CIRCULAR
ON SELECTION
OF RURAL INDUSTRIAL SELECTED EXCELLENT PRODUCTS
Pursuant to Decree No. 40/2025/ND-CP of the Government on
functions, tasks, powers and organizational structure of the Ministry of
Industry and Trade of Vietnam (amended by Decree No. 109/2025/ND-CP or Decree
No.193/2025/ND-CP);
Pursuant to the Decree No. 45/2012/ND-CP of the Government
on industrial promotion (amended by Decree No. 235/2025/ND-CP);
At the request of
the head of the Agency for Innovation, Green Transition and Industry Promotion;
The Minister of Industry and Trade promulgates the Circular
on selection of rural industrial selected excellent products.

1. Scope
This Circular regulates the selection of rural industrial selected
excellent products; interests, responsibilities of authorities, organizations
and individuals engaging in the selection of rural industrial selected
excellent products.
2. Regulated entities
a) Small- and medium-sized enterprises, artels, cooperatives, cooperative
unions and business households directly investing and producing industrial and
handicraft products in communes, wards, special zones of provinces; communes
and special zones of central-affiliated cities; traditional craft villages
recognized by province-level People’s Committees (hereinafter referred to as
“rural industrial establishments”);
b) Domestic and foreign organizations and individuals engaging in the
management and implementation of industrial promotion services and related to
the selection of rural industrial selected excellent products.
Article 2. Definitions
For the purposes of this Circular, the terms below shall be construed as
follows:
1. RISEP is the abbreviation for Rural Industrial Selected Excellent
Products that is used consistently to enhance professionalism and help brand
recognition in promotional and trade activities related to RISEP.
2. Products eligible for selection can be individual products or a product set produced by the
same rural industrial establishment. A product set consists of two or more
products.

4. Commune-level selection is the scoring, evaluation, honoring and grant of
Certificates organized by commune-level People’s Committees within communes,
wards, or special zones.
5. Province-level selection is
the scoring, evaluation, honoring and grant of Certificates organized by
province-level People’s Committees within provinces or central-affiliated
cities.
6. National-level selection is
the scoring, evaluation, honoring and grant of Certificates organized by the
Ministry of Industry and Trade nationwide.
7. Electronic documents refer to a collection of data created by digitizing
documents and information about products eligible for selection.
Article 3.
Purposes and principles for selection
1. The selection of RISEP is to identify and honor
products with high quality and utility value; those with potential for applying
science and technology, and developing production to make a plan for supporting
production, market expansion and rural industrial development.
2. Principles for selection
a) The selection process shall be conducted publicly, transparently, and
comply with the laws;
b) The selection shall be organized at commune, province and national
levels;

d) Rural industrial
establishments shall voluntarily submit products for selection, and be
accountable for the accuracy and truthfulness of the information provided for
the selection process.
Article
4. Products eligible for selection
1. Products eligible for selection shall comply with the
following requirements:
a) Be produced and
submitted for selection by the rural industrial establishment itself; and be
legally circulated and distributed;
b) Comply with
regulations on intellectual property rights; standards and technical regulations
on quality, occupational safety, labor hygiene; food safety; and environmental
protection;
c) Have the capability for mass production to meet market demand;
d) Product sets shall consist of individual products that are combined
to increase usability or aesthetic value and subject to one of the following
cases: Be produced from the same type of material but differing in style or
design, sharing similar or complementary features and functions; Be produced
from different materials but sharing the same style, design, and features or
functions.
2. For products that have already
been granted a Certificate, if it is submitted to a higher-level selection, the
products shall retain their main identifying features such as product name,
brand, main composition, features, and functions. The style and design may be
improved but must not change the product’s essential nature.

1. Handicraft products.
2. Agricultural, forestry, aquatic products and food products
3. Equipment, machinery, tools, mechanical spare parts, and
other industrial products serving production or consumption.
Article 6. Selection criteria
1. The selection of RISEP shall be evaluated based on the
following criteria:
a) Criteria on
production development capacity and market demand fulfillment;
b) Criteria on
economic, technical, social, and environmental aspects;
c) Criteria on
cultural and aesthetic values;
d) Other criteria.

2. Products eligible for selection at each level shall be
reviewed and proposed for recognition by the respective Selection Council. The
commune-level RISEP shall reach 65 points or higher; the province-level RISEP
shall reach 75 points or higher; the national-level RISEP shall reach 85 points
or higher.
Article 7. Benefits of rural industrial establishments with
products that are granted Certificates
1. Print or affix the logo of the
Program for Selection of RISEP on their products, packaging or accompanying
documents of products that are granted Certificates.
2. Receive cash awards funded by the industrial promotion
budget and other lawful sources (if any). To be specific:
a) Cash rewards for
establishments with products recognized as national RISEP are funded by the
national industrial promotion budget;
b) Cash rewards for establishments with products recognized as commune-
or province-level RISEP are funded by local industrial promotion budgets.
3. Be prioritized for support from national and local
industrial promotion budgets to develop RISEP in accordance with Decree No.
45/2012/ND-CP (amended by Decree No. 235/2025/ND-CP).
4. Be prioritized in receiving information, consultation and
guidelines to access state preferential policies and supports; publishing
promotional information on mass media at central and local levels; be supported
in participating in domestic and international trade promotion activities.

Article 8. Selection Council
1. The Selection Council at all levels shall be established as
follows:
a) The Minister of Industry and Trade shall decide the establishment of
the National Selection Council. The Council shall include 11 to 13 members
including:
The President of the
Selection Council is a representative of leaders of the Ministry of Industry
and Trade;
The Deputy President
of the Selection Council is a representative of leaders of the Agency for
Innovation, Green Transition and Industry Promotion affiliated to the Ministry
of Industry and Trade;
Other members of the
Council include representatives of relevant authorities and organizations,
scientists, experts and professionals with appropriate qualifications and
experience.
b) Province-level People's Committees shall decide the establishment,
approve the structure and number of members of province-level Selection
Councils.
c) Commune-level People's Committees shall decide the establishment,
approve the structure and number of members of commune-level Selection Councils.
2. Working principles of the Selection Council:

b) The Selection Council is entitled to use the official seal in
accordance with regulations and decisions of the competent authority that
established the Council;
c) Members of the Selection Council shall work on a part-time basis.
3. Responsibilities of the Selection
Council:
a) Establish the Judging Committee; organize the selection process;
propose competent authorities for recognition and issuance of Certificates;
b) Receive and handle feedback and petitions related to selection
results conducted by the Council.
Article
9. Judging Committee
1. The Judging Committee is established by the President of
the Selection Council to assist the Council in evaluating and scoring products.
The Judging Committee is accountable to the Selection Council for the
evaluation and scoring results.
2. The Judging Committee consists of a President, a Deputy
President and members. Members of the Judging Committee are scientists, experts,
managers and professionals with qualifications and experience in fields related
to product groups participating in the selection. Members of the Judging
Committee may also be members of the Selection Council.
3. The Judging Committee shall study
materials, evaluate and score products in accordance with criteria prescribed
in this Circular. The Judging Committee shall operate under principles of
transparency, openness and independence. Each member takes individual
responsibility for their evaluation and scoring results. The President of the
Judging Committee shall prepare a summary of results and submit it to the
Selection Council for consideration.

ORGANIZTION OF THE SELECTION
Article 10. Participation in the selection
1. Commune-level People's Committees and province-level
People's Committees shall compile the participation needs of rural industrial
establishments in accordance with the form in Appendix I attached to this
Circular to organize the selection.
2. The location and time for receiving entries to the
selection shall comply with guidelines of the Selection Council at the
respective level.
3. If necessary, the Selection Council or the Judging
Committee may request additional information and documents to verify the
validity and legality of the products.
4. For products that are oversized, overweight, or have
special characteristics making transportation, storage or delivery to the
prescribed location impractical, the President of the Selection Council shall
review and decide the appropriate method for selection for such products.
5. Products will be returned to rural
industrial establishments after the selection. If products are retained for
display at fairs, exhibitions, or at commune-level, province-level or national
product introduction venues, a written consent from the product owner is
required.
6. To participate in the national selection, province-level
People's Committees shall send a document attached with a list of products
participating in the selection in accordance with the form in Appendix II
attached to this Circular to the Ministry of Industry and Trade (through the
Agency for Innovation, Green Transition and Industry Promotion); submit
electronic documents via the software system for managing and selecting RISEP
in accordance with guidelines of the Ministry of Industry and Trade.
Article 11. Organization of the selection at all levels

a) Commune-level and province-level selection shall be organized every
02 years. Other
cases shall comply the decision of local competent authorities;
b) The time and location of the selection shall comply with guidelines
of commune-level and province-level Selection Councils in accordance with the
local industrial promotion plan approved by competent authorities.
2. Organization of commune-level and province-level selection:
a) The national selection shall be organized every 02 years. Other cases
shall comply the decision of the Minister of Industry and Trade;
b) The time and location of the selection shall comply with guidelines
of the National Selection Council in accordance with the national industrial
promotion plan approved by the Minister of Industry and Trade.
3. Documents related to the selection and results of the
Selection Council and Judging Committee shall be archived by the authorities
performing state management on industrial promotion activities at the central
and local levels in accordance with applicable laws on archives.
Article
12. Recognition of selection results and issuance of Certificates
1. The structure and number of
recognized products shall be decided by the Selection Council at the respective
level.
2. Based on the selection results, the Selection Council shall
propose the competent authority establishing the Council for issuance of the
decision on recognition of RISEP specifying the time and location for honoring
and issuance of the Certificate. The selection results shall be announced on
the official website of the respective level and other public media channels.

Article 13. Funding for organization of the selection at
all levels
1. The commune-level and province-level selection shall be
funded by the local industrial promotion budget and other legally mobilized
sources (if any).
2. The national selection shall be funded by the national
industrial promotion budget and other legally mobilized sources (if any).
Article 14. Receipt and handling of feedback and petitions
1. The deadline for receiving feedback and petitions regarding
the selection results is 20 working days from the issuance of the decision on
recognition.
2. The Selection Council is responsible for handling feedback
and petitions related to selection results within 10 working days from the
receipt of the written feedback or petition.
3. In cases where an establishment with a product recognized
as RISEP violates the laws or regulations in this Circular, the competent
authority that issued the Certificate shall consider revoking the Certificate
and any cash rewards (if any).

IMPLEMENTATION

1. Act as the standing authority assisting the Minister of
Industry and Trade in implementing this Circular.
2. Develop and propose the Minister of Industry and Trade for
approval of the plan for organization of the national selection and the
decision on establishment of the National Selection Council; provide guidelines
for implementation and organization in accordance with the approved plan.
3. Annually compile and report to the Minister of Industry and
Trade the selection results and the status of support for the development of
RISEP nationwide.
4. Cooperate with relevant units affiliated to the Ministry of
Industry and Trade in researching, developing and maintaining the software
system for managing and selecting RISEP to serve the organization of the
selection; provide guidelines for usage and operation.
5. Take charge or cooperate with authorities, organizations,
associations, trade unions, media units and rural industrial establishments in
promoting the selection, organize honors, support production development, and
facilitate trade promotion for recognized products.
Article 16. Responsibilities of People’s Committees at all
levels
1. Province-level People’s Committees shall:
a) Provide guidelines for organizing the selection at all levels within
provinces/cities; cooperate with the Ministry of Industry and Trade in
organizing the national selection;
b) Approve plans, decide on the establishment of the Selection Council,
and direct the organization of the province-level selection;

d) Report to the Ministry of Industry and Trade the selection results,
support results of industrial promotion policies, and production - business
status of establishments with products that are granted Certificates in
provinces/cities upon request;
dd) Perform tasks prescribed in clause 5, Article 15 of this Article.
2. Commune-level People’s Committees shall:
a) Based on the actual situation in communes, decide the organization of
the commune-level selection in accordance with this Circular;
b) Disseminate, mobilize and provide guidelines for rural industrial
establishments in communes to participate in selection of RISEP at all levels;
c) Compile the list of commune-level RISEP for participation in the
province-level selection. In cases where the commune-level selection is not
organized, compile the list of rural industrial products from local
establishments that wish to participate in the province-level selection;
d) Manage and update electronic documents and databases of commune-level
RISEP on the management and selection software system deployed by the Ministry
of Industry and Trade;
dd) Perform tasks prescribed in clause 5, Article 15 of this Article.
Article 17. Responsibilities of rural industrial
establishments with products that are granted Certificates

1. Produce and develop products that are granted Certificates
in accordance with the quality standards committed to during the selection.
2. Report on the results of support
received from industrial promotion policies, and on the production and business
situation of establishments at the request of competent authorities.
3. Cooperate with relevant
authorities and units in preparing dossiers as prescribed by laws to receive
support from industrial promotion funds and other preferential state investment
policies for product development.
4. Cooperate with the Selection Council in resolving any
feedback or petitions related to product selection results (if any).
Chapter V
IMPLEMENTATION CLAUSE
Article 18. Effect
1. This Circular comes into force from February 10, 2026.
2. This Circular shall be replaced and annulled by the
following documents:

b) Annuls Article 28 of Circular No. 38/2025/TT-BCT dated June 19, 2025
of the Minister of Industry and Trade on amendments to some regulations on
decentralization of administrative procedures in the fields under the
management of the Ministry of Industry and Trade.
3. In cases where legislative documents prescribed in this
Circular are amended, supplemented, or replaced, the newer documents shall
prevail.
Article 19. Transitional provision
1. Dossiers for selection that were accepted before the
effective date of this Circular but have not completed the selection process
shall continue to be processed in accordance with Circular No. 26/2014/TT-BCT
(amended by Circular No. 14/2018/TT-BCT and Circular No. 38/2025/TT-BCT).
2. Certificates issued before the effective date of this Circular
shall remain valid as prescribed on such Certificates.
Article 20. Implementation
1. The Agency for Innovation, Green Transition and Industry
Promotion affiliated to the Ministry of Industry and Trade; People’s Committees
at all levels; industrial promotion service organizations; relevant
organizations and individuals are responsible for implementing this Circular.
2. Should any issue or obstacle arises during the
implementation of this Circular, report to the Ministry of Industry and Trade
for consideration, amendment, supplementation or guidelines./.
