CIRCULAR
AMENDMENTS TO CIRCULARS ON REGISTRATION AND INSPECTION OF
VEHICLES
Pursuant to the Law on
Inland Waterway Transport No. 23/2004/QH11, amended by Law No. 48/2014/QH13,
Law No. 97/2015/QH13, Law No. 35/2018/QH14, Law No. 44/2019/QH14, Law No.
84/2025/QH15, and Law No. 112/2025/QH15;
Pursuant to the Law on
Road Traffic Order and Safety No. 36/2024/QH15;
Pursuant to the
Government’s Decree No. 02/2025/ND-CP dated February 18, 2025 on functions,
tasks, powers and organizational structure of the Ministry of Public Security,
amended by the Decree No. 11/2025/ND-CP;
At the request of the
Director of Department of Traffic Police;
The Minister of Public
Security promulgates Circular on amendments to Circulars on registration and
inspection of vehicles.

Article 1. Amendments
to clause 6 Article 3
“6. Vehicle
registration results may be received via the public service portal or by post
or in person at the vehicle registration authority upon request of the vehicle
owner.
Electronic vehicle
registration certificate is integrated into the national ID application and the
digital device traffic application (VNeTraffic) managed and operated by the
Ministry of Public Security.”.
Article 2. Amendments
to point c clause 2 Article 16
“c. Vehicle title
transfer documentation according to regulations;
In case the data on the
vehicle owner's marital status has been updated to the National Population
Database, the electronic vehicle title transfer documentation on the public
service portal shall have the same legal validity as the physical
documentation.”.

AMENDMENTS TO SOME ARTICLES
OF THE CIRCULAR NO. 82/2024/TT-BCA DATED NOVEMBER 15, 2024 OF THE MINISTER OF
PUBLIC SECURITY ON CERTIFICATION OF TECHNICAL SAFETY QUALITY AND ENVIRONMENTAL
PROTECTION FOR VEHICLES, CONSTRUCTION MACHINERY, AND VEHICLE PARTS IN IMPORT,
MANUFACTURING AND ASSEMBLY, MODIFICATION, AND INSPECTION OF VEHICLES,
CONSTRUCTION MACHINERY UNDER THE MANAGEMENT OF THE MINISTRY OF PUBLIC SECURITY

Article 4. Amendments
to clause 7 Article 36
“7. Procedures for
issuance, re-issuance, replacement, and revocation of certificates, including
certificate of technical safety quality and environmental protection for
vehicle or construction machinery imported; certificate of technical safety
quality and environmental protection for vehicle parts imported; certificate of
design appraisal for vehicle or construction machinery manufactured/assembled;
certificate of technical safety quality and environmental protection for
vehicle or construction machinery manufactured/assembled; certificate of
technical safety quality and environmental protection for vehicle parts
manufactured/assembled; certificate of design appraisal for vehicle or
construction machinery modified; certificate of technical safety quality and
environmental protection for vehicle or construction machinery modified shall
be received and processed online if technical infrastructure conditions are
met. Digitized dossiers or electronic data shall be stored on the vehicle
registration and management system of the Traffic Police Department for
management, access, and use.”.
Article 5. Replacement
of phrases in Articles 29, 32, 34, 35, 36 and 37
The phrase “Công an tỉnh,
thành phố trực thuộc Trung ương” (provincial police authorities) shall be
replaced with the phrase “Công an tỉnh, thành phố” (provincial police
authorities) in clauses 2 and 3 of Article 29, clause 4 of Article 32, point d
of clause 1 of Article 34, clause 3 of Article 35, clauses 1, 3, and 6 of
Article 36, and clause 1 of Article 37

OF THE CIRCULAR NO. 02/2018/TT-BCA DATED JANUARY 11, 2018 OF THE MINISTER OF
PUBLIC SECURITY ON PEOPLE'S PUBLIC SECURITY INLAND WATERWAY VESSEL INSPECTOR,
AMENDED BY THE CIRCULAR NO. 13/2024/TT-BCA DATED APRIL 19, 2024 OF THE
MINISTER OF PUBLIC SECURITY
Article 6. Amendments
to clause 5 Article 10
“5. Procedures for
issuance, replacement, and re-issuance of inland waterway vessel inspector
certificates shall be implemented online when technical infrastructure
conditions are met. Electronic inland waterway vessel inspector certificates
shall be stored on the vehicle registration and management system of the
Traffic Police Department for management, access, and use. Such electronic
certificates may replace physical certificates.”.

Article 7.
Implementation provisions and transitional clauses
1. This Circular takes
effect from June 08, 2026.
2. Inspection books issued
before the effective date of this Circular shall remain valid for use.
In case local police
authorities meet the requirements for technical infrastructure, including
transmission lines, platforms, databases, machinery, and equipment, they shall
issue Certificates of technical safety and environmental protection inspection
for vehicles or construction machinery according to Form KD23a
3. Procedures for
issuance, replacement, and re-issuance of people's public security vehicle
inspection officer certificates shall be implemented online when technical infrastructure
conditions are met. Electronic certificates shall be stored on the
vehicle registration and management system of the Traffic Police Department for
management, operation, and use. Such electronic certificates may replace
physical certificates.
Article 8.
Responsibilities for implementation
1. The Director of the
Traffic Police Department shall be responsible for monitoring, providing
guidance, inspecting, and urging the implementation of this Circular.
2. Heads of units
affiliated to the Ministry, Directors of provincial Police Departments, and
relevant agencies, organizations, and individuals shall be responsible for the
implementation of this Circular.
Any difficulty arising
during the implementation of this Circular shall be reported to the Department
of Traffic Police affiliated to the Ministry of Public Security for prompt
guidance./.
