CIRCULAR
ON
GRASSROOTS-LEVEL COMMUNICATION SYSTEM USING INFORMATION AND TELECOMMUNICATIONS
TECHNOLOGY
Pursuant to the Law on Government Organization No.
63/2025/QH15;
Pursuant to the Law on Local Government Organization No.
72/2025/QH15;
Pursuant to Decree No. 43/2025/ND-CP dated February 28,
2025 of the Government on functions, tasks, powers and organizational structure
of the Ministry of Culture, Sports and Tourism of Vietnam;
Pursuant to Decree No. 49/2024/ND-CP dated May 10, 2024 of
the Government on information activities at grassroots level;
At the request of the head of Department for
Grassroots-level Information and Foreign Information, the Minister of Culture,
Sports and Tourism promulgates the Circular on grassroots-level communication
system using information and telecommunications technology.

Article 1. Scope
This Circular regulates the grassroots-level communication
system using information and telecommunications technology which includes the source
information system for grassroots-level information; radio systems of communes,
wards, special zones (hereinafter referred to as “commune-level”) using
information and telecommunications technology; and public electronic bulletin
boards.
Article 2. Regulated entities
This Circular applies to authorities and organizations
related to management, operation, connection and assurance of information
security for the source information system for grassroots-level information,
commune-level radio systems using information and telecommunications
technology, and public electronic bulletin boards.
Article 3. Definitions
1. The source information system for grassroots-level
information includes the central-level source information system for
grassroots-level information (hereinafter referred to as “central-level source
information system”) and source information systems for grassroots-level
information of provinces and cities (hereinafter referred to as “province-level
source information systems”).
2. Commune-level radio systems using information and
telecommunications technology refer to the transmission of audio signals and
data using telecommunications infrastructure and the Internet by commune-level
radio stations.
3. Radio transceiver cluster using information and
telecommunications technology is a component commune-level radio systems using
information and telecommunications technology that is designed to receive and
broadcast digital bulletins via telecommunications infrastructure and the
Internet; connected to province-level source information systems for
centralized management; and installed based on actual conditions to provide
essential information to local residents.
4. The public electronic bulletin board is a device that
transmits information via text and images to provide and disseminate essential
information to the public; is connected to province-level source information
systems for centralized management and supervision; and is fixed at a specific
location

Chapter II
REGULATIONS ON THE SOURCE INFORMATION SYSTEM FOR GRASSROOTS-LEVEL
INFORMATION
Article 4. Model of the source
information system for grassroots-level information
1. The basic components of the model of the central-level
source information system are divided into the following layers:
a) User interface layer;
b) Business logic layer;
c) Database layer;
d) Technical infrastructure layer;
dd) Centralized monitoring layer for information security.

Article 5. Basic functional and
technical requirements for the central-level source information system and province-level
source information systems

b) Edit bulletins broadcast on commune-level radio systems
using information – telecommunications technology;
c) Edit bulletins posted on public electronic bulletin
boards;
d) Report and compile statistics on grassroots-level
information activities from the central level to the province- and commune-
levels;
dd) The central-level source information system shall be
ready to expand connections and share data with other information systems upon
request.
2. Basic functional requirements for province-level source
information systems:
a) Manage commune-level radio systems using information –
telecommunications technology, and public electronic bulletin boards;
b) Edit bulletins broadcast on commune-level radio systems
using information – telecommunications technology;
c) Edit bulletins posted on public electronic bulletin
boards;
d) Manage bulletins broadcast and posted on commune-level
radio systems using information - telecommunications technology, and public
electronic bulletin boards;

e) Province-level source information systems shall be ready
to expand connections and share data with other information systems upon
request.
3. Detailed regulations on basic functional and technical
requirements for the central-level source information system and province-level
source information systems are prescribed in Appendix II attached to this
Circular.
Article 6. Requirements for
connection and share of data between the central-level source information
system and province-level source information systems
1. The central-level source information system shall send
bulletins to province-level source information systems for broadcasting on
commune-level radio systems using information – telecommunications technology,
and for posting on public electronic bulletin boards.
2. Province-level source information systems shall send
broadcast logs and electronic bulletins to the central-level source information
system.
3. Province-level source information systems shall
operational status of radio transceiver clusters using information –
telecommunications technology, public electronic bulletin boards, and
statistical reports to the central-level source information system.
4. The central-level source information system and
province-level source information systems shall connect and share data with
each other via the National platform for data integration and sharing, and the
province-level platform for data integration and sharing.
5. The central-level source information system and
province-level source information systems shall ensure connection and data
sharing operations 24/7 (except in cases of force majeure).
6. Data of central-level source information system and
province-level source information systems shall comply with the National data
architecture framework; National data administration and management framework;
and shared data dictionary.

1. Province-level source information systems shall connect
and share data bidirectionally with radio transceiver clusters using
information – telecommunications technology, and public electronic bulletin
boards via direct connection and indirect connection via compatible modules.
2. Requirements for connection and share of data from
province-level source information systems to radio transceiver clusters using
information – telecommunications technology, and public electronic bulletin
boards:
a) Allow login, authentication, verification and connection
to devices;
b) Allow configuration of connections to manage and control
radio transceiver clusters using information – telecommunications technology
and public electronic bulletin boards on province-level source information
systems including features to add, edit and delete devices;
c) Allow sending various types of bulletins; broadcasting
emergency bulletins; sending commands to cancel broadcast schedules, adjust
broadcast schedules, and stop bulletins.
3. Requirements for connection and share from data from
radio transceiver clusters using information – telecommunications technology,
and public electronic bulletin boards to province-level source information
systems:
a) Allow sending data on operational status and connection
status from devices to province-level source information systems;
b) Allow sending broadcast logs, broadcast schedule logs, and
broadcast cancellation logs from devices to province-level source information
systems.

Article 8. List of basic
components and technical requirements for commune-level radio systems using
information – telecommunications technology
1. Basic hardware includes:
a) Radio transceiver clusters using information –
telecommunications technology;
b) Devices for information management, archive and
production of programs;
c) Loudspeakers for broadcasting;
d) Microphones;
dd) Other devices and supplies.
2. Basic technical requirements for hardware are prescribed
in Appendix III attached to this Circular.
3. Software integrated in radio transceiver clusters using
information – telecommunications technology is prescribed in Appendix IV
attached to this Circular.

Article 9. List of basic
components and technical requirements for public electronic bulletin boards
1. Basic hardware includes:
a) Electronic display screen;
b) Devices for information management and archive of
programs;
c) Controllers;
d) Other devices and supplies.
2. Basic technical requirements for public electronic
bulletin boards shall comply with technical specifications in Appendix V
attached to this Circular.
3. The integrated software in public electronic bulletin
boards is prescribed in Appendix attached to this Circular.
4. If local authorities need to upgrade to the List of
basic components and technical requirements of public electronic bulletin
boards prescribed clauses 1, 2 and 3 of this Article, province-level People's
Committees or competent authorities are responsible for the compliance with the
laws.

1. Character-based, text and radio bulletins are
transmitted from the central-level source information system and province-level
source information systems to using information – telecommunications technology
for provision of essential information.
2. Character-based, text, image and video bulletins are
transmitted from transmitted to public electronic bulletin boards.
3. Classification of bulletins:
a) Regular bulletins: broadcasted and posted by local
authorities according to a fixed schedule;
b) Priority bulletins: broadcasted and posted by local
authorities at the request of competent authorities;
c) Emergency bulletins: broadcasted and posted immediately
by local authorities in emergency situations.

REGULATIONS ON INFORMATION SECURITY REGARDING THE GRASSROOTS-LEVEL
COMMUNICATION SYSTEM USING INFORMATION AND TELECOMMUNICATIONS TECHNOLOGY

2. The information security plan for the central-level
source information system and province-level source information systems shall
comply with dossiers on proposal for information system security level approved
by competent authorities.
3. Comply with regulations on information security,
information protection and personal data protection in activities of designing,
constructing, operating, connecting, managing and authenticating accounts in
accordance with laws on cybersecurity.
Article 12. Monitoring and fixing
incidents regarding information security
The central-level source information system and
province-level source information systems shall have plans for monitoring,
responding and fixing incidents regarding information security in accordance
with laws on cybersecurity.
Article 13. Inspection and
evaluation of information security
The information security of the central-level source
information system and province-level source information systems be inspected
and evaluated periodically or on an ad hoc basic in accordance with laws on
cybersecurity.
Article 14. Information security in
connection and share of data
1. The central-level source information system and
province-level source information systems shall be secured when connecting and
sharing data with each other, or with other components in accordance with laws
on cybersecurity.
2. The integrated software of radio transceiver clusters
using information – telecommunications technology, and public electronic
bulletin boards shall be secured in accordance with laws on cybersecurity
before connecting to province-level source information systems.

Chapter V
RESPONSIBILITIES OF AUTHORITIES AND ORGANIZATIONS MANAGING THE
GRASSROOTS-LEVEL COMMUNICATION SYSTEM USING INFORMATION AND TELECOMMUNICATIONS
TECHNOLOGY
Article 15. Responsibilities of
the Ministry of Culture, Sports and Tourism
1. Direct, implement guidelines, and inspect the compliance
with regulations on grassroots-level communication system using information and
telecommunications technology.
2. Direct the provision of information, and manage the
content of grassroots-level communication system using information and
telecommunications technology nationwide.
3. Direct and cooperate with province-level People's
Committees in carrying out the information, reporting and statistical regimes
on grassroots-level communication system using information and
telecommunications technology.
4. Assign the Department for Grassroots-level Information
and Foreign Information to:
a) Develop and propose the Ministry for promulgation of the
Regulations on management, operation, connection and assurance of information
security for the central-level source information system;
b) Provide guidelines on connection models, communication
services and connection methods between the central-level source information
system and province-level source information systems;

Article 16. Responsibilities of
province-level People’s Committees
1. Develop, manage, operate, connection and ensure
information security for local grassroots-level communication system using
information and telecommunications technology in accordance with this Circular
and guidelines of the Ministry of Culture, Sports and Tourism.
2. Provide information and manage the content of local
grassroots-level communication system using information and telecommunications
technology.
3. Promulgate the Regulations on management, operation,
connection and assurance of information security for province-level source
information systems.
4. Implement information, reporting and statistical regimes
in accordance with guidelines of the Ministry of Culture, Sports and Tourism.
Article 17. Responsibilities of
commune-level People’s Committees
1. Develop, manage and operate commune-level radio systems
using information and telecommunications technology, and public electronic
bulletin boards in accordance with this Circular and guidelines of higher-level
state management authorities.
2. Ensure requirements regarding technical infrastructure
and equipment of commune-level radio systems using information -
telecommunications technology, and public electronic bulletin boards accordance
with this Circular.
3. Implement periodic or ad hoc reporting regimes on the
activities of commune-level radio systems using information -
telecommunications technology, and public electronic bulletin boards at the
request of higher-level state management authorities.

IMPLEMENTATION CLAUSE
Article 18. Transitional provision
1. The grassroots-level communication system using
information and telecommunications technology that is operating but fails to
comply with regulations in this Circular, authorities and organizations are
responsible for complying with regulations in this Circular within 12 months
from the effective date of this Circular.
2. In cases where legislative documents prescribed in this
Circular are amended, supplemented, or replaced, the newer documents shall
prevail.
Article 19. Effect
1. This Circular comes into force from February 20, 2026.
2. Circular No. 39/2020/TT-BTTTT dated November 24, 2020 of
the Minister of Information and Communications on management of commune-level
radio stations using information and telecommunications technology ceases to be
effective from the effective date of this Circular.
Article 20. Implementation
1. Head of Department for Grassroots-level Information and
Foreign Information; Heads of authorities and units affiliated to the Ministry
of Culture, Sports and Tourism; Directors of Departments of Culture, Sports and
Tourism of provinces and cities; Presidents of commune-level People’s
Committees; relevant individuals and organizations are responsible for
implementing this Circular.
