RESOLUTION
DELEGATION
OF JURISDICTION, REDUCTION AND SIMPLIFICATION OF ADMINISTRATIVE PROCEDURES AND
BUSINESS CONDITIONS
Pursuant to the Law on Government Organization No. 63/2025/QH15;
Pursuant to the Resolution No. 206/2025/QH15 of the National Assembly on
special mechanism for resolution of difficulties and obstacles caused by laws;
At the request of the Minister of Justice;
The Government promulgates Resolution on delegation of jurisdiction,
reduction and simplification of administrative procedures and business
conditions.

This
Resolution prescribes delegation of jurisdiction, reduction and simplification
of administrative procedures and business conditions.
Article 2. Principles of delegation of jurisdiction,
reduction and simplification of administrative procedures and business
conditions
1.
Delegation of jurisdiction, reduction, and simplification of administrative
procedures and business conditions must enable organizations and individuals, create
a favourable, healthy and fair business environment; promote innovation;
increase the autonomy of local authorities; and improve the effectiveness and
efficiency in state management.
2.
Continue to stimulate comprehensive innovation and enhance the efficiency in
single-window system and inter-agency single-window system; maintain openness
and transparency; optimize procedures; implement administrative procedures
regardless of administrative boundaries; increase labour productivity; and
improve effectiveness and efficiency in management, and create a major
transformation in administrative governance.
Chapter II
DELEGATION OF JURISDICTION, REDUCTION AND SIMPLIFICATION OF
ADMINISTRATIVE PROCEDURES AND BUSINESS CONDITIONS
Article 3. Delegation of jurisdiction, reduction and
simplification of administrative procedures and business conditions
1.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of Public Security are
prescribed in the Appendix I.1 enclosed with this Resolution.
2.
Delegation of jurisdiction, reduction and simplification of administrative
procedures and business conditions under the management of the Ministry of
Industry and Trade are prescribed in the Appendix I.2 enclosed with this
Resolution.

4.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of Home Affairs are prescribed
in the Appendix I.4 enclosed with this Resolution.
5.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of National Defense are
prescribed in the Appendix I.5 enclosed with this Resolution.
6.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of Justice are prescribed in
the Appendix I.6 enclosed with this Resolution.
7.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of Finance are prescribed in
the Appendix I.7 enclosed with this Resolution.
8.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of Construction are prescribed
in the Appendix I.8 enclosed with this Resolution.
9.
Delegation of jurisdiction, reduction and simplification of administrative
procedures and business conditions under the management of the Ministry of
Culture, Sports and Tourism are prescribed in the Appendix I.9 enclosed with
this Resolution.
10.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of Health are prescribed in the
Appendix I.10 enclosed with this Resolution.
11.
Reduction and simplification of administrative procedures and business
conditions under the management of the Ministry of Education and Training are
prescribed in the Appendix I.11 enclosed with this Resolution.
Article 4. Annulment of some points, parts and sections in
Appendices enclosed with Resolution No. 66.16/2026/NQ-CP on reduction and
simplification of administrative procedures related to production and business

Regulations in points I.5 and clauses VI, VII of Section 1 of Appendix I.4;
clauses B.II, B.III, B.IV, B.V of Section 2 of Appendix I.4 issued together
with the Resolution No. 66.16/2026/NQ-CP shall be annulled.
3.
Regulations in clauses A.II, B.I, B.II, B.III, B.IV, B.V, B.VI, B.VII, B.VIII,
B.IX of Section 1 of Appendix I.7; part B of Section 2 of Appendix I.7 and Forms
No. 01, 02 of Appendix I.7 issued together with the Resolution No.
66.16/2026/NQ-CP shall be annulled.

Regulations in clause DD.I of Section 1 of Appendix I.9; clauses C.III, C.IV,
C.V, C.VI of Section 2 of Appendix I.9; Serial No. 13 of part I of Appendix II;
Serial No. 45 of part II of Appendix II issued together with the Resolution No.
66.16/2026/NQ-CP shall be annulled.
5.
Regulations in part D of Section 1 of Appendix I.10 issued together with the
Resolution No. 66.16/2026/NQ-CP shall be annulled.
6.
Regulations in clauses B.I, B.II, B.III, B.IV, B.V, B.VI, B.VII, B.VIII, B.IX,
C.XI, C.XIV, C.XV of section 1 of Appendix I.12 issued together with the
Resolution No. 66.16/2026/NQ-CP shall be annulled.
7.
Regulations in Section 1; clauses I, II, III, IV and V of Section 2 of Appendix
I.13 issued together with the Resolution No. 66.16/2026/NQ-CP shall be
annulled.
Chapter III
IMPLEMENTATION CLAUSES
Article 5. Organization of implementation

a)
Provide guidance on the implementation of this Resolution; be responsible for
the feasibility of delegation of jurisdiction, and reduction and simplification
of administrative procedures and business conditions; issue, within their
jurisdiction, management measures appropriate for shift in the management
method from pre-inspection to post-inspection, and maintain the efficiency and
effectiveness of state management.
b)
Advise the Government to request competent authorities to promulgate, or
request competent agencies and individuals to promulgate, or promulgate within
their jurisdiction, legislative documents in accordance with Appendix II issued
together this Resolution, to delegate jurisdiction, reduce, and simplify
administrative procedures and business conditions, making sure that such
legislative documents take effect before March 1, 2027.
c)
Publish administrative procedures in accordance with regulations of law on
control of administrative procedures.
d)
Continue to conduct review to propose delegation of jurisdiction, reduction,
and simplification of administrative procedures and business conditions
according to the principles prescribed in Article 2 of this Resolution, and
report the implementation plan to the Prime Minister.
2.
People's Committees of provinces and cities shall organize the implementation
of this Resolution, and allocate resources to effectively perform the delegated
tasks.
3.
The Ministry of Justice shall be responsible for monitoring, urging, and
inspecting the implementation of this Resolution.
4.
Heads of agencies and units, participants in development of this Resolution,
and in identification and resolution of difficulties and obstacles under the
special mechanism prescribed in this Resolution, shall be considered for
exemption from liability in case they have fully complied with relevant
processes and regulations, performed their tasks without self-interest, but
damage is still caused.
Article 6. Transitional clauses
1.
Any application for implementation of administrative procedures that are
simplified in sectors specified in Article 3 and Appendix I issued together
with this Resolution, received by a competent authority or postmarked before
the effective date of this Resolution shall be processed according to
regulations of law in force governing such sectors at the time of receipt of
the application.

3.
In case documents issued or granted by competent agencies or individuals before
the effective date of this Resolution remain valid or are within their period
of use, such documents shall continue to be applied and used in accordance with
regulations of law until their expiration.
Article 7. Effect
1.
This Resolution takes effect from July 01, 2026, until the end of February 28,
2027, except for the cases specified in clause 2 and clause 4 of this Article.
2.
Regulations in parts B and E of subsection 2.1, Appendix I.2; clauses III and
IV of section 2, Appendix I.5; parts A, B, and C of subsection 2.1, and parts
A, B, and C of subsection 2.2, Section 2, Appendix I.9; parts A and B of
section 1, and parts A and B of section 2, Appendix I.11, issued together with
this Resolution, shall take effect from May 20, 2026.
3.
During the effective period of regulations in this Resolution, if regulations
on administrative procedures and business conditions in this Resolution are
different from those in relevant legislative documents, regulations of this
Resolution shall apply, except for regulations in clause 4 of this Article.
4.
In case where laws or resolutions of the National Assembly; ordinances or
resolutions of the National Assembly Standing Committee; decrees or resolutions
of the Government; decisions of the Prime Minister; or circulars of Ministers
or Heads of ministerial agencies containing regulations on administrative
procedures related to regulations in this Resolution are approved or issued, and
take effect during the period from the date on which this Resolution is signed
for promulgation until the end of February 28, 2027, corresponding regulations
in this Resolution shall cease to be effective from the effective date of such
legislative documents.
