hereinafter referred to as “casino projects”).
2. Players who are Vietnamese citizens eligible to
play in casinos as stipulated by the Government’s regulations on casino
business operations (hereinafter referred to as “Vietnamese citizens eligible
to play in casinos”.
3. Regulatory agencies, organizations, and
individuals relevant to the implementation of Clause 1 of this Article.
Article 3. Lists of casinos
that are granted permission to allow Vietnamese citizens to play;
locations and duration of the pilot permission for eligible Vietnamese citizens
to play in certain casinos;
1. Eligible Vietnamese citizens may play at the Phu
Quoc Casino project (An Giang province) from the date on which this Resolution
comes into force.
2. The Ho Tram Casino project (Ho Chi Minh City)
shall be granted a pilot permission duration to allow eligible Vietnamese
citizens to play for 5 years from the date on which this Resolution comes into
force.

Article 4. Policies for
managing Vietnamese citizens eligible to play in casinos
Policies for managing Vietnamese citizens eligible
to play in casinos, operating and managing casino business at the casino
projects specified in Article 3 of this Resolution shall comply with
Government’s Decree No. 03/2017/ND-CP dated January 16, 2017 or any amendments/supplements.
Article 5. Termination of
duration of the pilot permission for eligible Vietnamese citizens to play in
certain casinos
When the pilot permission period specified in
Clause 2 and Clause 3 Article 3 of this Resolution expires, casino projects that
are granted pilot permission shall not allow eligible Vietnamese citizens
eligible to play in casinos until the final conclusion is made by the competent
authority.
Article 6. Implementation
clauses
1. This Circular comes into force from November 26,
2025.
2. Enterprises operation casino projects specified
in Article 3 of this Resolution shall organize business operations and manage
Vietnamese citizens eligible to play in casinos, and comply with regulations on
casino business.
3. Ministries, heads of ministerial-level
authorities, heads of Governmental authorities, chairperson of the People's
Committee of An Giang province, chairperson of the People's Committee of Quang
Ninh province, chairperson of the People's Committee of Ho Chi Minh City, and
relevant organizations and individuals shall implement this Resolution.
