CIRCULAR

On Upper secondary education knowledge and teaching thereof in vocational education and training institutions

Pursuant to the Law on Education dated June 14, 2019;

Pursuant to the Law on Occupational Education and Training dated November 27, 2014;

Pursuant to Decree No. 86/2022/ND-CP dated October 24, 2022 of the Government on function, tasks, powers and organizational structure of the Ministry of Education and Training;

At the request of the Director General of Secondary Education Department;

The Minister of Education and Training promulgates a Circular on upper secondary education knowledge and teaching thereof in vocational education and training institutions.

Article 1. Regulated scope and entities

1. This Circular provides for upper secondary education knowledge and teaching thereof in vocational education and training institutions, including specialization-based subjects and upper secondary education knowledge; organization of teaching, examination, evaluation and issuance of certifications; responsibilities of related agencies, organizations and individuals.

2. These provisions apply to vocational education and training institutions and other education institutions permitted to organize vocational secondary training (hereinafter referred to as “vocational education and training institutions") and relative organizations and individuals.

Article 2. Definitions

For the purposes of this Circular, the terms below shall be construed as follows:

1. “Upper secondary education knowledge” means the basic knowledge of some subjects of the upper secondary educational programme suitable for learner’s educational specialization in vocational education and training institutions.

2. “Knowledge volume of subjects”, as prescribed in this Circular, means the basis knowledge that is extracted from the upper secondary educational programme means the basic knowledge of some subjects of the upper secondary educational programme suitable for learner’s educational specialization in vocational education and training institutions.

Article 3. Upper secondary education knowledge and teaching thereof

1. Upper secondary education knowledge is imparted to lower secondary graduates studying a vocational secondary programme and secondary education graduates of vocational education and training institutions to enable graduates to develop professional capacity and necessary qualities and competencies for workers based on their specialization.

Article 4. Requirements for organizing teaching

1. In order to organize teaching of upper secondary education knowledge in vocational education and training institutions, requirements for knowledge volume of subjects, teaching methods, examinations, evaluation and final exams of such subjects must be met.

2. Vocational education and training institutions must be fully staffed with qualified general education teachers in accordance with regulations of the Ministry of Education and Training and fully equipped with material facilities and teaching equipment in conformity with knowledge volume of subjects for organization of teaching of subjects based on training specializations.

Chapter II

UPPER SECONDARY EDUCATION KNOWLEDGE AND REQUIREMENTS FOR ORGANIZING TEACHING THEREOF

Article 5. Subjects and knowledge volume of subjects

1. Subjects

a) Compulsory subjects: Maths,  Literature, History.

b) Optional subjects: Physics, Chemistry, Biology, Geography.

a) Teaching time of subjects is as follows:

- Maths,  Literature: 252 periods/subject.

- Physics, Chemistry, Biology, Geography, History: 168 periods/subject.

b) Knowledge volume of subjects specified in Appendix I herewith.

Article 6. Subjects based on training specialization

1. For each specialization, all compulsory subjects and at least 01 optional subject prescribed in Article 5 hereof must be included.

2. Heads of vocational education and training institutions shall select subjects suitable for training specializations.

Article 7. Teachers

Vocational education and training institutions must be fully staffed with general education teachers qualified for organization of teaching of subjects in accordance with regulations of the Ministry of Education and Training, and in conformity with the knowledge volume of such subjects.

Vocational education and training institutions must be equipped with material facilities and teaching equipment suitable for knowledge volume of subjects of which teaching is organized.

Chapter III

ORGANIZATION OF TEACHING, INSPECTION, EVALUATION AND ISSUANCE OF CERTIFICATES

Article 9. Organization of teaching

1. Each subject will have a separate class, each class must not exceed 45 students.

2. Each subject will be for a duration of 03 (three) semesters. The head of the vocational education and training instution will decide the division of semesters and develop a teaching plan ensuring full knowledge, requirements to be met and teaching duration of the subject. 

3. A number of the main teaching forms includes learning theory, doing exercises, practicing, experimenting, doing learning projects, experiencing, participating in collective activities, clubs, community service activities.

4. Implement active teaching and learning methods in order to promote the initiative and positivity of learners; focus on training learners in self-study methods according to teaching and learning requirements for developing quality and capacity.

Learning result of each subject shall be evaluated according to a 10-point scale; if another point scale is used for evaluation, it must be converted to the 10-point scale. Evaluation points are integers or decimals after being rounded to the first decimal places.

2. Regular evaluation

a) Regular evaluation shall be carried out through question-answer, writing, presentation, practice, experiment and learning products.

b) For a subject, regular evaluation point (abbreviated to “DDGtx”) of each semester is as follows:

- The subject of which the teaching duration is 168 periods or higher has 01 regular evaluation point.

- The subject of which the teaching duration is 252 periods has 02 regular evaluation points.

3. Periodic evaluation

a) Periodic evaluation shall base on points of periodic examinations.

- Examination period of a subject having 168 periods from 45 minutes to 60 minutes; for a 252-hour course from 60 minutes to 90 minutes.

b) In each semester, each subject must have 01 (one) periodic evaluation point (abbreviated to “DDGdk”).

4. Students who fail to take enough examinations and evaluations as prescribed in clauses 2 and 3 of this Article, in case of force majeure, will be retaken and re-evaluated with the requirements equivalent to those of the missing examinations and evaluations. They are retaken and re-evaluated according to each semester.

5. If students fail to take make-up examinations or evaluations as prescribed in clauses 4 of this Article. They will receive 0 (zero) points for the missing examinations and evaluations.

6. Grade point average of a subject

The grade point average of the subject (GPA) is the average obtained by dividing the total number of the regular and periodical evaluation points prescribed in clauses 2 and 3 of this Article and rounded to 01 (one) decimal place:

7. The evaluation points of each subject are recorded in the Book for monitoring and evaluating students according to each class prescribed in Article 13 hereof.

8. In case a GPA of a subject of a student is under 5,0 points, he/she may retake his/her exam to be re-evaluated. The evaluation point of a subject can replace the GPA of such subject.

9. In case a student is not eligible for participating in the final exam according to regulations in clause 1 Article 11 of this Circular, the student must take up his/her studies again. The organization of study for the student is decided by the head of the education and training institution.

Article 11. Final exams

1. A student who has GPA of a subject achieves 5,0 points or higher and is off school of not exceeding 20% of the teaching duration of such subject may take the final exam for the subject.

2. Forms for final exams:

- A paper-based or computer-based exam taken in the form of an objective exam or an essay or a combination of an objective exam and an essay.

- The period for a final exam is from 60 minutes to 120 minutes.

3. Exam questions must be reliable, have answers, marking criteria and detailed scale, meet the requirements of the subject according to regulations in Appendix I of this Circular.

5. 01 (one) official exam and 01 (one) re-exam will be organized each year; time for re-taking the exams is decided by the heads of education and training institutions and must be at least 21 days apart from the official exams.

6. Students who have not taken final exams of subjects because of force majeure or have taken final exams but fail to get 5 (five) points or higher may retake such subjects.

7. Points of final exams of subjects are recorded in the Book for monitoring and evaluating students according to each class prescribed in Article 13 hereof.

Article 12. Issuance of certificates of full completion of upper secondary education knowledge

1. Students who have points of final exams of all subjects based on training specializations and achieve 5 (five) points or higher will be granted Certificates of full completion of upper secondary education knowledge based on such training specializations.

2. Certificates of full completion of upper secondary education knowledge shall be granted by the heads of vocational education and training institutions. Template of the certificates is prescribed in Appendix II hereof.

Article 13. Teaching managing dossier

1. A managing dossier on teaching of upper secondary education knowledge of a vocational education and training institution includes:

a) Teaching plans of the vocational education and training institution;

c) Notebooks;

d) Books for management of issuance of certificates of completion of adequate upper secondary education knowledge.

2. A teaching dossier on upper secondary education knowledge of a teacher includes:

a) A teaching plan of the teacher;

b) A lesson plan;

c) Books for monitoring and evaluation of learners of the teacher (the Form specified in Appendix IV hereof);

3. The dossiers prescribed in Clauses 1 and 2 of this Article may be used in the form of electronic dossiers instead of physical dossiers in accordance with conditions of the vocational education and training institution, capacity of teachers and legality of such electronic dossiers.

4. The preservation of the managing dossier on teaching shall comply with regulations of law.

Article 14. Responsibilities of the Ministry of Education and Training

1. Take charge and cooperate with the Ministry of Labor, War Invalids and Social Affairs in directing the Department of Education and Training, the Department of Labor, War Invalids and Social Affairs and related agencies to guiding vocational education and training institutions to complete teaching of upper secondary education knowledge according to regulations in this Circular.

2. Take charge and cooperate with the Ministry of Labor, War Invalids and Social Affairs in inspecting and examining the organization of teaching of upper secondary education knowledge of vocational education and training institutions as prescribed by law.

Article 15. Responsibilities of Departments of Education and Training

1. Take charge and cooperate with the Department of Labor, War Invalids and Social Affairs and related agencies in directing vocational education and training institutions to organize teaching, inspection, evaluation, final examination and grant of certificates of completion of full completion of upper secondary education knowledge according to regulations herein.

2. Take charge and cooperate with the Department of Labor, War Invalids and Social Affairs and related agencies in inspecting and examining the organization of teaching of upper secondary education knowledge of vocational education and training institutions as prescribed by law.

Article 16. Responsibilities of vocational education and training institutions

1. Heads of vocational education and training institutions shall develop teaching plans of subjects of 03 (three) semesters; decide the time for organizing teaching, period inspection and evaluation of each semester and the time for organizing final examination in accordance with conditions of such vocational education and training institutions; grant certificates of full completion of upper secondary education knowledge to learners.

2. They shall organize the implementation of plans for teaching, managing the teaching, inspection, evaluation, final examination and grant of certificates of full completion of upper secondary education knowledge as prescribed in this Circular.

4. Annually, they shall make reports according to guidance of the Departments of Education and Training on the implementation, and organization of teaching of upper secondary education knowledge.

Article 17. Effect

This Circular comes into force from December 24, 2022.

Article 18. Responsibility for implementation

Presidents of the People's Committees of provinces and central-affiliated cities; Directors of the Departments of Education and Training; Directors of the Departments of Labor, War Invalids and Social Affairs; heads of relevant agencies; heads of vocational education and training institutions organizing teaching of volume of upper secondary education knowledge; relevant organizations and individuals are responsible for the implementation of this Circular./.
